SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
RFP QUESTIONS & ANSWERS
Q1. Can you provide an estimate of when the Government will evaluate the need for extension so that we may decide if we can proceed with proposal activities? Additionally, can you please provide me with the contact information for the appropriate Ombudsman for this activity since it appears to be missing from the Solicitation document?
A1. This procurement is for a Single-Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The solicitation response date is hereby extended to 11:00am local Maryland time on 18 December 2018.
Q2. Per RFP instructions and evaluation criteria, the Government is willing to accept an offeror that has zero experience in the last six years as long as they can show experience seven through nine years ago. Proposal evaluations often weight more recent experience with greater consideration. As such, in addition to demonstrating a minimum of 3 years’ experience in the past 9 years, will the Government also allow a minimum of 1 year experience in the past 3 years?
A2. No. The requirements for Factor 3, Experience remains unchanged.
Q3. General – If the Offering 8(a) has no direct aviation maintenance Past Performance, but their direct Subcontractor has such relevant Past Performance, will this meet the spirit of the PP requirement from a technical perspective?
A3. See revisions in Section L and Section M, Factor 2: Past Performance requirements.
Under the PP Factor, Offerors are required to submit the same contracts submitted under Factor 3 (Experience) for evaluation under Factor 2 (Past Performance). At least 50% of the contracts submitted for both Factor 2 and Factor 3 must have been performed by the prime contractor.
Q4. General – Can you confirm that a Prime 8(a) Offeror may subcontract up to 49% of the total workshare measure by dollars and no Subcontractor Plan is required to be submitted.
A4. Per FAR 52.219-14(c)(1), “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” This is measured by the total dollars in the prime proposal associated with subcontractors divided by the total proposed price. An additional worksheet has been provided in the cost model that will calculate this amount. A Small Business Subcontracting plan required under FAR 52.219-9 is not required.
Q5. Section 2.7.2 – Will the Army require 3rd party simulator service procurement and or will the successful bidder have to manage flight simulators?
A5. No 3rd party simulators are required.
Q6. General – Is the successful Offeror required to have FAA Designated Engineering Representatives (DERs) and Designated Airworthiness Representatives (DARs) on staff and available for this contract?
A6. No.
Q7. Reference: Section L.3.c Volume 1, Subfactor 1a part b (RFP pg 112) and Attachment 2 Resume Format.
Question: Section L specifies: “Provide the resumes for the key personnel identified in PWS Section 2.3.2.” Please confirm: The maximum page allocation for resumes is 6 pages (that is, 3 pages, as specified in Solicitation Attachment 2, for each of the two key personnel identified in PWS Section 2.3.2) and these 6 pages are excluded from the 75-page limit for Volume 1?
A7. Each resume shall not exceed 3 pages in length. Resumes do not count toward page limitations. See also L.2. Proposal Submission Requirements.
Q8. Reference: SF 33 Block 1
Question: SF 33 doesn't cite the DO rating of this contract. Will the US Government clarify the DO rating?
A8. The DO rating for this procurement is DO-C9. See the revisions on the SF33.
Q9. Reference: RFP Section L Volume 5 Cost (RFP pg 120;) Solicitation Attachment 7 LOE Spreadsheet (Direct Labor Rate Schedule); Attachment 4 DoL Wage Determination; Attachment 5 Collective Bargaining Agreement
(WD)
Question: RFP Section L specifies: “Labor categories identified as professional categories shall be proposed as such and shall not be converted to wage determined categories.” Solicitation Attachment 7 LOE Spreadsheet, Direct Labor Rate Schedule, provides these identifications in Column F “Labor Type.”
However, some of those labor type identifications conflict with the DoL Wage Determination and CBA Agreement RFP attachments, which identify the same or directly applicable labor categories as covered by SCA or CBA Wage Determinations. The labor type identifications also conflict with the FAR (e.g., FAR 22.1019), which requires contractors to conform even unlisted classes of employees to applicable wage determinations.
