About this file

This is a Questions and Answers document for Solicitation W9133L26QA030, addressing clarifications on cable television subscription installation and services for the Air National Guard Readiness Center.

The document clarifies key contract requirements and Government-Furnished Equipment (GFE) specifications. The Government will provide existing Haivision streaming infrastructure equipment, including an MB6 Makito/Barracuda chassis, Makito X Dual SDI Encoder, Haivision Media Platform, and Makito X4 SDI Encoder, with the demarcation point at the roof satellite attachment location. The Contractor must furnish all equipment necessary to receive and deliver television programming converted to HDMI format compatible with the Haivision encoder/headend system, including professional-grade cable boxes/CODECs, cabling, connectors, amplifiers, racks, and mounts. The Contractor is not responsible for Haivision firmware, software, or licensing. Signal delivery must meet minimum 720p resolution with low-latency and stable video streams utilizing Secure Reliable Transport (SRT) protocol where applicable. Failed contractor-provided equipment must be repaired or replaced within 48 hours. Pricing structure separates CLIN 0001 for initial activation charges, equipment costs, and labor (invoiced as a single payment upon Government acceptance), and CLIN 0002 for monthly subscription charges invoiced monthly in arrears through WAWF, with the first month's service included during installation for system testing. The site visit is confirmed for 16 September 2026 at 10:00 AM. Quotations must be submitted to both the Contracting Officer (james.v.gladden.civ@army.mil) and SMSgt Reid Blosser (reid.blosser.1@us.af.mil).

ANSWER: Failed contractor-provided equipment should be repaired or replaced within 48 hours. The Performance Requirements Summary (PRS) has been updated in both the PWS and the QASP to state 48 hours.

8. In the pricing workbook, the unit price for the six-month extension under CLIN 5001 is automatically calculated as 50% of the Option Year 4 monthly price. When multiplied by six months, this results in only three months of service pricing. Should CLIN 5001 instead use the full monthly rate from Option Year 4?

ANSWER: Correct. The revised excel document is attached under “Attachment 4 - Pricing Workbook_14 Sep 26”

9. Please confirm whether CLIN 0001 may be invoiced as a single payment following completion and Government acceptance of the installation, and whether the subscription CLINs will be invoiced monthly in arrears through WAWF.

ANSWER: Yes. CLIN 0001 may be invoiced as a single payment following completion and Government acceptance of the installation and the subscription will be invoiced monthly. All payments will be made through WAWF.

10. Should initial activation charges, equipment costs, and the first month of television service be included under CLIN 0001, or should subscription-related charges be included under CLIN 0002?

ANSWER: All initial activation charges, equipment costs, labor, etc. should be captured in the pricing of CLIN 0001. The intent of CLIN 0002 is to capture the monthly subscription charges. The vendor can invoice for the first month’s television service during installation to have an ‘active’ signal. This is needed to test the system and the government’s acceptance.

11. Please confirm the required email address and submission method for the final quotation. Should quotations be submitted to both the Contracting Officer and Contract Specialist?

ANSWER: Yes, quotes should be sent to both the Contracting Officer, Mr. James Gladden (james.v.gladden.civ@army.mil) and SMSgt Reid Blosser (reid.blosser.1@us.af.mil)
