Recommend the inclusion of an accounting degree (in addition to business and finance) for all listed labor categories (Program Manager, AGF Lead, AWCF Lead, SAP Expert, Seniors, and Staff Accountants). The accounting skillset will be critical in performing work.
The government has added an accounting degree to the Program Manager, SME General Fund Lead Accountant, SME Working Capital Fund Lead Accountant, and Senior Accountant Labor Category Requirements. A business management degree has been added to the SME General Fund Lead Accountant, SME Working Capital Fund Lead Accountant Labor Category Requirements. See PWS Section 5.8.3

For all key personnel, could the requirement for “experience with the Defense Departmental Reporting System (DDRS)” be expanded to include other Army Financial Reporting systems that feed into DDRS?
The government has added “or other Army Financial Reporting systems that feed into DDRS” to the Program Manager, SME General Fund Lead Accountant, and SME Working Capital Fund Lead Accountant labor categories.
3 PWS, Part 5, Section 5.8.3 Labor Category Requirements

Recommend considering the substitution of 10+ years of experience for the CPA certification requirements when at least 2 other Key Personnel are CPAs. This will allow for some balance between experience and the skills, capabilities, and insight that comes with the CPA designation.
The government has updated the Program Manager labor category requirement to CPA license or 10 years of related experience.

#4 provides that the table of contents for each volume should not have more than two levels exp: 1.1,1.2. Please clarify what this means. For example, in alignment with the proposal’s required sections, the Technical Volume would have 3 sections (Technical Approach, DoD Experience, and Management Plan) with subsections below that to address the components under the PWS. Please confirm there is no issue with this approach.
The government has removed the parenthetical comment (no more than two levels e.g., 1.1, 1.2) from #4. Content Requirements, Section L.

The “Letters of Intent” subsection, under Key personnel, requires the letters of intent to include salary amounts. Given the firm fixed price nature of this solicitation, please consider adding a note to allow the salary amounts to be redacted.
The government has removed “Letters of Intent must include intended salary amounts.” from Section 3 Management Plan, 1. a. ii.
8 LCAT Degree Requirements
The PM, SME (Key LCATs and require CPAs), Senior Associates, Staff Accountants detail needing a finance degree. This is an accounting effort, and all the current staff have accounting degrees. For the government to get the necessary services to accomplish their objective, the requirements should be changed to accounting degree instead of finance.
Will the government update the LCAT requirements to include Accounting degrees?
The government has added an accounting degree to the Program Manager, SME General Fund Lead Accountant, SME Working Capital Fund Lead Accountant, and Senior Accountant Labor Category Requirements. A business management degree has been added to the SME General Fund Lead Accountant, SME Working Capital Fund Lead Accountant Labor Category Requirements. See PWS Section 5.8.3
9 Historically a separate $55,000 FFP CLIN has been associated with the Publishing, Printing, and Travel. They government said they would have that CLIN in the solicitation but it is not included.
Will the government please update the CLIN structure to create and cover the $55,000 FFP anticipated cost?
A normalized amount for Travel and ODC has been provided for every period of performance. The government has increased the normalized amount for ODC (Price Model, subCLIN 00202), and updated language at PWS 1.6.21 Other Direct Costs.
10 The publisher and printer are separate entities. The printer is contracted as the AFRs are being finalized and sent the source files for printing – they are outside businesses and cannot be considered part of the labor cost.
The publisher is also a 3rd party vendor and does work during the AFR process. Neither of these entities should be included as part of the labor, they instead should be part of a FFP CLIN that has been the protocol for all previous Army AFRs dating back to 2010 at least.
Will the government please remove the publisher LCAT and include those services in the $55,000 FFP that has been associated with the Publishing, Printing, and Travel?
Publisher LCAT has been retitled to Technical Writer. See updates to PWS section 5.8.3 Labor Category Requirements, and J.4 Price Model.
The government has increased the normalized amounts for ODC (Price Model, subCLIN 00202).