Please advise which are the prevailing requirements, the Solicitation Attachment 7 classifications, or the DoL Wage Determination/CBA Agreement, and/or the FAR clause that requires contractors to conform labor categories to applicable wage determinations?
Some examples of potential conflicts are the Attachment 7 LOE Spreadsheet Labor Type classifications for Flight Mechanic II and III, PM Aviation Warehouse Technician, Production Control Assistant, Senior Supply Technician, and Technical Inspector.
A9. Solicitation Attachment 7 LOE Spreadsheet was revised to correct some labor category classifications.
The government has confirmed all of the DoL Wage Determination, CBA and professional labor categories identified in Solicitation Attachment 7 and offerors shall not change the classifications (Labor Type) in the attachment.
Q10. Reference: Solicitation Attachment 7 LOE Spreadsheet, the embedded Word file, General Instructions, Item 5
Question: In Solicitation Attachment 7 LOE Spreadsheet, in the embedded Word file, General Instructions, Item 5 specifies: “Please enter the requested data in the green shaded areas on the … CBA Differential worksheet...”
However, the CBA Differential Worksheet doesn’t have any green shaded cells. Please clarify what data and what cells should be completed in that worksheet?
A10. Initially, this was done intentional as the dollars are normalized. However, green shaded cells have since been added to identify if the prime or sub will be taking on the burden of the normalized CBA differential labor effort, should it occur. This selection will affect the percentage calculation for the limitations on subcontracting.
Q11. Page 63 of the RFP discusses Organizational Conflicts of Interest analysis in terms of engineering services.
Page 63, second paragraph refers to the RFP as an RTC engineering services contract. However, the RFP requirements do not fall under the definition of engineering services provided in 40 U.S.C. 1102, nor do the requirements encompass activities described in 10 U.S.C. 2399. Rather, the RFP provides for maintenance services.
Please explain the application of OCI restrictions and analysis for engineering services for Developmental and Operational Testing to a maintenance contract.
A11. See revisions to PWS Section 7.16 and Solicitation Attachment 6.
Q12. Reference Section L, Volume 3 – Factor 3: Experience, Maintenance Measure and Aviation Maintenance competency areas, pages 116 - 117. The competency areas 1, 2, 3, 4, and 9 of Maintenance Measure and 2, 4, and 6 of the Aviation Maintenance do not seem to have the correct PWS reference. For example, the Maintenance Measure Competency Area 3: Maintenance quality, production, Class 9 aviation supply, GFE, Government warehouse, and management reports refers to PWS element 4.22 – Ground Equipment Services. Would the Government please confirm these are the intended references for the referenced competency areas?
A12. Section L, Volume 3 was revised to correct this information.
Q13. Reference PWS 4.1 Aviation Maintenance, pages 22-23. The PWS refers to Training Circular (TC) 3-04.7.
This was superseded by Army Techniques Publication (ATP) 3-04.7. We respectfully request the Government update the referenced publication.
A13. PWS 4.1 was revised to correct this information.
Q14. Reference Section L, Volume 5 – Factor 5: Cost/Price pages 119-120. This section states, “If more than 16% of the individual direct labor rates are determined to be unrealistic, the offerors entire cost proposal may be determined to be unrealistic and unawardable.”
Does this mean (a) if there are 100 labor categories, and 17 categories’ rates are determined unrealistic, the cost proposal may be determined unrealistic, OR (b) if there are 100 FTEs and one labor category comprises more than 16% of the FTEs and is deemed unrealistic, that the entire cost proposal may be determined unrealistic?
A14. This is determined by using the raw labor rate data. The base is the total number of labor rates proposed. For example, assume there are 100 labor categories and 50 of those had two different rates proposed. The base would be 150. If more than 16% of those 150 labor rates were deemed unrealistic, then the entire cost proposal may be determined unrealistic.
Q15. Reference Section L, Volume 5 – Factor 5: Cost/Price, page 123. This section states, “Escalation can be applied to FLSA exempt labor categories (i.e. management, professional, and administrative) as defined by DoL, however cannot be applied to FLSA/SCA non-exempt wage categories for the purposes of this solicitation and resulting contract.”
