About this file
The file is a Level of Effort (LOE) Spreadsheet for a Leadership and Management Training Program procurement. The spreadsheet provides a detailed cost breakdown template for offerors to complete, with sections for labor costs, course materials, and other direct costs (ODCs) across three Contract Line Item Numbers (CLINs). The template requires detailed labor category information including position titles, effort allocation, productive hours, hourly rates, fringe benefits, overhead, and total pricing. Labor categories include Senior Subject Matter Expert, Project Manager, Training Specialist/Instructor, and Technical Editor, with space for 5 total full-time equivalents (FTEs) performing 702 total productive hours. The spreadsheet is designed for government cost analysis and requires offerors to provide transparent cost documentation supporting rate realism, with specific instructions for completing green-shaded cells and allocating labor effort between prime contractor and potential subcontractors.

Microsoft_Word_Document.docx General:
Each offeror is to provide a cost/price proposal and accompanying narrative as part of their proposal in response to the solicitation. FAR 15.403-5(b) allows the contracting officer to specify the format of cost or pricing data or data other than certified cost or pricing data. The completed enclosed spreadsheets shall be part of the cost/price proposal. This is a required flow down requirement, and therefore shall be submitted for the prime offeror AND for any and all divisions and subcontractors proposed to perform effort in response to this solicitation. The information will be evaluated for fairness, reasonableness, based on the cost/price analysis, and cost realism analysis (on cost CLINS) criteria in FAR 15.404-1. Please enter the requested data in the green shaded areas on the Labor-Cost Detail worksheet for each Program office (purple tabs) and ODC Cost Detail spreadsheets. The spreadsheets are designed to automatically compute and populate other cells in the Excel spreadsheets and workbooks.
Section B Spreadsheet:
The Section B worksheet imports data from the Labor-Cost Detail worksheet for each Program office (purple tabs), and ODC-Cost Detail spreadsheets and is used as a basis for the proposed formal Section B. Please enter the requested data in the green shaded areas of these worksheets.
Cost Summary Spreadsheet:
This spreadsheet is for Government analysis purposes. It is populated from the Labor-Cost Detail worksheet for each Program office (purple tabs), and ODC-Cost Detail spreadsheets.
Labor-Cost Detail worksheet for each Program office (purple tabs):
General: Enter the requested data in the green shaded cells. It may be necessary for each offeror to revise the number of rows, columns, and/or formulas to reflect differences or nuances in the offeror's accounting and estimating systems. However, it is requested that the general format be maintained as much as possible for cost/price analysis and contract administration purposes.
NOTE 1: NOT USED.
NOTE 2: Column A of the Labor-Cost Detail worksheet for each Program office (purple tabs) contains several labor categories. During contract performance these categories ostensibly may be performed by the prime contractor and/or other divisions or subcontractors. The offeror is to enter a P in Col C if the effort is to be performed by the prime contractor, and a S if performed by another division or subcontractor. Enter the name of the division or contractor in Col D. If the particular individual category is to be performed by more than one entity, the offeror will be required to insert additional row(s) under the labor category and to allocate the Col F hours for the individual category among the Col A cells in the original and inserted rows to reflect the proposed performance during the contract. After this allocation, the total of the original and inserted rows under the individual category shall total to the number of hours provided by the Government for the respective labor category.
NOTE 3: Regarding FTEs, for the purposes of this solicitation the hours worked under a FTE, or partial FTE, shall consist of the hours worked by an individual employee and not multiple employees (i.e. 1 FTE = 1 employee, .5 FTE = one half work year worked by a single employee, etc).
NOTE 4: Do not modify the productive hour amounts in this column. The productive hours in this column are estimated productive hours that may or may not be ordered by the Government during the contract and are based on a 1,920 hour work year per FTE. Productive hours are the total hours in a work year less any days not actually worked (i.e. not including holidays, sick days, vacations, etc). In summary, productive hours are hours that will actually be worked and billed to the contract. For the purposes of this solicitation please assume a 40 hour work week NOT to include overtime or uncompensated overtime.
