Glossary

1. Purpose. This policy establishes procedures and standards to control access to ASG-A Forward Operating Bases (FOBs). The purpose of this policy is to clearly identify who may enter and remain on ASG-A FOBs, to control access and privileges for Local Nationals (LNs), Other-Country Nationals (OCNs), Common Access Card (CAC) holders, and Coalition Forces. It will also augment force protection measures in order to establish and maintain a high degree of operational and physical security on all ASG-A FOBs. It is the responsibility of all hiring authorities to ensure both they and their employees are familiar with the information herein. This access system augments current security measures to improve access to ASG-A facilities and ensure timely mission accomplishment. This policy also outlines the procedures for the debarring of personnel and enhances force protection during the conduct of military operations in support of Operation Resolute Support.

2. Scope. This policy supersedes all previous Standard Operating Procedures (SOPs) and policies regarding escorts and badging. This policy applies to all U.S. and Coalition Forces (military), DoD Civilians, Contractors, LNs and OCNs seeking authorized access to ASG-A FOBs. All security measures outlined in this instruction are subject to change at the discretion of the Area Support Group - Afghanistan Commander. All LNs and OCNs seeking access to U.S. bases and installations will submit to a screening and provide a complete set of biometric, biographic and other identifying information (Annex A). All biometric enrollments for base access will comply with the theater tactics, techniques and procedures (TTP) for a full enrollment (Annex A).
