The following items are applicable to this modification:

Clarifications to Questions and Answers for W91B4N-19-R-2019

Reference: RFP Q&A: Reference: Key Personnel, PWS Section 2.7. Question 6: Are any resumes required to be submitted with the proposal for the Key Personnel listed in PWS Section 2.7?

Answer 6: Resumes are not required for the key personnel referenced in PWS paragraph 2.1.2 with their proposals.

Question 6 Clarification: PWS Part 10 was amended to notate that Key Personnel Resumes are required to be submitted with the IDIQ Proposal. Q&A Question #6 states that “resumes are not required for the Key Personnel referenced in PWS Paragraph 2.1.2.” Can the USG please confirm if resumes are required with the IDIQ proposal submission? Should resumes be required with the IDIQ proposal, can the USG please confirm these are out of page count?

Answer 6 Clarification: Resumes are not required with the IDIQ proposal. The section in PART 10 that referenced resumes was deleted from the PWS.

References: Amendment 0001, Questions 12 and 13, page 8 of 23; Question 59, page 15 of 23.

Questions 12 and 13 Clarification2: The answers to Questions 12 and 59 state, "The Government will provide all required Guardian Angel Training in Theater at no cost to the contractor." However the answer to Question 13 states, "The offeror is responsible for training GAs, however the Government will confirm/certify the necessary training has occurred prior to their official start of work." Please clarify whether the Government will provide this training or if the training is to be contractor-provided.

Answer 12 and 13 Clarification: The Government will provide all required Guardian Angel Training in Theater at no cost to the contractor.

Reference: Amendment 0001, Questions 19, page 9 of 23

Question 19 Clarification: The answer to Question 19 indicates that facilities required for program management will be determined at the Task Order level, which suggests that there may be a task order where such space would not be furnished by the Government. If the contractor may be required to furnish space for program management on any task order, then the IDIQ pricing must account for that potential cost, and that cost could vary widely based on the operational location in-country.

Please clarify whether offerors are required to account for this unpredictable cost in IDIQ labor rates.

Answer 19 Clarification: The contractor shall include this cost within their CAP rates.

Reference: Amendment 0001, Question 52, page 14 of 23

Question 52 Clarification: The answer to Question 52 indicates that off-duty coverage should be included in the labor rates. For LNs, the Contractor may use local labor laws to determine the applicable workweek and necessary days off. However, for all other nationalities will the Government provide the required number of days that constitute a workweek for an individual in-country? This can cause significant variance in CAP rates between Offerors if they assume different workweeks from what is intended at the task level.

Answer 52 Clarification: The work week for contractor employees is determined by the contractor. The intent of this contract is to provide 24/7 security, unless otherwise specified at the task order level.

Reference: Amendment 0001, Question 20, page 9 of 23

Question 20 Clarification: The answer to Question 20 states that life support will be specified at the Task Order level. Will the Government please confirm that life support is not to be included in the CAP rates at this time since life support requirements will not be specified until the release of a task order?

Answer 20 Clarification: The contractor shall include life support in their CAP rates.

Reference: Amendment 0001, Question 34, page 11 of 23

Question 34 Clarification: Will the Government please confirm that the Mobilization CAP rates shall include any necessary labor costs associated with personnel being in-country prior to the FOC date?

Answer 34 Clarification: Yes, that is correct. Mobilization shall include any necessary labor costs associated with personnel being in-country prior to FOC date.

Reference: Amendment 0001, Addendum 52.212-1, Section D.4, page 19 of 23

Question 68: The amendment appears to indicate that if proposals are submitted in PDF, then they shall be searchable. Please confirm the file type that is preferred (or required) for each Factor of the proposal.

Answer 68: All Files in Factor 1 and Factor 2 shall be submitted in searchable PDF. Factor 2 Pricing shall also include BASE PWS Attachment 1 Pricing Workbook (CAP PRICES) 26Sep18Ver4 in MS Excel.

Reference: Amendment 0001, Addendum 52.212-1, Section E.2.c, page 21 of 23; PWS Amendment 1, Part 6.2, page 26

Question 69: Section E.2.c, Sub-factor 3: Mobilization Approach requires that the Mobilization Approach address Part 6 of the PWS. Part 6.2 states, "The Contractor shall provide a draft mobilization plan to the KO IAW Paragraph 10.1 at time of proposal, an initial mobilization plan within 24 hours upon task order award and finalize within 5 days upon award." Please confirm that the reference to "time of proposal," refers to the Task Order proposal, not the IDIQ proposal.

Answer 69: The contractor shall submit a draft mobilization plan at time of IDIQ proposal. See PWS change in PART 6. Paragraph 6.2.

Question 70: The maximum contract value for all task orders issued against this contract has been determined to be $249,000,000.00. Based on the quantities identified in the Attachment 1 - Pricing Workbook, it may be necessary for an offeror's total evaluated price to exceed the maximum contract value for all task orders. Since the quantities in Attachment 1 are for evaluation purposes only, will an offeror's proposal be considered compliant if the evaluated price exceeds the maximum contract value?

Answer 70: An offeror’s proposal that exceeds the Maximum Contract Value of $249,000,000.00 will be considered compliant as long as they are compliant with all the instructions within Addendum to FAR 52.212-1. All proposals will be subject to an initial screening by the KO to determine whether proposals are compliant as outlined by the requirements of Addendum to FAR 52.212-1 before beginning evaluations. Proposals that are considered incomplete after initial screening will be rejected as non-compliant and offerors will be notified they are no longer eligible for further consideration. The initial screening is used to determine compliance with the instructions. Proposals received that do not address all factors and requirements of Addendum to FAR 52.212-1, Proposal Preparation will be considered non-compliant and will be ineligible for award.

Question 71: Does the U.S. Government anticipate Task Order locations for this IDIQ.

If so, we request insight as Task Order location details can assist with CAP pricing and operational assumptions.

Answer 71: Task orders could be anywhere throughout Afghanistan.
