About this file
This is a Question and Answer log containing three contractor questions and government responses related to solicitation W9133L25RA010 for Air Traffic Control, Weather Reporting and Landing Systems Maintenance Services for the Army National Guard.
The Q&A clarifies that pricing should be submitted using Attachment 0004 Pricing Workbook, with CBA rates and DOL Wage Rates (Burlington) applying. The government confirmed that yearly increases are at the offeror's discretion for firm-fixed-price labor costs. Other clarifications address PWS staffing hours requirements and confirm that separate weather observers are not required if air traffic controllers are LAWRS certified. The document indicates that previously missing CBA attachments have been added to the solicitation package.

| 1 | Attachment 0002 Instructions | Contractors shall submit labor rates based on a Pricing Table provided in this RFP. | Page 7 Tab C | I do not see a pricing table included. Should CBA rates and DOL Wage Rates(for Burlington) be used? Should yearly increases be estimated or should only know future salary increasing be used. | The pricing table is Attachment 0004 - Pricing Workbook - W9133L25RA010 found on SAM.gov. Yes, CBA rates and DOL Wage Rates (Burlington) should be used. It was noticed that CBAs that are under the current contract were mistakenly left off as attachments. They are now attachments of W9133L25RA010. Yearly increases or future salary increases are at the Offeror's discretion. Offeror's are reminded that Labor costs are firm-fixed-price. |
| 2 | PWS | 5.3.3.3 | Page 33 | See Attached, slight discrepany in staffing days/hours. Should not effect pricing/proposal, but want to clarify. | The hours called out within the PWS are correct. Please review the PWS carefully for the labor category (ies) required per location(s) and work hour(s). |
| 3 | 5.3.1 | Regarding ATC Operations and Maintenance Support Contract W9133L25RA010, paragraph 5.3.1, The initial cadre and all subsequent contract observers shall be certified Surface Aviation Weather Reporting Station (SAWRS), or Limited Aviation Weather Reporting Station (LAWRS) by the National Weather Service or FAA as applicable. Please advise if our air traffic controllers are LAWRS certified does this meet the requirement? Or, must we provide separate weather observers? | The sentence that is being called out is under PWS paragraph 5.3.2. |
Per PWS paragraph, all subsequent contract observers shall be certified Surface Aviation Weather Reporting Station (SAWRS), or Limited Aviation Weather Reporting Station (LAWRS) by the National Weather Service or FAA as applicable. Separate weather observers is not required.