It is understood that no escalation may be applied to direct labor rates for non-exempt employees. However, if our indirect rate forecast shows an increase in indirect rates over the years following the base year, would that be considered “escalation”? If so, does the Government want indirect rates to remain flat for non-exempt employees?
A15. Escalation to indirect rates may be applied evenly to all labor. The indirect rates proposed should reflect what the offeror actually expects those rates to be in the future.
Q16. Reference Section L, Volume 5 – Factor 5: Cost/Price, pages 122-123. This section states, “Each offeror/subcontractor shall substantiate and provide supporting documentation to support the proposed indirect rates.
Provide current copies of current DCAA/DCMA audit reports, forward pricing rate agreements, proposals, or recommendations (FPRA, FPRP, FPRRs) to support proposed indirect rates, and copies of any existing current DCAA Provisional Rate Agreements. If none of this data is available for proposed indirect rates, the contractor shall show the detailed calculated basis for the proposed rates including pool and base detail by cost element attached and cross-referenced to the cost proposal,” and “If formal agreements do not exist, offerors/subcontractors shall provide their forward pricing indirect expense rate forecast for each indirect rate, to include expense pool by expense account as well as allocation base details. Offerors shall also provide three years’ historical pool and base detail (same information as provided for forecasted rates) for each indirect expense rate. See sample Fringe, Overhead, and G&A worksheets contained in the Excel LOE Spreadsheet Workbook.”
Given the above, are we permitted to bid our approved provisional rates and therefore not provide indirect rate buildup? Does the Provisional Billing Rate letter suffice as substantiation for the proposed indirect rates?
A16. Provisional rates may be used in the proposal if those rates are current and what the offeror expects them to be in the future. However, the offeror shall still provide three years of historical rates and detailed pool and base information.
Q17. Reference Section L, Proposal Submission Instructions, Introduction, page 109. This section states, Proposals must be submitted electronically through the U.S. Army Aviation and Missile Research Development and Engineering Center (AMRDEC) Safe Access File Exchange (SAFE) website at https://safe.amrdec.army.mil/SAFE/Welcome.aspx.” However, when currently accessing the site, it states, “SAFE is currently down. The AMRDEC SAFE site was disabled as a preventative measure after agencies outside of AMRDEC identified potential security risks. At this point, we are uncertain if the site will be reinstated.” Will the Government provide an alternative or does the Government expect the AMRDEC SAFE to be functioning properly by AMSS proposal submission?
A17. Please review the revisions in Section L for new proposal submission instructions.
Q18. Reference Section C, Paragraph 7.16 Organization Conflict of Interest, page 63. This section states, “The contractor also acknowledges that statutory operational testing and evaluation …”
a) Please provide the rest of this sentence - it appears to be a fragment of one.
b) Does the Government intend to reference paragraph 5.7 of the current revision of AR 73-1? Paragraph 5.6 in the latest revision does not appear to be relevant to OCI concerns.
A18. PWS Section 7.16 was revised to remove this sentence.
Q19. Reference Section L, Volume 3 – Factor 3: Experience, page 116. This section states, “Offerors shall provide a description of how the effort required by the RFP will be assigned for performance …” This paragraph duplicates part of the instructions for Volume 2, Section 3 Subcontracts (p. 115). Do we submit this same information in both Volumes? If so, where in the Summary of Experience Form (Solicitation Attachment 1) is this information provided?
A19. Yes, the same information is required in both, Volume 2 and 3.
As required by the solicitation, please include the Section L, Volume 3 information in your Volume 3 proposal submission. Offerors are not solely limited to submitting Solicitation Attachment 1 for their Volume 3 proposal.
Q20. Reference Section M, C. Evaluation Approach, Factor 3: Experience, page 132. This section states, “Additionally, at least 50% of the contracts submitted for Factor 3 (Experience) are required to have been contracts performed by the prime contractor.” How should this majority experience requirement be interpreted in the case of a proposal submission by a Joint Venture (JV) entity. Can the JV, as the prime contractor, pool its members experience in any proportion?
