About this file
This is a Performance Work Statement (PWS) for cable television subscription services with installation and integration to a Haivision streaming system at the Air National Guard Readiness Center (ANGRC) at Andrew Air Force Base, Maryland.
The contractor must design, install, and integrate a complete end-to-end cable television distribution system at Building 3500, ingesting live broadcast television signals and distributing them campus-wide through twelve (12) professional-grade cable boxes/CODECs compatible with the existing Haivision streaming infrastructure. Key deliverables include a thorough site survey and system design document (due within 7 days of award), quality control plan (10 business days after award), and AT Level I awareness training certificates for all personnel (within 15 days of training completion). The contractor shall provide all necessary cabling, connectors, amplifiers, racks, mounts, and support hardware to route signals from the rooftop demarcation point on the third floor to the centralized server room on the first floor. The required channel lineup must include major national news (CNN, Fox News, MSNBC, BBC World News), financial news (CNBC, Bloomberg), local broadcast affiliates, and weather channels, all delivered at minimum 720p resolution using the Secure Reliable Transport protocol. Installation must be completed within two weeks of award, with performance during normal business hours (0730-1630, Monday-Friday) at the specified location on Joint Base Andrews, Maryland. The contractor bears all third-party cable television subscription fees, monthly service bills, broadcast retransmission rights, copyright, and licensing fees as part of the fixed-price contract.
The contract period consists of a 12-month base period plus four 12-month option periods. Performance standards require 99% uptime monthly (excluding scheduled maintenance), 100% HD capability for all channels with no more than two user-reported quality issues per month, system outage response within four hours with service restoration within 24 hours, and equipment repair/replacement within 72 hours of notification at a 98% compliance rate. The contractor must maintain a 24/7 toll-free technical support line, provide ongoing maintenance for all contractor-furnished equipment, and ensure remote monitoring capability during the maintenance phase. Government furnishes workspace, access to the existing Haivision streaming system, secure equipment space, and existing on-site equipment (MB6 chassis, Makito encoders, and Haivision Media Platform). All contractor personnel require base identification, must complete Antiterrorism Awareness Level I training, and comply with DOD security, privacy, and access protocols applicable to federal installations.

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, 9 supervision, transportation and quality control necessary, except as specified in 10 Paragraph 3.0 as Government Furnished, to perform the installation of 11 telecommunication and network transmission media to allow for cable tv subscriptions 12 and integration into a Haivision streaming distribution system. This system shall be 13 integrated with the client's existing Haivision streaming infrastructure to enable the live 14 streaming of broadcast television channels, as defined in this PWS. The contractor shall 15 provide cable television services provisioned with a core set of channels. Provision of all 16 required reception and distribution equipment necessary to deliver the programming to 17 the Government’s enterprise IPTV distribution system. Professional installation and 18 configuration with ongoing technical support to include repair or replacement of failed 19 equipment for the life of the contract. Endpoint clarification: For purposes of this PWS, 20 the Haivision system (encoder/enterprise IPTV headend) is the service endpoint. 21 Government-owned televisions are display devices connected to the IPTV distribution 22 and are not considered managed endpoints under this requirement. 23
1.2 Background: The Air National Guard Readiness Center (ANGRC) at Andrew AFB, 25 Maryland requires the design, installation, and integration of an end-to-end cable 26 television distribution system at Building 3500. This system will ingest live broadcast TV 27 signals and distribute them campus-wide by integrating twelve (12) professional-grade 28 cable boxes/CODECs or a comparable signal delivery device that is capable of being 29 connected directly into the existing Haivision streaming infrastructure. The ANGRC 30 must maintain real-time situational awareness and information dissemination 31 capabilities. To support this mission, the installation must have the capability to 32 distribute live broadcast television channels over the existing enterprise IP network. This 33 requires expanding the existing Haivision streaming ecosystem to ingest local and 34 national broadcast media. The set top boxes are Haivision specific boxes that work with 35 their systems. The set top boxes will not be directly controlled by the content provider; 36 content will be distributed to the devices through the Haivision controllers. 37
1.3 The Period of Performance shall consist of an installation delivery date of no later 39 than two weeks from the date of award with a 12 month (one-year) subscription for the 40 base period and four 12-month (one-year) option periods for the subscription in 41 accordance with Revolutionary FAR Overhaul (RFO) FAR 52.217-9, Option to Extend 42 the Term of the Contract. 43

The contractor shall conduct a thorough evaluation of the site 63 and all existing equipment to determine the best path forward for the new system's 64 installation and performance. This evaluation should include a recommendation on 65 whether to utilize, upgrade, or remove the existing dishes and cabling if needed. The 66 contractor is responsible for identifying any site conditions that may affect the 67 installation or performance of the system. 68
