About this file

This document contains a solicitation question and answer log for an F-16 weapon system simulator training and support services contract opportunity. Key details include:

  • The solicitation seeks proposals for non-personal, non-commercial services to provide weapons system simulator training and support for domestic and international aircrews operating F-16 aircraft. Training will take place at two sites.

  • The log addresses questions received from industry in response to an earlier draft request for proposals. Answers provided clarify requirements around staffing, pricing, security clearances, facilities and equipment, phase-in/phase-out periods, and workload estimates.

  • Offerors must price mobilization activities within existing firm-fixed price contract line items. The government will not dictate workforce transition approaches.

  • Historical workload data is provided for planning purposes only and does not guarantee future quantities. Offerors are responsible for proposing resources sufficient to meet performance requirements.

  • The solicitation is a 100% small business set-aside with a response deadline of 120 calendar days from issuance.

Section L - Attachment 1 Solicitation Question and Answer Log

Question No.

Document Type

Section No. Page No. Contractor Question Government Response

1 RFP RFP RFP

Reference: RFP Section PWS, Paragraph(s) 1.4.15,Page(s) 25 of 119 and RFP Attachment 3 Pricing Workbook.

Question: Referenced Paragraph describes a 30 day Phase In period, but there isn’t a CLIN within Attachment 3 Pricing Workbook to cover this? Is the government going to allow contractors to bid to a 30 day Phase In period?

There is an overlap between follow‐on contract award and current contract end. As such, the "Phase In" is included within the CLINs identified in the solicitation, and must be priced by the offerors within the identified CLINs.

2 RFP RFP RFP

Reference: RFP Section L and M, Paragraph(s) N/A, Page(s) N/A.

Question: Is there a 50/50 cost position that the government is considering for this programOr is there a cost range used for this evaluation? If so, can the government provide this to contractors?

This is a Firm Fixed Price Contract, the Government is not entertaining cost sharing.

3 RFP RFP RFP

Reference: RFP Section PWS, Paragraph(s) Morris ANGB Workload Table,Page(s) 62 of 119 and RFP Attachment 3 Pricing Workbook.

Question: At Morris ANGB, the government reflects FMS pilot production hours as 17, 362 and the US hours of 11, 575 for a 12 month period. What is reason for FMS hour being higher than US hours by 50% as found in the Morris ANGB Workload estimates? It would seem US and FMS pilot production would advance in parallel with the same staff up to a specific point due to model of aircraft, security limitations, etc.

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." That being said, the FMS hours are greater due in part to the foreign disclosure and security requirements associated with FMS.

4 RFP RFP RFP

Reference: RFP Attachment 4, CBA, Paragraph(s) N/A, Page(s) N/A.

Question: Can the contractor leverage CBA labor positions (cross utilize and be compliant with SCA and CBA) to find efficiencies to meet the PWS requirements and not be evaluated negatively? Is there an expectation by the government that all labor positions in the CBA must be used for successful performance of the PWS?

Yes, the expectation would be that CBA covered positions in the current contract remain CBA positions. That being said, offerors are responsible for proposing and justifying positions that meet performance based requirements.

What positions ‐ whether in the CBA or SCA Wage Determination ‐ are proposed is at the discretion of a given offeror.

5 RFP RFP RFP

Reference: Section L ‐ c.(ii)(1) Section 1 – Staffing Plan, Paragraph(s) 1a,Page(s) 111.

Question: In this section, it states “The offeror shall identify all positions they deem as “Key Billets” within their performance of the contract”. For evaluation purposes, has the Government determined what positions are “Key” for this effort? If so, can the government share what those positions are?

This effort is performance based, Key Billets are identified by each offeror in its proposed Staffing Approach. As such, the Government will not identify Key Billets, but will evaluate each offeror's proposal in accordance with the stated solicitation criteria.

6 RFP RFP RFP

Reference: RFP Attachment 4, CBA, Paragraph(s) N/A, Page(s) N/A.

Question: Can the government please provide the job descriptions for each labor position in Attachment 4?

