About this file

This is a Questions and Answers document for solicitation W913E527RA001, addressing clarifications on the CRREL Generator Maintenance Services contract. The Cold Regions Research and Engineering Laboratories (CRREL) in Hanover, New Hampshire, administered by the Department of the Army Corps of Engineers Engineer Research and Development Center, seeks a contractor to provide comprehensive generator maintenance services for five generator sets at its facility located at 72 Lyme Road, Hanover, New Hampshire. The contract will cover a one-year base period with four option years and a six-month extension, with services to commence upon award. All pricing should be based on the pricing sheet in Section L, with evaluation including the total of the base year and all options.

Key clarifications from the Q&A address scope and technical requirements: fuel sampling, testing, and polishing are excluded from the fixed-price scope and handled as reimbursable work; load bank testing is not required, only ATS transfer tests on building load; the Caterpillar 3406 365 kW unit at the TCE Plant is covered solely under this contract; and the FAR 52.217-3 clause limiting evaluation to exclude options was removed in error, with evaluation now including all options as stated. The contractor must designate a Supervisor/Safety Officer (SSO) who must be on-site at all times work is performed and need not be a separate individual from the technician. Technician qualifications are specified in the solicitation document. A mandatory site visit was scheduled for November 5 at 10:00 a.m. Eastern, with subcontractors permitted to attend. The previous contract, awarded to I-2-I Solutions at $196,556.25, expires November 4, 2026.

1. Is fuel sampling, testing or polishing part of the fixed price scope, or would it be handled as reimbursable work under SOW paragraph 5.E?

a. Fuel sampling, testing or polishing are not part of the fixed price quote.

2. Section M states that price will be evaluated for all years. Please confirm that the evaluated price includes all option years and the 6-month extension under FAR 52.217-8.

a. Evaluated price includes the total of the base year and all options of the price schedule in Section L.

3. Is the Caterpillar 3406 365 kW unit at the TCE Plant covered only under this contract, or is any of its maintenance performed under a separate agreement?

a. It is not covered by any other maintenance contract.

4. The SOW requires the ATS transfer test on building load and does not mention load bank testing? Please confirm that no load bank testing is required.

a. Load bank testing is not required.

All pricing should be based on the pricing sheet attachment as stated in section L. Services will cover 1 base year, 4 option years and a 6-month option.
