About this file
This document is a federal solicitation amendment (Standard Form 30) for a leadership and management training contract for the Army Training and Doctrine Command (ATEC). The contract will be a two-month effort from October 6 to December 5, 2025, utilizing a Lowest Price Technically Acceptable (LPTA) evaluation process. The primary objective is to provide customized training services involving a deep dive analysis, design for attention, and two master classes focused on improving communication and messaging skills.
Key requirements include conducting a deep dive assessment of leadership communications, creating customized case studies demonstrating clarity and visual storytelling best practices, and delivering two full-day master classes tailored to the ATEC organization. The solicitation requires offerors to submit a four-volume proposal covering introduction, technical approach, past performance, and pricing. The technical volume must address specific phases including assessing high-value communications, conducting leadership interviews, developing case studies, and creating a digital playbook to reinforce new communication habits. Proposals are limited to 40 pages for the technical volume and must be submitted electronically by August 19, 2025.

Will the selected contractor be conducting a total of two (2)- one-day Master classes or one (1)- two-day Master class?
The onsite class are anticipated to be two (2) one
(1) day Master classes
Are all 120 participants expected to be in one class?
Spread across two classes? or other? 20-25 participants total expected for only one class
Reviewing the hours being allotted to the various personnel (Senior Subject Matter Expert: 100 hours, Project Manager: 32 hours, Training Specialist /Instructor: 460 hours, and Technical Editor:
110 Hours) - are the hours outside of the time required to conduct the Master Classes and the Interviews (Deep Dive) expected to be on-site?
The only onsite hours expected are for the two
(2) one (1) day Master classes
W91CRB25RA0220001
Also the LOE document states 12 months as the time frame, is this just the standard placeholder? Can you confirm this contract is 2 months (October - December 2025)
Period of Performance (PoP) is 2 months (06 Oct 25 - 05 Dec 25).
Will the selected contractor be responsible for hosting the online content or does it need to be uploaded on an existing platform?
The selected contractor will provide training that will be uploaded on an existing platform
The SAM Notice lists the competition as LPTA while the Solicitation specified Best Value. Can you please clarify soonest? This one difference can determine whether we proceed or not. (We prefer Best Value, especially since the solicitation requires customization which shouldn't be a commodity buy by LPTA.)
Updated. The LPTA process will be used for evaluation.
The SAM Notice says that the proposal is limited to 12 pages while the Solicitation gives a more defined approach for volumes and page limits, up to 40 pages for the Tech Approach. This is a significant difference, particularly given a short turnaround time of 7 days (when questions are due - at best answers would be published the same day the proposal is due). Can you please clarify soonest?
This is a 40-page limit on volume 2: Technical & Staffing.
The Solicitation is clear on the POP being 06 Oct 25 - 05 Dec 25 where the LOE spreadsheet indicates 12-months for each CLIN. Can you please clarify soonest?
The PoP is 06 Oct 25 - 05 Dec 25. The LOE spreadsheet was updated.
Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?
This is a new requirement.
What will be the contract value for this opportunity?
The Government do not have an answer to this question.
Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
A. BASIS FOR AWARD (Section M).
Based upon an evaluation of all factors, the Government seeks to award to an offeror if their proposal provides the Government with the greatest confidence that it will best meet or exceed the requirements.
The Government will base the decision on an evaluation of the contractor's proposal against all evaluation criteria in the solicitation with the following guidelines:
- To receive consideration for award, the offeror's proposal shall not have received an unacceptable rating in any of the two (2) non-cost/price evaluation factors.
The Government intends to make an award without communications but reserves the right to conduct communications if it is later determined by the Contracting Officer (KO) to be necessary. The Government may reject the proposal if such action is in the public interest; and waive informalities and minor irregularities.
The OCI Risk Mitigation Plan will be assessed by the KO as part of a responsibility determination. If the KO determines that the offeror has an OCI that cannot be mitigated, then the offeror may not be eligible for award.
FACTORS TO BE EVALUATED:
Factor 1 - Technical and Staffing
Phase One:
Deep Dive
- Assess eight high-value emails, presentations, leadership messaging and/or other high-value touchpoints with clients and colleagues.
- Conduct two in-depth interviews with leaders to identify gaps, audience, and goals.
