About this file
This is a Questions and Answers document for federal contract solicitation W9133L26QA030 regarding Cable TV Subscription Installation and Services.
The solicitation requires the contractor to integrate twelve (12) professional-grade cable boxes/CODECs or comparable signal delivery devices into the Government's existing Haivision IPTV streaming infrastructure located in Building 3500. The contractor must provide and install all equipment necessary to receive television programming and convert it to HDMI format compatible with the Haivision encoder/headend system, including professional-grade cable boxes, all necessary cabling, connectors, amplifiers, signal distribution equipment, racks, mounts, and support hardware. Government-Furnished Equipment (GFE) includes the MB6 Makito chassis, Makito X Dual SDI Encoder Appliance, Haivision Media Platform Enterprise Appliance, and Makito X4 SDI Encoder Appliance. The demarcation point for GFE versus Contractor-Furnished Equipment is the roof location where an existing satellite is attached. The contractor is not responsible for Haivision equipment maintenance, warranty, firmware, software, or licensing. Video streams must be delivered at a minimum 720p resolution with low-latency stability utilizing the Secure Reliable Transport (SRT) protocol where applicable. Building floor plans and as-built drawings are not available; however, Haivision configuration drawings have been provided. A mandatory site visit is scheduled for September 16, 2026, at 10:00 AM, as corrected in Amendment 0001.