A20. Yes, the joint venture may use any proportion the members’ experience, so long as it totals at least 50% of the contracts submitted for Factor 3.
Q21. Reference: PWS 2.3 Contract Management, pages 10-11. The PWS states, “The Contractor shall establish and maintain a Contractor Information Management System (CIMS) and will meet the reporting requirements.” It is our experience that CIMS is a government financial system and the contractor is required to establish and maintain a system that is compatible with the Government’s CIMS. If this is the Government’s intent, we request the PWS to be reworded to state:
The Contractor shall establish and maintain a financial tracking system that is compatible with the current Government financial system, Contractor Information Management System (CIMS), and will meet the reporting requirements.
In the event the government’s financial system changes during the life of the contract, the Contractor’s system shall be compatible. The Contractor shall provide the Contracting Officer designated government personnel read only access to Contractor databases / spreadsheets for data review. A list of these designated government personnel will be provided by the government within thirty (30) days after the start of the transition period.
A21. PWS Section 2.3 was revised to address this question.
Q22. Reference PWS 6.13, Quality System Plan, PWS Appendix A, and Section L, Volume 1 – Factor 1: Technical, subfactor 1b – Technical Capability. PWS 6.13 and PWS Appendix A state the contractor must obtain ISO 9001:2008 or AS9100/AS9110 certification within the first six months of the period of performance. In Section L, the requirement states AS9110 as the required certification. For consistency, we request Section L be updated to state the same certification requirements as the PWS references (ISO 9001:2008 or AS9100/AS9110. In addition, we request the reference to ISO 9001:2008 be updated to ISO 9001:2015, to reflect the current version of the ISO Standard.
A22. PWS Section 6.13 and Section L have been revised.
Q23. Reference PWS 7.4.3, Inventory Accountability for GFP and PWS 7.6.1, Phase-in Period. PWS 7.4.3 states the contractor must conduct a 100% inventory of and assume responsibility and control of all accountable GFP within 30 calendar days of Award of Contract. PWS 7.6.1 states a joint inventory of government-furnished property shall be completed within the phase-in period. We request clarification as to if the inventory has to be completed within 30 calendar days or 45 calendar days (full length of phase-in period). Also, the successful offeror will not be able to take responsibility for/control of GFP until the end of phase-in (i.e., Day 1 of the AMSS period of performance). We request the language be updated in 7.4.3 to reflect the correct timing of the transfer of GFP responsibility/control.
A23. PWS 7.4.3 was revised to address this question.
Q24. Reference CDRL A002, Contractor Personnel Roster. In Block 16 of A002, #1 states the Roster will be updated monthly; however, #2 states the Roster will be updated weekly. We request clarification of the on-going submittal frequency for the Roster. In addition, #2 states the Contractor shall update data within 15 calendar days after contract award. For a 45-day phase-in period, it seems like 30 calendar days is a more reasonable timeframe for submitting a complete personnel roster; this allows ample time for the successful offeror to complete all hiring-related activities. We request the 15 calendar day requirement be changed to 30 calendar days.
A24. CDRL A002 was revised to address this question.
Q25. Reference Section L, Volume 4: Factor 4 – Transition Plan, a. A portion of the “a” requirements is to discuss events, actions, and associated time frames for the delivery and timeline of Contract Data Items required during the Transition-In period. Initial (first submission) Contract Data Item due dates are generally included in Block 12 or 16 of the associated CDRLs. The only CDRLs with a specific due date during the Transition-In period are 1) CDRL A002, Contractor Personnel Report and 2) CDRL A035, Physical Security Plan. Is the Section L requirement referring to these two CDRLs or some other Contract Data Items? If the reference is to something other than these two CDRLs, we request a clarification as to what Contract Data Items are being referred to in this requirement.
A25. CDRLs A001, A002, A014, A017, A027, A032, & A034 have been revised to address this question.