NOTE 5: THE OFFEROR OR SUBCONTRACTOR SHALL PROVIDE DETAILED DOCUMENTATION TO SUPPORT THE REALISM OF THE PROPOSED DIRECT LABOR RATES. The hourly base pay rate copies over from the Direct Labor Rate Schedule. The base labor rate is the actual rate paid to the employee EXCLUSIVE of social security, federal unemployment, state unemployment, workman's compensation, non-statutory fringe benefits (i.e. 401K, vacations, holidays, etc), overhead, G&A, and fee. For proprietary reasons, subcontractors may provide this information directly to the Contracting Officer if the subcontractor chooses not to disclose this information to the offeror. Escalation on wages in out years for Service Contract Act positions is unallowable except where the Collective Bargaining Agreement and/or Wage Determinations indicate otherwise. In the Direct Labor Rate Schedule, Column F, “Cost Realism Basis for Rate Proposed,” vendors shall reference corresponding exhibit(s) in the Cost Narrative document that explain the realism basis for each rate proposed.
NOTE 6: Apply fringe/overhead to prime offeror derived rates. "Sample Fringe-OHWorksheet" provides a sample to be used to compute fringe/overhead. Provide a schedule and describe all elements included in overhead and fringe benefit rate. See attached Sample Fringe-OH worksheet. Fringe/overhead shall include social security, federal unemployment, state unemployment, workman's compensation, and non-statutory fringe benefits (i.e. 401K, vacations, holidays, etc). If the offeror's accounting system applies fringe and overhead separately, then include separate columns for the application of fringe and overhead as appropriate for the offeror's accounting/estimating system.
NOTE 7: This field will automatically calculate the prime hourly burdened rate before the application of G&A and fee, if the prime is proposing the use of a subcontractor, please enter the subcontractor billing rate (if performed by a subcontractor) BEFORE application of prime general and administrative (G&A) expense and fixed fee. Therefore, the rate calculated for prime contractor performed rate categories is as follows: rate = prime base labor rate + prime fringe + prime overhead. If the labor category is performed by a subcontractor, the rate entered in Col I is as follows: Rate = sub base rate +sub fringe + sub overhead + sub G&A + sub fee (i.e. subcontractor loaded rate EXCEPT for prime G&A and fee).
NOTE 8: Provide a schedule and describe the G&A rate pool, and allocation base.
Transition in and out Periods:
NOTE 9: Offer should populate these fields with estimated ODCs and description for the transition-in and transition-out period.
Direct Labor Rate Schedule:
Direct labor rate detail worksheet. Prime should complete this worksheet by filling in the green shaded areas for each proposed labor category. Inputs in this sheet will feed into the Labor Detail sheets (purple tabs) in the workbook.
ODC - Cost Detail Spreadsheet:
NOTE 10: An estimated normalized amount for other direct cost (ODC) and travel has been specified for proposal purposes. Each offeror is to include this amount in their proposal. Any material handling and/or G&A is to be applied as appropriate (green shaded areas). Since this is an estimated amount that may or may not occur, no fee is permitted in the ODC component of the proposal.
Indirect Rate Summary Spreadsheet:
Please provide the indirect rates by year, and proposed percentage of performance by labor hour for the prime offeror and each division or subcontractor proposed to perform effort on this solicitation. For proprietary reasons, subcontractors may submit the information in the requested format directly to the Contracting Officer. This information is necessary for evaluation purposes and MUST be supplied for the offeror, other divisions, and subcontractors for the offeror's proposal to be considered complete and adequate.
Sample Fringe/Overhead Spreadsheet:
This spreadsheet shows a generally accepted format for fringe benefit and/or overhead pool/base/rate calculations. Fringe benefit and overhead pool, base, and rate calculations are required as part of the offeror's cost/price proposal. The fringe and overhead rates may be calculated together or separately depending on the contactor/subcontractor's accounting system. Please provide a similar schedule for fringe and overhead for each FY for the offeror and each division or subcontractor. Describe as necessary in the cost/price narrative. Indicate if the rates are based on a forward pricing rate agreement (FPRA) or other signed rate agreement with DCAA and/or DCMA. Subcontractor data may be submitted directly to the Contracting Officer for proprietary reasons.
Sample G&A Spreadsheet:
This spreadsheet shows a generally accepted format for G&A pool/base/rate calculations. G&A pool, base, and rate calculations are required as part of the offeror's cost/price proposal. Please provide a similar schedule for G&A for each FY for the offeror and each division or subcontractor. Describe as necessary in the cost/price narrative. Please indicate if the G&A rates are based on a forward pricing rate agreement (FPRA) or other signed rate agreement with DCAA and/or DCMA. Subcontractor data may be submitted directly to the Contracting Officer for proprietary reasons.
