1) In regard to the subject solicitation, what is the projected contract award date?
ASAP
2) Is there a high-level schedule at this point that can be shared?
Schedule is in work and is dependent on contract award date and weather conditions.
3) Is there a listing of required FOBs?
FOBs will be determined based on the weather and operational conditions existing at the time the contractor is in country and ready to start spraying.
4) Who is responsible for the doors and windows and the framing necessary.
Doors will not be foamed. The foam is to be blended to the door jam for a uniformly finished edge. Window screening will be foamed over.
5) Follow up question for one asked o the 9th. 14.1.5 states the USG will move men, equipment and material to FOBs.
The government will provide convoy security for all transportation movements and air transportation to some locations.
6) Bid docs say 3 million sq ft, 1.3 states 4 million sq ft, which is correct.
Can’t find 3 million in any Schedule or SOW. 4 million Sq Ft is the requirement (1 million for year one and 1.5 million for option 1 and 2). The presolicitation notice listed 3 million; however this has been revised since initial posting.
7) Scope of work calls for foam equaling R-8 which is approx 1.2 inches. 2.3 calls for 2 inches which is approx R-13.5
R-8 rating is the minimal requirement. Foam shall not exceed a 2 inch thickness.
8) 2.6.2 states the shipping instructions are in paragraph 22 page 19. I can only find paragraph 18.0 page 16, is this the same.
Paragraph 16 contains the shipping instructions.
9) I noticed on attachment 2 several suppliers and various products were listed pertaining to the ASIP. Is this a list of qualified products? If they have not been certified by ATEC yet does that process involve producing test documents and technical data verifying these products meet or exceed the requirements?
ATEC certification desired.
10) What is the break down of the 4 million square feet between the base contract period and the two option periods? This information is needed to determine the quantity of material required for each period. Quantity of material directly impacts the mobilization costs associated with the amount of work to be performed.
The base year is 1 million Sq Ft and each of the two option periods is estimated at 1.5 million Sq Ft each.
11) Requirement: The government SOW states that the contractor must be able to spray 4M SqFt of material.
QUESTION: Is 4M SF to be applied in the base period AND the option periods for a total of 12M? Or is the 4M SF divided among the base and option periods?
The base year is 1 million Sq Ft and each of the two option periods is estimated at 1.5 million Sq Ft each.
12) Requirement: The government indicated that the contractor shall use GACO Western Polyfoam System 193 (A & B) insulation foam (or equivalent material that has been Army Test and Evaluation Command safety. Equivalent materials must meet requirement of year around application.
QUESTION: Other manufacture product exists which are being used internationally and in large capacity that are recognized as the industry standard. These products meet and/or exceed the GACO Western Polyfom System however , these manufactures do not have the ATEC Certification as that requirement is not commonly needed/warranted for a commercial application. If the systems (chemical compounds and composition) meet or exceed the specifications of the ATEC certified GACO systems will they be excepted
ATEC certification desired.
13) On the pricing continuation sheet:
A) Item 0001 says, “This is an informational CLIN”. Please describe what is meant by that.
B) What quantities are to be used for the 2 options or is it to be a unit cost only?
A. This CLIN is not separately priced. Pricing for CLIN 0001 is divided into subCLINS 0001AA and 0001AB.
B. 1.5 million Sq Ft per year is estimated. Unit pricing is to be used based on this quantity.
14) a. In the SOW, Table of Contents, it lists sections 19, 20, 21 & 22 but those sections are not included in the document.
b. In the SOW, section 2.2 states that the contractor is responsible for filling damaged sandbags. Please provide a best estimate of the quantity of damaged bags or anticipated damaged sandbags.
a. These sections were deleted. This is an administrative error.
b. It is expected very few sandbags will require replacement if properly handled during the process.
15) In the SOW, section 2.3 states to install two coats of acrylic coating but it does not say how thick the coating must be applied.
Acrylic coating to be applied in accordance with the manufacture’s recommendation.
16) Who is responsible to dispose of the empty material drums? SOW section 2.7 does not specify.
Government is responsible
17) Is there a certain MINIMUM number of crews or personal required to get the job done?
The number desired is the minimal quantity required to provide the service. Initial estimating should be based on utilization of one team. The contractor shall have the capability to expand to multiple teams if directed.