Design for Attention
- Create three customized "before and after" in-depth case studies of written content to demonstrate clarity best practices
- Create one customized before and after case study of a section of a presentation to demonstrate visual storytelling best practices
- Clearly demonstrate the What, So What and Now What
Showcase Results
- Develop "before and after" case studies to be used in interactive activities in the in-person sessions
- Provide data on measurable improvements in four core areas: Readability, Complexity, Clarity and Tone
Phase Two:
Two Master Classes
- Full Day session customized to ATEC organization and team structure
- New skills and assessment tools to develop compelling messages that action
- Innovation approaches for aligning with best practices and next steps
Reinforce New Habits
- Includes digital playbook with power challenge activities to support
Factor 2 - Past Performance (Acceptable/Unacceptable)
Factor 3 - Cost/Price
Evaluation Criteria:
The Government intends to award this contract to an offeror on the basis that their proposal meets or exceeds the requirement represents the best overall value and is determined to be the most beneficial to the Government, with the requisite consideration discussed below using the three (3) evaluation factors:
Technical and Staffing, Past Performance, and Cost/Price. The Past Performance will be rated on an Acceptable/Unacceptable basis. The Technical and Staffing factor will be adjectively rated. The Cost /Price factor will not be rated, but will be evaluated for completeness, reasonableness and for realism as specified below. The purpose of performing Lowest Price Technically Acceptable (LTPA) process, it ensures the offeror's proposal meets the minimum technical requirement specified in the solicitation. best value tradeoff, the Technical and Staffing factor is significantly more important than Cost/Price. In order for offeror to be considered for award, the proposal must receive at least an "Acceptable" rating in every non-price Factor. A proposal receiving a rating of "Unacceptable" in any non-cost/price Factor will not be eligible for award.

The Technical and Staffing factor, excerpted below, focuses on the strengths, deficiencies, weaknesses, risks and uncertainties of the offeror 's proposal. The rating depicts how well the offeror's proposal meets each of the technical requirements.
Technical Rating Method
Rating Description
Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
Definitions
Deficiency A combination of weaknesses that increases the risk of unsuccessful contract performance to an unacceptable level.
Strength
An aspect of an offeror's proposal that will exceed specified performance or capability requirements to the advantage of the Government during contract performance.
Weakness A flaw in the proposal that increases the risk of unsuccessful contract performance.
Uncertainty Any aspect of a non-cost/price factor proposal for which the intent of the offer is unclear.
1. 2. Past Performance Factor. Offerors past performance will be reviewed to determine recency and relevancy. Past performance information shall be provided in response to the solicitation. The Government may independently obtain information from other sources, which may be used to evaluate past performance against the requirements set forth in the solicitation. Past performance information is used to assess how well the offeror or major subcontractor(s) performed on contracts for the same or similar items and/or services as an indicator of how well they will perform the proposed requirements.
Offerors with no past performance shall state so. "Relevancy" in this context focuses primarily on whether the projects are substantially the same in size, scope, and complexity as the requirements of this RFP. Offerors are encouraged to provide information on problems regarding the offeror's own performance encountered on the identified projects and the offeror's corrective actions taken. If a prime offeror is submitting a past performance project that was performed as a subcontractor, the size of the past performance subcontract role (rather than the overall size of the requirement the subcontract supported) must have been the same or similar size as the requirements of this RFP.
Rating Description
Acceptable
Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort or the offeror's performance record is unknown. (See note below)
Unacceptable
Based on the offeror's performance record, the Government has little to no reasonable expectation that the offeror will be able to successfully perform the required effort.
3. Cost/Price Factor. The resulting agreement will contain Firm Fixed Price (FFP) and Cost CLINs. The Government will evaluate proposed labor rates; these rates are also subject to price realism analysis as determined by the KO and IAW FAR 15.404-1(d). Should the Government determine proposed prices are unrealistically low (an indication of "buy-in"), this will be considered a performance risk.
Pricing will be evaluated on the basis of price reasonableness. Price reasonableness pertains to the offeror's ability to propose a price which indicates that the offeror understands the nature and scope of work to be performed. The Government will evaluate proposal for award purposes based on labor hours and labor categories proposed. The proposed labor rates for the contract shall be in line with the negotiated base rates that were found to be fair and reasonable. Any changes to rates established in the contract will require supporting documentation as may be required by the KO.
D. PROPOSAL SUBMISSION (Section L).
1. . Introduction This solicitation is conducted IAW the procedures under Federal Acquisition Regulation (FAR) 12.1 - Acquisition of Commercial Products and Commercial Services. The offeror shall submit documentation illustrating their approach for satisfying the requirements of this solicitation.
