About this file

This is an Instructions to Offerors document for a catered meals solicitation issued by the Ohio Army National Guard (OHARNG). The solicitation seeks 5,680 total meals (1,920 breakfasts, 1,840 lunches, 1,920 dinners) for the 147th RTI Regiment at DSCC Columbus, Ohio, from October 13 to November 10, 2026. This is a 100% Small Business set-aside under NAICS Code 722320 (Caterers) with a size standard of $9,000,000, and will result in one Firm-Fixed-Price contract awarded to a single contractor. Offerors must be registered in SAM.gov, not appear on the Excluded Parties List System (EPLS), and submit quotes addressing the entire requirement; partial quotes will not be considered. Quotes must remain valid for 30 days after the solicitation closing date.

Award will be made on a best value basis using two evaluation factors: Past Performance and Price. Past Performance will assess the likelihood of successful contract performance, with evaluation based on recent (within three years) and relevant contracts involving similar scope, magnitude, and complexity. The Government may contact references and review internal or private performance data, and unsatisfactory actions in SAM, FAPIIS/CPARS, or SPRS within the last three years may render a quote unacceptable. Price will be evaluated based on competition and comparison to the Independent Government Estimate, with the OHARNG reserving the right to award other than the lowest-priced offer. The Government intends to evaluate quotes and make award without discussions, though may clarify aspects or resolve minor errors without materially altering technical or price elements.

12.602 and FAR 13.106-1. The following factors will be used for evaluation: Factor 1 – Past Performance Factor 2 – Price. The basis of award will be a conforming offer with a firm fixed price or which may or may not be the lowest.

2.1.1 Factor 1 - Past Performance (past performance is how well the offeror did it): Evaluation of this factor will assess the risk of successful performance by the contractor. The Government will review the contractor’s past performance to determine the likelihood that the contractor will successfully perform the requirement. Contracts submitted in the Past Performance section of the contractor's quote will not be considered if the Government determines them to be not recent, not relevant, or lacking any credible past performance information. If the contractor does not have a record of recent and relevant past performance information the contractor will be rated as "neutral,” which is neither favorable nor unfavorable. The contractor may be evaluated on past contract performance information utilizing internal Government or private sources and the Government reserves the right to use any information received as part of its evaluation. The Government may contact any of the references the contractor provides and reserves the right to use any information received as part of its evaluation. Unsatisfactory actions in SAM, FAPIIS/CPARS or SPRS in the last three years may render your quote unacceptable. The term “recent” means performance within the past three years, while “relevant” means performance effort that involved similar scope, magnitude of effort and complexities this solicitation requires. Not relevant would be a performance effort that involved little or none of the scope and magnitude of effort and complexities this solicitation requires. Scope means type of work, functions, skill mix or labor categories. Magnitude of Effort means dollar value and period of performance. Complexity means contract type for example Indefinite Delivery Contract, Firm-Fixed-Price, FAR-based, Other Government Transaction, UCC), Location (on-base, off-base, geographical), Terms and Conditions (e.g., private, Federal, DoD, Army, National Guard Bureau), etc.

2.2 OHARNG intends to evaluate quotes and make an award without discussions. An Offeror may clarify certain aspects of a quote or resolve minor or clerical errors.

OHARNG reserves the right to communicate with any Offeror so as to better understand a quote, validate interpretation and assumptions of the quote, or facilitate OHARNG’s evaluation process. Such communications shall not be used to cure deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the quote.
