About this file
This memorandum for record summarizes additional sampling and analytical results for hazardous materials at several buildings to be demolished at Camp James A. Garfield Joint Military Training Center in Ohio. Sampling found white painted wood components on Building A0009 to contain lead levels above regulatory limits, requiring their removal and disposal as hazardous waste. No hazardous materials were identified at other buildings.
The federal contract opportunity is an invitation for bid to award a firm fixed price contract to a Service-Disabled Veteran-Owned Small Business for abatement and demolition of Building U-0014 and several other buildings at Camp James A. Garfield as alternates. The scope includes standards and specifications for demolition provided by the base's Department of Public Works. Bids are due on September 8th and will be opened publicly that day. A site visit is available on August 19th, and all questions must be submitted by August 23rd. This opportunity is set aside for SDVOSBs but may be opened to all contractors if adequate SDVOSB competition is not achieved.

MEMORANDUM FOR RECORD
SUBJECT: Summary of Additional Sampling and Analytical Results for Several Buildings to be Demolished (Buildings A0009, 28-18, A0001, A001A, SD003, U-14) at Camp James A. Garfield Joint Military Training Center (CJAG), Portage and Trumbull Counties, Ohio
1. In preparation for building demolition, a hazard assessment was conducted at multiple buildings at CJAG including buildings 28-18, A0001, A001A, A0009, SD003 and U-14 in 2018 and 2019 along with an asbestos survey completed in 1991.
2. After the completion of the referenced assessments, it was identified that several building components were not sampled and analyzed for TCLP Lead, PCBs and/or asbestos to determine if it is RCRA characteristically or TSCA hazardous waste. Therefore, Eurofins collected samples of these components on 31 May 2022. All hazards identified must be managed, transported, and disposed of properly in accordance with local, Army, State, and Federal regulations (please also see OHARNG Environmental Procedures for additional details). The following is a description of the additional sampling and analysis results:
3. Building 28-18 Area 6 Cold Storage (3,326 SF):
- The dark and light green center wall particle board/drywall were determined to be below regulatory limits and are non-hazardous components. The white and green trim/framing were determined to be below regulatory limits and are non-hazardous components.
4. Building A0001 (approximately 2,074 SF):
- The black vapor barrier and cork insulation located on the ceiling of the southwest corner storage room was non detect for asbestos.
5. Building A001A Communication Structure (approximately 43 SF):
- No evidence of any suspect Asbestos-Containing Materials or lead based paint associated with Building A001A were identified.
6. Building A0009 Depot Field Office (6,824 SF):
- Multiple core samples of exterior white painted wood were collected on 31 May 2022 and composited into one sample. The sample was sent to Eurofins laboratory in Barberton, Ohio for TCLP Lead analysis. The results (12 parts per million) are above the regulatory limit of
5.0 ppm making these components of Building A0009 RCRA characteristically hazardous for Lead. These wooden components with white paint include but are not limited to the columns, window trim, soffit, roof trim, facia, etc. require proper removal, storage, transport and disposal as hazardous waste in accordance with local, State and Federal regulations and OHARNG waste management guidelines.
- The dark and light green latrine particle board/drywall were determined to be below regulatory limits and are non-hazardous components. The green latrine wood trim, doors and stalls were determined to be below regulatory limits and are non-hazardous components.
7. Building SD003 Sewage Disposal Lift Station (89 SF):
- The water was determined to be below regulatory limits and is non-hazardous. Water must be pumped out and disposed of off site at a proper disposal facility or wastewater treatment facility.
8. Building U-14 Dunnage Building (30,000 SF):
- The interior support columns were determined to be below regulatory limits and are non-hazardous components.