Proposals must be clear, coherent, and prepared in sufficient detail for effective evaluation of the offeror's proposal against the evaluation criteria. The Offeror shall not simply rephrase or restate the Government's requirement, but rather provide rationale that addresses how the offeror intends to meet the requirements. The offeror shall assume the Government has no prior knowledge of its capabilities and experience. The Government will base its evaluation on the information presented in the offeror's proposal unless stated otherwise. Proposals must clearly demonstrate how the offeror intends to accomplish the performance of work and must include convincing rationale and substantiation of all claims. The introductory sections/volume shall not be used to supplement other areas of the proposal which carry page limits.
The offerors shall describe its proposal, using graphs, charts, diagrams and narrative, in sufficient detail for the Government to understand and evaluate the nature of the approach. In its evaluation and confidence assessment, the Government will consider the degree of substantiation of the proposed approaches in the proposal's volumes. Questions regarding this solicitation and the contents therein shall be submitted, via email, no later than seven (7) calendar days after the solicitation is posted to the Contract Specialist, Tiffany Barnes at tiffany.n.barnes4.civ@army.mil. Phone calls will not be accepted. Responses to submitted questions will be published to the SAM.gov (https://www.sam.gov/) before the RFP closes.
If the contractor wishes to restrict the disclosure or use of its proposal, the contractor shall use the appropriate FAR-defined restriction legend (FAR 52.215-1(e)). Individual subcontractor/vendor proprietary information may be submitted via separate emails to the Contract Specialist listed above.
The information contained in these emails must be referenced (title, page and section number as appropriate) within the main proposal where the information would have been included if it were not subcontractor/vendor proprietary. The information in these submissions is subject to all other applicable requirements of the RFP.
The Offeror is responsible for ensuring any electronic format file is free from viruses, malware, or other malicious types of code. Electronic format files submitted by the Offeror that are found to contain viruses, malware, or other malicious types of code will be set aside, and the contents of those files will not be considered by the Government.

The objective of price proposal analysis is to ensure that the proposed price is fair and reasonable.
Accordingly, the analytical techniques and procedures described in FAR 15.404-1 may be used singly or in combination with others to ensure the costs are fair and reasonable. IAW FAR 15.404- 1(a)(4), Cost analysis may also be used to evaluate data other than certified cost or pricing data to determine reasonableness when a fair and reasonable price cannot be determined through price analysis alone. The offeror and subcontractor proposal will be evaluated based on the price reasonableness criteria contained in FAR 15.404-1. The manner and degree of the criteria used will be determined by the KO based on competition and other factors. A proposal is presumed to represent the offeror's best effort to respond to the solicitation. Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror's understanding of the nature and scope of the work required and may be grounds for rejection of the proposal. Offeror shall provide proposed price as required for all CLINs in Section B. The offeror's price proposal shall contain sufficient quantitative and narrative documentation necessary to adequately support and explain the reasonableness of the proposed price proposed in proposal Section B. To help ensure this requirement, a Microsoft Excel workbook titled LOE_Spreadsheet has been provided as an attachment to this solicitation. Instructions for completing LOE_Spreadsheet.xls are contained in that file. These spreadsheets will help facilitate a more efficient, consistent, and fair evaluation of offeror's proposal, and aid in post-award contract administration. Offerors are encouraged to provide whatever supplemental information necessary to help the government understand why the proposed price is reasonable. Supporting narrative shall be submitted in Microsoft Word or Excel (2007 or later) compatible format. IAW FAR 15.404-3(b)(1) each offeror shall conduct appropriate price analysis to establish the reasonableness of proposed subcontractor prices. Evidence of their review shall be submitted as part of the offeror's price proposal. Any subcontractor proprietary information can be submitted under separate cover to KO if the subcontractor declines to provide documentation to the offeror. If any of the offeror or subcontractor labor rates contain "uncompensated overtime" as defined in FAR 52.237-10 the offeror and/or subcontractor shall so indicate the existence of uncompensated overtime and its price impact on the offeror's or subcontractor's proposal to the offeror as part of the offeror's price proposal. The impact of any Collective Bargaining Agreements (CBAs) and prevailing DoL Wage Determinations shall be considered and incorporated as necessary in proposing direct labor rates for Fair Labor Standards Act (FLSA) non-exempt personnel/wage categories covered by the Service Contract Act as referenced in FAR Part 22. Since wage increases/adjustments for proposed FLSA/SCA non-exempt labor will be covered by CBA and DoL Wage Determination changes during the life of the contract, offerors are NOT to apply escalation to non-exempt base labor rates covered by CBA/DoL Escalation can be applied to FLSA exempt labor categories (i.e. management, professional, and administrative) as defined by DoL, however cannot be applied to FLSA/SCA non- exempt wage categories for the purposes of this solicitation and resulting contract.
