h. Offerors shall comply with all instructions. The Government will consider how well Offerors complied with these instructions when evaluating capabilities to perform the prospective contract. Each Offeror shall submit a single, complete proposal that contains the Offeror’s best terms. If the Offeror fails to adhere to these instructions, the Government may reject the offer without evaluation or consideration for award. The Government cautions Offerors that "parroting" of the technical requirements or the Statement of Work (SOW) with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform and may be considered unacceptable. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal.
NOTE: The Government will not evaluate pages that exceed the required page limitations. The Government will remove and will not include any additional pages over the maximum allowed during the evaluation.
2. PROPOSAL FILES
a. Format. The submission shall be clearly indexed and logically assembled.
Each volume shall be clearly identified and begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and RFP number (W91CRB-21-R0033) in any combination of the header or footer. b. File Packaging. All of the proposal files shall either be compressed (zipped) into one file titled “Proposal Zip” or delivered as separate files in their native format, e.g., .doc, .xls, .ppt, and so forth. Compressed (zipped) files shall be decompressible using the default decompression tools built into Windows 10. The Government will not evaluate compressed (zipped) files that cannot be opened by Windows 10 without the use of special software. All proposal files shall be in read-only format, and the preference is for all delivered files (except those containing cost or price) to be in a published Adobe Reader format openable by Adobe Acrobat Versions greater than or equal to XI. All price breakdown information to aide in the cost or price evaluation shall be submitted in a spreadsheet format that is openable by any Microsoft Office Excel version 2016 or newer. ** Please note – Self-extracting .exe files are not acceptable.

The Offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:
(i) VOLUME I – TECHNICAL (Factor 1). Offerors shall name the file as follows:
C03_AbbreviatedCompanyName_Technical_SP_21R0033
Note: The Offeror SHALL NOT include any pricing information in this volume.
Offerors shall submit:

• Five (5) complete Pathfinder S Shoot Packs representative of the Pathfinder S TDP; and
• Five (5) complete MSVB100 Shoot Packs representative of the
MSVB100 TDP
The Government will use the PDMs to assess the technical capabilities of the Offeror’s proposed Shoot
Packs through inspection to ensure a standardized, repeatable production process and quality workmanship. The Offeror shall ensure that the PDMs fully demonstrate all technical capabilities and potential to meet Shoot Pack requirements. PDMs will not be returned. The Offeror will provide information to substantiate the following:
• KEY POINT #1: Technical Design Package (TDP) adherence;
• KEY POINT #2: Purchase Description (PD) adherence; and
• KEY POINT #3: Shoot Pack pocket and panel cover design compliance
2. Technical Narrative: Offerors must submit a Technical Narrative that clearly addresses the following:
• Compliance with the Buy American and Berry Amendment provisions for their submitted product;
• Processes the manufacturer plans use to ensure a standardized, repeatable construction, and quality workmanship;
• All manufacturing considerations including assembly line layout; equipment list; production, test, inspection, assembly, packaging, and shipping process;
supply chain management and long lead time items; and
• Proposed production schedule for maximum production quantities.
(ii) VOLUME II – PRICE (Factor 2). The Offeror shall name the files as follows:
C03_Abbreviated Company Name_Price Narr_SP_21R0033 (Price volume);
and C03_Abbreviated Company Name_PS_Price Matrix_21R0033 (Pricing evaluation matrix). This narrative volume shall be organized to include the following data:
(1) Electronic Copy. Files shall not be password protected. Electronic links are only permissible within the Cost Volume. If files contain links, the links must be intact and maintained through all revisions. The Offeror shall not include pivot tables in Excel spreadsheets. The Offeror shall provide a completed Section B Supplies or Services and Prices and shall complete a signed SF33 with the proposal, and acknowledgment of any amendment that may have been issued against the solicitation.
(2) Compliance. Failure to comply with the RFP requirements for Cost information may result in an adverse assessment of an Offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. In addition, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF33 and continuation sheets.
(3) General Instructions. Based on market research, the Government anticipates adequate competition in response to this solicitation; therefore, IAW FAR 15.402 and 15.403-1, certified cost or pricing data are not required because adequate competition is expected for this procurement. Information other than certified cost or pricing data may be provided in contractor format providing that sufficient information is made available. Information submitted shall be prepared following the instruction in FAR 15.403-5. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions at FAR 15.403-1 apply, the Offeror may be required to submit cost or pricing data. There are no page limitations for this volume. Proposal information included in this volume, which is not directly related to Price, will be disregarded.
(iii) VOLUME III – PAST PERFORMANCE (Factor 3). This volume shall contain past performance information regarding similar contracts. This volume shall not exceed twentyfive (25) pages plus five (5) pages for each major subcontractor, excluding Past Performance Questionnaire Forms. For the purposes of this SSP and Requirement, major subcontractors are defined as members of an Offeror’s overall team who are expected to perform 25 percent or more of the proposed effort. Offerors shall submit information for all Government and all commercial contracts for the prime Offeror and each major subcontractor in performance or awarded during the past three (3) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services or efforts that are the same as or similar (i.e. manufacturing of uniforms or individual protective equipment, with comparable production quantities and contract cost) to the effort required by the RFP. If the Prime Offeror and/or major subcontract(s) do not possess past performance experience, that is both recent and relevant to the present effort, this shall be clearly stated in the proposal. Data concerning the Offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order. The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the Offeror.
In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered. This volume shall be organized into the following sections:
The Offeror shall name this file as follows: C03_Abbreviated Company Name_Past Perf_SP_21R0033
• The Offeror shall submit a narrative containing their own past performance information for all recent, relevant contracts performed as either a prime contractor or major subcontractor.
o Recent: The Offeror shall submit references for three (3) recent contracts performed within the last three (3) years (to include the current year).
o Relevant: Contract references shall be for relevant contracts, meaning those contracts for which the same or similar scope (types of work, i.e. government protective garment manufacturing) and magnitude (i.e. cost and production quantities) of effort and complexities, to those required of the current solicitation were performed.
o The information gathering process may include telephone interviews, questionnaires, sent to all POCs listed in the Offeror’s proposal, and review of Contractor Past Performance Retrieval System (CPARS).
• The Government advises Offerors that:
o The Government may utilize past performance information from sources other than those identified by the Offeror. Further, if an Offeror’s firm is divided into severable segments, the Government will only evaluate the past performance of those segments of the firm that actually will perform the work.
o The Government reserves the right to not obtain information on all of the listed contract references and may not contact all of the identified POCs.
Therefore, it is incumbent upon the Offeror to explain the relevance of any data provided in the proposal.
o While information may be submitted for relevant efforts performed under subcontracts, the Government may be unable to obtain any qualitative information due to the government's lack of privity with subcontractors.
The Offeror shall also include the following in the narrative description for each contract reference:
(1) Section 1 – Contract Descriptions. This section, which covers Federal
Government contracts, shall include the following information in the following format. For all other contracts, including state and local government contracts and commercial contracts, submit similar information, as applicable.

The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to the Government contracting activity (where applicable) and to the technical representative responsible for the past or current contract. The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to the Contract Specialist, Hilary Shaw at hilary.shaw.civ@mail.mil and Contracting Officer, Kelly Griffin at kelly.l.griffin11.civ@mail.mil. The Offeror shall e-mail to the Contracting Officer a list of all the POCs who were sent a questionnaire. The Government will receive this list no later than the proposal due date.