Pursuant to FAR Part 22, the Government Procuring Contracting Office does not get involved with the administration of the Collective Bargaining Agreement (CBA) as it is an agreement between the Union, labor, and a given contractor. As such, please contact the Collective Bargaining Agent to receive this information.

7 RFP RFP RFP

Reference: RFP Section PWS,Paragraph(s) Morris ANGB Workload Table, Page(s) 62 of 119 and RFP Attachment 3 Pricing Workbook.

Question: Based on the Pilot Production workload table for Morris ANGB which reflects US Hours and FMS Hours and that 60% of the throughput effort is reflected on FMS, should we spread the labor categories associated with Pilot Production using the same ratio? Would the government consider this reflecting more accurately where the dollars are funded and spent?

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." The offeror should base its proposal and labor mix on their approach to satisfy requirement.

8 RFP RFP RFP

You mention GTIMS is the existing Training System

Are you looking for complemantary ca[abilities to enhance GTIMS?

“GTIMS is an open architecture, modular approach for hardware and software so future Flying Training systems or modules can be linked or otherwise interfaced”.

No, the Government is not looking for any complementary capabilities to enhance GTIMS.

9 RFP RFP RFP

Can you please tell me where to find Exhibits 3A and 3B?

1.1.1 AIRCREW TRAINING. Contractor Instructor/Subject Matter Expert (CI/SME) personnel shall conduct training in accordance with approved syllabi, classroom academics, aircrew training device (ATD) instruction, to include briefing and debriefing of PFT training device missions and provide ATD operations for all aircrews.

In rare instances, the contractor may be requested to perform F‐16 academic instruction at a site other than the FTU when approved by the COR/ACOR and PM. Contract Instructor (CI) personnel must be able to fly the simulator in the capacity of a 2 or 4‐ship flight lead using current tactics and employment standards. Technical Exhibits3A and 3B to this PWS contain the Programmed Flying Training (PFT) for the weapon system(s).

Technical Exhibits 3A and 3B to this PWS contain the Programmed Flying Training (PFT) for the weapon system(s). ?

Technical exhibits are marked within the solicitation as #A and #B after the Deliverables Schedule (i.e., Technical Exhibit 2)

10 PWS Pg 24; Para. 1.4.8

Contractor attendance at these meetings shall be at no additional cost to the Government

Will the Government reimburse travel cost depending on the location of the meeting? If you are not going to provide, can you provide the number of meetings to be in person or virtual to be able to better estimate the associated costs?

Most meetings will likely be executed via internet communication or via telephonic means. Should physical travel be required to execute in‐person meetings (e.g., for a meeting off‐site from the physical place of performance), Travel CLINs at cost are provided in the contract to support travel in accordance with the PWS.

11 PWS Pg 25; Para. 1.4.15

To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the contractor shall have all personnel no later than the first day after the 30‐day phase‐in period. All of the contractor’s personnel shall remain until the end of the 30‐day phase‐out period. During the phase‐in period, the contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.

The Government identifies a 30‐day phase‐in period, however in Section B and the Attachment 3 (Pricing Workbook) there is not a specific CLIN identified for these costs. Request the Government identify where these cost should be captured. Since the employees have to stay with the incumbent through Phase‐in period, then is the Government saying we have to hire a totally new workforce during this contract period. Is this correct?

There aren't any specific CLINS for mobilization. The Contractor is responsible for ensuring mobilization is complete and seamless performance of services begins at the start date of performance as shown in delivery schedule." The Government will not dictate how the follow‐on Contractor mobilizes to support F‐16 services.

The Contractor is required to start performance based services on the first day of the performance period as identified in Section F and the mobilization costs should be proposed and priced in the existing FFP CLINs. The Government is not instructing you to hire a totally new workforce during this contract period.

12 PWS Pg 26; Para. 2.1.10

2.1.10 Key Personnel: Contractor personnel

that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the PWS.