Q26. Reference Section L, Volume 4: Factor 4 – Transition Plan, c. We are unsure as to what specific Government/Contractor IT Systems the Government is referring to in this requirement. Is this referring to an IT System(s) currently being used by the Government and the incumbent contractor? We request clarification as to what type of IT Systems will be transitioned to the AMSS contract.
A26. This refers to IT System(s) provided by the Government and currently being used by the Government and the incumbent contractor. The government will provide necessary LAN/WAN/Internet Access. This refers to any necessary IT equipment for conducting Army Maintenance on aircraft and AGSE/ PGSE. Transition will require personnel assigning acceptable use policy and having CAC card access into the RTC network.
Q27. RFP: PWS Section 6.13; p.43; The contractor shall develop and implement a Quality Management System (QMS). Obtain ISO 9001:2008 or AS9100/AS9110.
Question: Since ISO 9001:2008 is no longer available, please confirm Government approval of ISO 9001:2015.
A27. See answer to Q22.
Q28. RFP Attachment 1; p. 10; First Performance Objective “method of surveillance”, currently “Routine Inspection of Deliverable Services and Products, results of Federal and DOD audits and inspections, reportable violations of safety operating procedures and Federal Statutes.”
Question: Would annual verification of ISO/AS Registration also be included (e.g. contractor must send copy of registration certificate to Government annually as evidence of continued certification)?
A28. Yes.
Q29. PWS vs. Section L quality section (43 of 134; 113 of 134) PWS states: The contractor shall develop and implement a Quality Management System (QMS). Obtain ISO 9001:2008 or AS9100/AS9110.
Section L states “Provide a plan to achieve and maintain certification to current revision of the AS9110 quality standard within the first six months…”
Question: Is the requirement AS9110 specifically, or are offerors to propose certification to any of the following standards: ISO9001,or AS9100, or AS9110?
A29. PWS Section 6.13 and Section L have been revised.
Q30. Attachment 6 OCI certification; 1 of 6; “I, ___certify that __ (company name)___ (contractor) and any of its subcontractors do not have in existence one or more outstanding contracts with AMCOM, RDECs, or PEOs related to products which require First Article or Quality Verification testing.”
Question: Will the Government please provide more detail or the definition of First Article and Quality Verification testing?
A30. Solicitation Attachment 6 – OCI Certification was revised.
Q31. RFP; pg 116; Volume 3 – Factor 3: Experience
Question: Will the Government clarify the PWS crosswalk for the below experience requirements? The experience titles do not seem to match the PWS paragraph descriptions.

A44.b. No. These are non-paint booth activities and are general maintenance responsibilities.
Q45. Attachment 2 - Chief Maintenance Test Pilot position has AH-64 D/E in parenthesis but the language says "Must have completed a military aircraft maintenance test flight training school of any of the Mission Design Series assigned to AFTD..."
Is it a preference that he be AH-64 qualified? Please clarify or explain.
A45. See the answer to Q40.
Q46. Attachment 2 - Chief Maintenance Test Pilot and Maintenance Test Pilot positions require a FAA Class III.
Normally, Commercial Pilots must have Class II and NRCM have a Class III.
Recommend for pilots a Class II (IAW FAA) and non-rated crew members Class III.
A46. Pilots are Class II and NRCM are Class III. See revisions to Attachment 2 – AMSS Labor Category Qualifications.
Q47. The AMRDEC SAFE Site has been disabled due to security risk and it may not be reinstated by the time of proposal submission.
In the event the AMRDEC SAFE Site is no longer available, how shall we submit proposals?
A47. Please review the revisions in Section L for new proposal submission instructions.
Q48. PWS 2.6 discusses Subcontractor Management last two sentences state, “Contractors may add subcontractors to their team after notification to the Contracting Officer and the COR. Cross teaming may or may not be permitted.”
With a single award contract, please clarify statement on cross teaming.
A48. PWS 2.6 was revised to remove the cross teaming sentence.
