About this file
This is a Questions and Answers document clarifying requirements for a catered meals solicitation issued by the Ohio Army National Guard for the 147th Regional Training Institute Basic Leader Course at Defense Supply Center (DSCC) Columbus, Ohio, from October 13 through November 10, 2026.
The clarifications address critical operational details: meal service is governed by the provided workbook schedule (1,920 breakfasts, 1,840 lunches, 1,920 dinners totaling 5,680 meals); boxed cold lunches should be delivered at 0700 with breakfast to Building 1 at 320 North James Road, which has refrigeration available; delivery personnel require only valid identification and no NCIC checks; contractors must provide full service including delivery, setup, serving, and cleanup with daily chafers and fuel retrieved daily (not disposable); final headcount will be confirmed at award with minimal adjustments expected thereafter; pricing should be submitted as a per-meal unit price in the provided workbook on a single SF1449 form; invoicing may be submitted weekly via WAWF as services are completed; dietary restrictions are unknown at quote time but may change post-award; 15-day cycle menus must be submitted with the quote; past performance references may include a proposed subcontractor's recent relevant experience; and evaluation will be based on past performance and price as the primary factors. The solicitation is a 100% Small Business Set-Aside under NAICS Code 722320 (Caterers) with a $9,000,000 size standard, and award will be made on a firm-fixed-price basis to a single contractor for the entire requirement.

Questions and Answers
1. Meal schedule: The PWS para 1.2 table shows 80 meals for B/L/D on 4-7 Nov, 0 breakfasts on 8 Nov, and a row dated "1/10/2026." The Meals Headcount workbook shows breakfast only on 4 Nov, no meals 5-7 Nov, lunch and dinner resuming 8 Nov, and breakfast only on 10 Nov. The workbook matches the stated totals (B 1,920 / L 1,840 / D 1,920 = 5,680). Please confirm that the workbook schedule governs.
Follow the workbook
2. Lunch delivery time: The PWS lists boxed lunch delivery at 0700, the same time as breakfast. Is that correct, and is refrigeration available at Bldg 1? Or should lunches be delivered closer to a noon service (please give the time)?
Deliver box lunches with breakfast, bldg 1 has refrigeration.
3. Delivery location and access: The PWS lists 3990 E Broad St, Bldg 1. SF1449 Block 15 / Section F lists 320 North James Road, Building 1. Which gate or entrance should delivery vehicles use? What is the access process and lead time for the NCIC-III check for subcontractor delivery drivers, given service starts 13 Oct?
Please use 320 North James Road gate to access Bldg 1. Delivery drivers do not need NCIC check. Valid Id required. Names of delivery/catering personnel will be requested at the time of award.
4. Service level: Is this drop-off and set-up only, or are serving staff and clean-up required? Will the Government provide tables? Should chafers and fuel be disposable or retrieved daily?
Contractors will be required to deliver, setup, serve, and clean up.
5. Headcount and quantities: PWS 5.3.6 calls for a final headcount 10 days before the first service (about 3 Oct, before quotes are due). Will the final headcount be provided at award? Is there a minimum guaranteed quantity? After award, how much notice will be given for daily count changes, and will any reductions be priced at the quoted per-meal unit price?
Final Headcount at award. Once the course starts there will be minimal to no head adjustments. Most adjustments will likely be a reduction in headcount due student no shows.
6. Pricing format: The SF1449 has a single CLIN (0001, 1 Job). Should offerors enter per-meal prices by meal type in the workbook (row 3, columns B-D), and which other workbook cells (columns H-L, rows 37-68) should be completed, if any? Is a signed SF1449 plus the completed workbook sufficient for the price quote?
Provide single quote on SF 1449 and price per meal in the workbook.
7. Invoicing and payment: Please confirm payment will be made through WAWF/PIEE (Invoice 2-in-1) rather than a Government Purchase Card. Will partial invoicing be permitted (for example, weekly or after October services), or only one invoice after completion on 10 Nov?
Yes, you may submit your invoice in WAWF weekly as services are complete.
8. Lunch components: The meal type is Boxed Cold Lunch. Please confirm that PWS 5.3.1.2 applies and that 5.3.1.3 (Hot Buffet-Style Lunch) does not.
Meal type for lunch is cold box lunch.
9. Dietary restrictions: Are any known at this time (number and type)?
Dietary restrictions are currently unknown; this may change post award when students arrive.
10. Past performance: Is there a required format or number of references? May an offeror's past performance volume include the recent, relevant performance of its proposed catering subcontractor that will prepare the meals?
No, there is no required format. Yes, offeror's past performance may include the recent relevant performance of its proposed catering subcontractor.
11. Evaluation: The SAM.gov description lists 1) Past Performance and 2) Price. Section M (52.212-2) lists Price, Past Performance, and Service Requirement Met. Please confirm the factors and their relative importance. Please also confirm the size standard is $9M (the SF1449 shows $90,000,000).
The evaluation criteria in relative importance is past performance and price. Yes, the standard size is 9M.
12. Menu: Must the 15-day cycle menu be submitted with the quote, or after award?

13. Paragraph 5.3.6 states that the Government POC will confirm the final headcount ten calendar days before the first service. Since performance begins on Wednesday, October 13 and quotes are due on Thursday, October 7; will the final headcount be provided to offerors before the quote deadline, or should pricing be based on the quantities currently provided in the solicitation?
