PERFORMANCE WORK STATEMENT
Ohio National Guard Joint operations Center (JOC) Display, Audio and Control Systems Replacement
1.0 Description
1.1 The Ohio National Guard (OHNG) maintains a Joint Operations Center (JOC) at its headquarters in Columbus, Ohio Located at 2825 W. Dublin Granville Rd. Columbus, OH 43235. The JOC is comprised of the JOC Main Operations Space (JOC Main), The Adjutant General’s Conference Room (TAGs CR) and the Joint Planning Group Room (JPG RM). The current AV system was installed in 2009 and is at the end of lifecycle.
Current System overview: The current system consists of the following core sub-components:
1.) Large Format Video displays in JOC Main, TAGs CR and JPG RM.
2.) Multichannel fiber optic switcher 3.) HD video distribution network over fiber cabling 4.) Video transmitters with DVI input 5.) Audio systems that service the three spaces.
6.) Control system with control panels on JOC floor, TAGs CR and JPG RM.
7.) Video Teleconferencing in TAGs CR and JPG RM.
The Ohio National Guard is unable to replace the AV system in its entirety. Therefore, specific sub-components of the AV system have been identified for replacement. These components are;
1.) Large format display systems in the JOC Main and TAGs Briefing room.
2.) New transmitter/receiver units for existing AV switcher. New solutions must facilitate workstations with Display Port (DP) input. Video distribution intergraded into new display solutions.
3.) Evaluate and update the JOC Main audio reinforcement, JPG VTC audio and TAGs CR VTC audio systems to increase effectiveness.
4.) Replace JOC control system processor, programming and touch panels on JOC floor, TAGs CR and JPG RM.
1.2 The Ohio National Guard requires current system evaluation, integration design, procurement and installation of required AV system sub-components. This requirement includes all travel, labor, parts, hardware/mill work and programming required.
1.3 The Ohio JOC operates both Non-Classified (NIPR) and Secret (SIPR) networks. However, due to personnel available for ongoing cross domain validation, acceptable solutions will employ limited cross domain solutions. Our teleconferencing spaces should be set up with the availability to conduct Secret (SVTC) as well as unclassified meetings. The SVTC AV components must have required separation from NIPR network.
2.0 REQUIREMENTS
2.1 JOC Main Operations Space: The video displays located in the JOC main operations space will be replaced. All Fiber transmitter and receivers need replaced to provide display port compatibility. The Control panel for this space will be replaced. The audio system in this space needs updated and/or tuned for improved usefulness.
2.1.1 Replace existing, 2-wide by 2-tall, 55” diagonal LCD Video Wall with a single 98” large format display.
2.1.2 Replace existing flanking, 2-wide by 2-tall, 55” diagonal LCD Video Walls with New 3-wide by 2-tall 55” diagonal LCD Video Walls.
2.1.3 Maintain wall gaps for projector screen space.
2.1.4 Replace all fiber transmitters with DisplayPort compatible ones. This requirement includes the validation of all fiber runs from the AV switch and the repair or replacement of runs that fail standard signal transmission testing.
2.1.5 Replace all fiber receivers to be compatible with proposed and existing Display solutions. This requirement includes the validation of all fiber runs from the AV switch and the repair or replacement of runs that fail standard signal transmission testing.
2.1.6 Replace touch screen control panel. This requirement includes the validation of all Cat5 runs from the control processor and the repair or replacement of runs that fail standard signal transmission testing.
2.1.7 The audio system in the JOC Main includes table top microphones, mixer amp and ceiling speakers. This system needs evaluated. Improvements are required to achieve a better standard for meeting and operations audio reinforcement.
2.2 TAG Conference Room: The TAGs CR requires the installation of a new 98”large display solution and 4 new side displays. All Fiber transmitter and receivers need replaced to provide display port compatibility. The existing 80” monitors were purchased recently and will be moved to the JPG room as the display solution for that space. Integrate existing VTC system audio requirements
2.2.1 The existing dual 80” displays will be replaced with a 98” LCD Monitor or a 3-wide by 2-tall 55” diagonal LCD Video Wall. Displays will be positioned to maximize ease of VTC use in the room. The (2) 80” displays will remain in the Command Conference room
2.2.2 The existing 55” side displays will be replaced with 4, 75” LCD displays. The (4) 55” LCD displays will be reinstalled in the JPG room
2.2.3 Replace touch screen control panel. This requirement includes the validation of all Cat5 runs from the control processor and the repair or replacement of runs that fail standard signal transmission testing.
2.2.4 Replace all fiber transmitters with DisplayPort compatible ones. This requirement includes the validation of all fiber runs from the AV switch and the repair or replacement of runs that fail standard signal transmission testing.
2.2.5 Replace all fiber receivers to be compatible with proposed and existing Display solutions. This requirement includes the validation of all fiber runs from the AV switch and the repair or replacement of runs that fail standard signal transmission testing.
2.3.4 Install/integrate speakers for VTC operations, integrate microphones of existing GFE VTC equipment. Utilizing array microphone technology and ceiling speakers system configure room to maximize VTC audio performance.
2.3 JPG Room: The JPG room will have monitors swapped out with newer displays from the TAGs CR. New tabletop fiber transmitters will be incorporated. Integrate existing VTC system audio.
2.3.1 The existing LCD monitors will be removed and the two GFE 80” monitors from the TAG conference room installed in a way to facilitate existing GFE VTC operations. The existing LCD monitors will be removed and the (4) 55” monitors from the TAG conference room installed in a way to facilitate existing GFE VTC operations.
2.3.2 Up to 4 Desktop transmitter locations in the room will be established and run over existing fiber network. Number of inputs to be determined by switcher status.
2.2.5 Replace touch screen control panel. This requirement includes the validation of all Cat5 runs from the control processor and the repair or replacement of runs that fail standard signal transmission testing.
3.0 JOC Control Refresh. The Main AV system control processor will be replaced and programing updated or replaced to facilitate new AV components. The existing major AV system components software drivers will be updated and any required maintenance for that equipment completed. The JOC AV system control is located in an unclassified rack the JOC server room. This is where AV control components will be replaced.
3.1 The control processor for the AV system will be replaced.
3.2 Upgrades to control programming required to integrate all proposed replacement AV system components will be completed.