Q49. Paragraph on Page 123, “Since wage increases/adjustments for proposed FLSA/SCA non-exempt labor will be covered by CBA and DoL Wage Determination changes during the life of the contract, offerors are NOT to apply escalation to non-exempt base labor rates covered by CBA/DoL. Escalation can be applied to FLSA exempt labor categories (i.e. management, professional, and administrative) as defined by DoL, however cannot be applied to FLSA/SCA non-exempt wage categories for the purposes of this solicitation and resulting contract. CBA and Wage Determination adjustments will be granted on the annual anniversaries from time of award of the initial contract in accordance with FAR 52.222-43 or 52.222-44 as reference in this contract.”
Neither FAR 52.222-43 or 52.222-44 clauses are included in this solicitation. In our experience, these clauses are more commonly used in a FFP structure. Please provide clarification.
If the government does not include these FAR clauses, will they consider establishing a standardized escalation factor for evaluation purposes?
As the current CBA expires during the Period of Performance, is it the government’s intent that offeror’s propose only year one wages and fringe benefits for the entire period of performance?
A49. FAR Clause 52.222-43 and 52.222-44 are added to Section L.
While the prescription of clauses FAR 52.222-43 or 52.222-44, located at FAR 22.1006(c), indicate that they shall be inserted for fixed-price, time-and-materials, or labor-hour contracts, the applicability applies to contracts subject to area prevailing wage determinations and contracts subject to collective bargaining agreements. The offerors shall use the guidance laid out in the RFP, which is that escalation cannot be applied to FLSA/SCA non-exempt wage categories for the purposes of this solicitation and resulting contract. CBA and Wage Determination adjustments will be granted on the annual anniversaries from time of award of the initial contract in accordance with FAR 52.222-43 or 52.222-44 as referenced in this contract. Therefore, the offeror shall propose no escalation on FLSA/SCA non-exempt wage categories.
Q50. Page 116, referencing Volume 3 – Factor 3: Experience, for each competency area, it is required that the offeror “demonstrate that they have a minimum 3 years…of experience providing contract support…”
As the page limit is 25 for this Volume, are other substantiation artifacts such as prior contract PWS/SOW to be provided as an attachment outside of page restrictions?
As Attachment 1 is simply an offeror’s summary of experience, please confirm that it is the government’s intent that offeror’s provide documented proof of experience, i.e.: copies of prior contracts, PWS/SOW, etc.?
A50. Documented proof of experience, such as copies of prior contracts, PWS/SOW, etc, are not required.
Q51. Solicitation W91CRB19R0003 Direct Labor Rate Schedule identifies the following labor categories as professional, but these same labor categories are identified as union in the CBA. Would the Government please clarify?
Egress Technician
Flight Engineer
Flight Mechanic II (Crew Chief)
Flight Mechanic III (Crew Chief)
Technical Inspector
A51. See revisions to Solicitation Attachment 7 – LOE Spreadsheet.
Q52. Does the Government agree that the Machine Tool Operator as listed in the LOE is the same as the Machinist listed in the CBA?
A52. See revisions to Solicitation Attachment 7 – LOE Spreadsheet.
Q53. Reference AMSS PWS, Section 2.3.2 Minimum Qualifications. Acceptable qualifications include a Bachelor’s or Master’s Degree in management. We would consider a Business Administration degree to qualify as a management degree. Assuming all other qualifications are met, is a Business Administration degree from an accredited college/university suitable for the Program Manager and/or Site Supervisor degree requirement?
A53. See revisions to PWS Section 2.3.2 and Attachment 2 – AMSS Labor Category Qualifications.
Q54. The pricing sheet provided with Amendment 0002 shows 176 FTE in the base period and 177 in the option periods (A/C Helper increases 1 FTE). Please confirm this is not an oversight and the FTE will increase by 1.
A54. This is not an oversight. FTEs are correct.
Q55. Limitations on Subcontracting states that “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern,” however all ODCs are included in the subcontracting percentage calculations. It is our understanding that ODCs were for material purchases and travel, and as such, would not be considered as costs incurred for personnel. Please clarify the intent of ODCs or remove from calculation of subcontracting percentages.
A55. See revisions to Solicitation Attachment 7 – LOE Spreadsheet. Formulas have been edited to NOT include ODCs as part of the calculation.
