GOVERNMENT OF THE ISLAMIC REPUBLIC OF AFGHANISTAN (GIRoA) AVIATION TURBINE
FUEL
1. GENERAL
This is a supply and delivery of aviation turbine fuel to Afghan National Defense and Security Forces (ANDSF) sites throughout the Government of the Islamic Republic of Afghanistan (GIRoA). The Government will not exercise any supervision or control over the contract service providers performing the delivery services herein. Such contract service providers shall be accountable solely to the Contractor which in turn is responsible to the Government.
This SOW defines responsibilities for the Contractor to supply and deliver aviation turbine fuel to ANDSF sites throughout the GIRoA. The delivery will consist of mobile cold fueling to the following Afghan Air Force (AAF) and Special Mission Wing (SMW) Aircraft:
C-130, A-29, C-208, PC-12,
MD-530,
Mi-17, and
UH-60.
Mobile cold fueling is defined as “the mobile fueling (by truck) of static aircraft with engines not running” and is also known as “direct to tail” fueling. The Contractor shall provide all personnel, equipment (i.e. required vehicles), supplies, transportation, tools, materials, supervision, other items, and other ancillary non-personal services necessary to deliver aviation turbine fuel to AAF and SMW locations throughout Afghanistan. The Contractor shall accomplish all required sourcing, transportation services to delivery points, and delivery of fuel into aircraft specified for service on a Free on Board (FOB) Destination Basis. ANDSF operational requirements for this commodity may vary in quantity, duration, delivery suspense, and may not be limited to locations in Paragraph 9 of this SOW; the Contractor shall maintain sufficient operational flexibility to satisfy requirements at a broad range of locations throughout Afghanistan.
2. BACKGROUND
The Combined Security Transition Command-Afghanistan (CSTC-A), in coordination with North Atlantic Treaty Organization (NATO) nations and partners, international organizations, donors and non-governmental organizations, supports the GIRoA in its efforts to develop and sustain the ANDSF; develop leaders and leadership structure; and establish enduring institutional capacity to enable accountable Afghanistan-centric security to the country. CSTC-A helps oversee training and equipping of Afghanistan forces throughout Afghanistan, and provides logistics support to ANDSF consistent with that mission. As an element of that support, the United States (U.S.) Government has identified an enduring requirement to ensure that adequate supplies of aviation turbine fuels are available to ANDSF training sites, operating sites, operational forces, and national-level management and leadership activities.
3. OBJECTIVES
This contract will serve as the primary support mechanism for Direct-Into-Aircraft fuel requirements throughout the GIRoA. The contract will satisfy requirements of the AAF and the SMW. The aviation turbine fuel provided under the resulting contract(s) is for ANDSF use ONLY, but delivery may be made to ANDSF unit(s) that are co-located with U.S. Government, Coalition personnel, or other GIRoA entities. No fuel shall be provided in support of U.S. or Coalition Forces in Afghanistan; it is strictly for the benefit of the Ministry of Defense of Afghanistan.
It is the Government’s intent to award seven (7) Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts awarded by Region as specified in Paragraph 9 in order to meet the requirements specified herein. Delivery Orders (DO) will be issued after contract award to provide detailed instructions to the Contractor that provides specific aviation fuel delivery information. The Contractor is solely responsible for all required commodity sourcing and fueling service, as well as delivery to points specified herein and in individual DOs.
The Contractor and all subcontractor(s) at all tiers shall be registered and be APPROVED in Joint Contracting and Contingency Services (JCCS) for the duration of the contract. Failure to maintain an APPROVED status will result in termination for cause.
4. SCOPE
The Contractor shall provide into aircraft fueling services to AAF and SMW locations identified in Paragraph 9 and as identified in individual DOs. The Contractor shall be responsible for all aspects of supply chain management, from acquisition of the aviation fuel from refineries or pipeline terminals in Central Asia, importation into Afghanistan, and delivery into aircraft refueling vehicles at the AAF and SMW locations. The Contractor shall provide aircraft refueling vehicles at the locations, and shall provide the minimum number of aircraft refueling vehicles identified in Paragraph 9 at each location and as identified in individual DOs. The Contractor shall provide appropriate equipment and appropriately trained refueling personnel, shall operate an acceptable quality control program, and provide personal protective and fire safety equipment in accordance with (IAW) this SOW and associated technical directives. The Government will identify a point of contact (POC) at contract award that the Contractor shall coordinate with to work to arrange a potential secure area for refueling vehicles, to determine the feasibility to place a small office container, to obtain required facility access at the exact site location, and to identify any airport/airfield permits that are required.
5. APPLICABLE PUBLICATIONS (CURRENT EDITIONS)
The Contractor shall comply with all applicable updated/superseded regulations, publications, manuals, and local policies and procedures identified in this SOW and revisions of the SOW that are incorporated into the resulting contract.
6. REQUIREMENTS

The Contractor shall remain onsite until the fuel officer or attendant arrives and after waiting for a period of no less than 30 minutes, the purpose of the waiting period is to allow the fuel to settle (gravity and expansion). The receiving activity will use the delivery ticket to document quantity and gauge readings before and after receipt of fuel. Attachment 001 is an example of a delivery ticket.
6.9.2. Prior to offloading the fuel, a sample shall be taken and jointly inspected between Contractor and government. This sample shall be tested IAW MIL-STD-3004D_CHG-1, Table XII, “Tests Required for Aviation Turbine Fuels”. Procedures include sample location, frequency, quantity, and retention. For all tanker, barge, and pipeline shipments, a flow-proportional sample taken IAW MPMS Chapter 8, Section 2, is preferred at the custody transfer point. However, manual samples taken IAW MPMS Chapter 8, Section 1, are acceptable if they are taken hourly throughout the shipment.
6.10.2. Laboratory Testing. The Contractor shall perform all inspections and acceptance tests required by the specifications of the supplies to be furnished under this contract or, shall have such tests performed, in a laboratory deemed acceptable by the U.S. Government. The Contractor shall provide the U.S. Government, prior to the first delivery, with the name and location of the laboratory the Contractor will use for testing at each discharge point. The Contractor shall also notify the U.S. Government of any subsequent laboratory changes prior to the affected shipments.
If any laboratory is determined to be unacceptable to the U.S. Government, the Contractor shall designate another laboratory that is acceptable, before testing can take place. Acceptance tests will normally be performed at the acceptance point which is into aircraft delivery; however, when such tests are performed at origin on supplies to be accepted at destination, documentation that will enable verification of the original test results shall be provided to the U.S. Government prior to acceptance at destination. Regardless of the method of delivery, products furnished under this contract shall meet all specification requirements at the custody transfer point (CTP).
6.10.3. Third Party Witness/Verification. The Contractor shall allow, and fully cooperate, with third party Contractors engaged by the U.S. Government to assess the quality and quantity of fuels delivered pursuant to this contract. The U.S. Government authorizes such Contractors to conduct Modified Level C Aviation Fuel testing on any tank, refueling vehicle, or bulk delivery vehicle, and may recommend to ANDSF personnel to reject all shipments or the contents of particular refueling vehicles embargoed until quality questions are fully resolved.
