Q&A #2

Question Answer

Will the 50% or more woven requirement remain in the PD? Using that much woven ballistic material is prohibitive to the achievement of OUTSTANDING marks for AD?

See ECP 21‐1022175641, Paragraph 3.5.3 states "To allow for the greatest flexibility, the ballistic filler shall consist of >50% of woven materials." This sentence and requirement for >50% woven shall be deleted.

See Amendment 0003.

Is there a color requirement for the 1/2 inch elastic (component 3.1.8)?

Color must be Tan 499 or equivalent.

See ECP 21‐1022175641, Paragraph 3.1.8: Elastic, 1/2 inch shall be deleted and replaced with as follows: "3.1.8 Nylon Tape, 1 inch. Nylon Tape shall conform to MIL‐DTL‐5038, Type III, Class 2, width 1 +/‐ 1/16 inch, when tested as specified in 4.1.8. Producer colored, textured filament nylon. Color shall be Tan 499 or equivalent."

See Amendment 0003.

Page 25 of AR/PD 15‐06 Rev D Amendment 4, section 3.8.1.a states that "the Size, Identification, and Instruction Labels shall be sewn in labels and shall conform to MIL‐DTL‐32075, Type IV, Class 15."The language in the purchase description says the label shall be "sewn in labels", however, a Type IV label according to MIL‐DTL‐ 32075 is defined as a "marking, direct printing, stamping, or stenciling", which is NOT sewn in. We interpret this as a typo, and that the size, identification, and instruction label should be Type VI, Class 15. Please confirm the label type you are requesting.

Type VI is the correct specification.

See ECP 21‐1022175641, Paragraph 3.8.1.a states "The Size, Identification, and Instruction Labels shall be sewn‐in labels and shall conform to MIL‐DTL‐32075, Type IV, Class 15." This shall change to read: "The Size, Identification, and Instruction Labels shall be sewn‐in labels and shall conform to MIL‐DTL‐32075, Type VI, Class 15."

See Amendment 0003.

Can you update the PD section 3.1.1.f to address inconsistencies in the cloth, elbow pad. Redlined language provided here:

f. Cloth, elbow pad. The cloth utilized to fabricate the elbow pad shall be an OCP knitted flame resistant fabric with an abrasion resistant dot coating meeting the characteristics outlined in Table IV, Table V, Table VI, and Table XI when tested as specified in 4.1.1.

The material shall meet the requirements of Table IV, Table V, Table VI, and Table XI prior to the application of the abrasion resistant dots. Prior to application of the abrasion resistant dots, the elbow pad cloth shall meet the requirements of the base material as specified in 3.1.1b when tested as specified in 4.1.1.

The abrasion resistant dot coating shall have an average of 300 abrasion cycles (minimum five repetitions) without rupture when tested as specified in 4.5.4. The elbow pad material is shown in Appendix A Figure A‐1 and A‐2. The pattern of this material is as specified in Table IX.

See ECP 21‐1022175641, Paragraph 3.1.1.f reads: "The material shall meet the requirements of Table IV, Table V, Table VI, and Table XI prior to the application of the abrasion resistant dots." This shall be change to read: "Prior to application of the abrasion resistant dots, the elbow pad cloth shall meet the requirements of the base material as specified in 3.1.1.b, when tested as specified in 4.1.1" See Amendment 0003.

Regarding section 3.5.3 of the PD: The PD states a 50% woven requirement, but there are solutions that are 100% knit (non‐ woven) material for yoke/collar.

a) Is this material acceptable and will the PD be revised to allow it?

See ECP 21‐1022175641, Paragraph 3.5.3 states "To allow for the greatest flexibility, the ballistic filler shall consist of >50% of woven materials." This sentence and requirement for >50% woven shall be deleted.

See Amendment 0003.

Regarding Section 3.1.7 of the PD Non‐ballistic Thread.

a) The PD calls for A‐A‐59826 Tex 70, however, in our experience the requirement is much too thick for the BCS. We recommends A‐A‐55217B which is a fire‐retardant thread. Is this material acceptable and will the PD be revised to allow it?

b) We further recommends Tex 40 for yokes and sleeves AND Tex 27 for torso seaming and flatlock. Is this material acceptable and will the PD be revised to allow it?

ECP 21‐1022175641, Paragraph 3.1.7 reads: "The non‐ballistic thread shall be nylon, bonded, Size E (Tex 70‐76) or Size F (Tex 90‐112), A‐A‐ 59826, Type II or compatible equivalent, and shall be Tan 499 in color." This shall change to read: Thread used for all seaming and stitching shall be aramid, Tex 27 or higher, conforming to A‐A‐55217;

or Tex 40 or higher, conforming to A‐A‐55195 or A‐A‐55217. The thread used to attach all hook and loop fasteners, IFF material, elbow pads, and the bottom wait hem shall be Tex 40 or higher conforming to A‐A‐55195 or A‐A‐55217. Thread shall be Tan 499 in color." See Amendment 0003.

Reference section 3.1.8 of the PD, the mil‐spec for the elastic Type I Class I is for 100% cotton. We would like to use Class 2 which is nylon or poly. Poly is more flame resistant than nylon or cotton Duplicate question #4.

Reference Section 2 of the PD, Applicable Documents, A‐A‐55217C is listed, however Fire‐Retardant Para‐aramid thread requirements cannot be found in the remainder of the PD. Please advise. Duplicate question #51.

Can you clarify if the elastic listed in the PD is needed for the shirt or ballistics construction? Duplicate question #4

Is the Material A being called out as an FR Twill with OCP Print 88/12 Cotton/FR Nylon? Only have a weight spec and other technical specifications, but nothing on actual requirement for % of fiber content – maybe that is open for any option as long as it passes the other technical specs?

Same question for Material B – it is printed OCP and a knit fabric with weight requirements, but nothing to say Nylon or Polyester

Same question for Material C – this is Tan 499 knit, but nothing about fiber requirement

Elastic – no color called out – assume Tan 499? Also Mil‐W‐5664 is a Nylon woven elastic and not Cotton – they call out Cotton.

As long as materials meet performance requirements, actual fiber content is up to Offeror. As for elastic, see answer to question 4.

The BCS PD (AR/PD 15‐06, Rev D), Section 3.1.7 lists a particular type of Non‐Ballistic Thread, or compatible equivalent. Does the Government have a comprehensive list of what acceptable compatible equivalents are permitted for use? If not, how does the Government prefer that an offeror request acceptance to use a particular type of thread for the BCS? Duplicate question #51