Q56. Instructions in Attachment 7 LOE Spreadsheet, Amendment 0002, General Instructions, 7b directs the offeror to input the G&A rate in the CBA differentials tab but makes no mention of inclusion of overhead or fringe. All indirect rates on the CBA differentials tab are linked to the Indirect Rate Summary Tab and as such, differentials are burdened with Fringe, Overhead, G&A, and Fee. Please clarify the government’s intent.
A56. See revisions to Solicitation Attachment 7 – LOE Spreadsheet. The formulas calculating fringe and overhead have been removed. The instructions are correct. Offerors are to add G&A and fee to the CBA differential amount.
Q57. Reference AMSS RFP Amendment 002 Documents. In Attachment 7, the Period of Performance is stated to be April 1 2019 –July 31 2024. This is a 5 year and 3 month period. However, the CLINs show a Transition Period as 1.5 months, Year 1 as 10.5 months, Year 2 as 1 year, Year 3 as 1 year, Year 4 as 1 year, Year 5 as 10.5 months, and Transition Out as 1.5 months. This equates to 5 years. Can the Government please explain this discrepancy?
When is “Day 1” for the Transition Period? When is the last day of contract performance?
A57. See revisions to Solicitation Attachment 7 – LOE Spreadsheet, which updates the period of performance (PoP) to 01 April 2019 through 31 March 2024. This PoP is for proposal purposes only and the awarded PoP may differ based upon contract award.
Q58. Reference AMSS RFP Amendment 002 Documents. In Amendment 2, a new CBA was released. This shows that the Aerospace Structural Welder is now a CBA employee, but is listed in Attachment 7 as a WD employee.
Should the Aerospace Structural Welder be listed as CBA in Attachment 7?
A58. Yes. See revised Solicitation Attachment 7 – LOE Spreadsheet.
Q59. Reference AMSS RFP Amendment 002 Documents, CDRL A004 Contract Status Reports, Block 16. Please confirm that the submission of a Training Records Plan upon request is in addition to the monthly Contract Status Report.
A59. See revisions to CDRL A0004.
Q60. Reference AMSS RFP Amendment 002 Documents, CDRL A005 Contract Manpower Reporting. The submission frequency/as of/first/subsequent timing (Blocks 10 through 13) is not provided in Block 16 as indicated.
What will this be?
A60. CMRA is reported annually by 31 October.
Q61. Reference Solicitation_Attachment_7_LOE_Spreadsheet_AMD_0002, Instructions for the Cost Workbook.
The instructions state, “NOTE 4: Do not modify the productive hour amounts in this column, unless as prescribed in Note 2. The productive hours in this column are estimated productive hours that may or may not be ordered by the Government during the contract and are based on a 1,920 hour work year per FTE. Productive hours are the total hours in a work year less any days not actually worked (i.e. not including holidays, sick days, vacations, etc).
Productive hours are hours that will actually be worked and billed to the contract. For the purposes of this solicitation please assume a 40 hour work week NOT to include overtime or uncompensated overtime.“
Assuming a 40 hour work week, that would equate to a full work year of 2080 hours. Will the productive hours that will actually be worked and billed to the contract be 1920 or 1880? If the hours are 1920, Note 4 contradicts the 1880 hours listed in the pricing workbook (Attachment 1).
A61. The correct number of productive hours worked and billed is 1,880. See the revisions to Solicitation Attachment 7 – LOE Spreadsheet.
Q62. Reference Volume 3 – Factor 3: Experience on page 86 of the RFP revision 002. The last paragraph states “Each offeror shall submit their summary of the experience on Solicitation Attachment 1 (Summary of Experience Form).” Would it be acceptable for offerors to submit our responses to Volume 3 – Factor 3: Experience providing the information requested in Solicitation Attachment 1 yet presented in the contractor’s format that matches our proposal?
A62. Yes, so long as the information required in Solicitation Attachment 1 – Summary of Experience Form is provided in your Volume 3 proposal.