When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

Pg. 111, Section L.A.c.(ii).(1) Staffing Plan:

Please be advised that the Government does not want offerors to identify specific individuals. Rather, the Government seeks to understand the roles individuals will fill. Do not include resumes in any volume;

resumes WILL NOT be reviewed.

PWS 2.1.10 appears to be inconflict with the reference in section L. Request the Government clarify.

PWS 2.1.10 has been removed and is reserved.

13 PWS Pg. 27; Para. 3.2

The Government will furnish initial courseware materials required by this PWS.

At the end of the contract, the contractor shall return all residual inventories to the Government.

Is it correct to assume that as the courseware materials are consumed they are replenished using the funds estimated by the Government in CLINs X005?

The courseware materials, if consumed will be replaced using Government furnished paper/printers. All materials, both electronic and hard copies are returned to the Government at close of contract. CLIN X005 shall not be used to reproduce course materials unless otherwise approved by the Contracting Officer.

14 PWS Pg. 28; Para. 4.1; 4.1.1; 4.1.5

4.1 General: Except for those items

specifically stated to be Government‐ furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

4.1.1 Contractor Acquired Property (CAP):

IAW FAR Part 45.101, “Contractor‐Acquired Property”, the contractor shall acquire or otherwise provide property for performing this contract and to which the Government has title.

4.1.5 CAP Billing and Payments: CAP billing

for COR approved purchases will be against the cost reimbursable CLIN for repair parts and replacement of GFP.

These sections seem to be in conflict. Is it correct to assume all approved CAP purchases will be reimbursed to the contractor through CLINs X005?

Additionally, does the COR have full approval authority for CAP purchases without review and approval by the contracting officer?

All CAP items will be reimbursed through CLIN X005 and transferred to the GFP listing. The COR has the approval authority for such expenditures, but may interface with the Contracting Officer prior to approval, as necessary.

15 PWS Pg. 29; Para. 4.3

The contractor’s employees performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industry Security Clearance Office.

All contractor employees must have a secret clearance by day 1 of performance of this contract?

Yes, please refer to DoD and AF instructions and manuals for specific requirements regarding security clearance requirements.

16 PWS Pg. 64; Technical Exhibit 3C

TDY Locations for Training Request the Government provide examples of the types of training conducted at these TDY locations. I/SME support for simulator and/or classroom training in a TDY status are the same types of training conducted in a non‐TDY status. Travel is cost reimbursable pursuant to the terms of the PWS.

17 RFP Pg. 105; Section L.A.1.b

"Files shall be in read‐only format, using PDF files. All price breakdown information to aide in the cost/price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2007."

Is it correct that all the proposal files need to be in Adobe PDF format except for the Attachment 3 ‐ Pricing Workbook? What about Attachment 2 ‐ Staffing Table?

That is correct. The Staffing table should also be in PDF format. The Pricing workbook is to be left in Excel format so the Government can verify the formulae are in tact.

18 RFP Pg. 108; Section L.A.1.c

"Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file."

Is there a Summary Section and Narrative to be provided with Volume I ‐ General and Vollume V ‐ Price?

There are no instructions provided on what to include for these requirement. Request the Government provide specifice detailed instructions.

No summary section and Narrative is required for Volume I or Volume V.

19 RFP

Pg. 113; Section Section

L.A.c.(iv)

VOLUME IV – SMALL BUSINESS

PARTICIPATION

Since this procurement has been 100% Set‐aside to Small Business, why is the Government requesting this volume? Recommend the Government remove this requirement. We are operating in accordance with current Army/NGB policy. Moreover, this information will assist in verifying any successful awardee satisfies the Limitations on Subcontracting clause of the solicitation.

20 PWS Pg. 23; Para 1.4.5.12

"OPSEC Plan. The contractor shall develop an OPSEC Plan and provide it to the COR within 15 calendar days of contract award to be reviewed and approved by the responsible Government OPSEC officer, per AFI 10‐701, Operations Security."

When will the government provide the Critical Information List needed for the generation of this Plan?

Government shall provide this information upon vendor request at the start of the contract.

22 RFP Section A, SF33. Page 1

In compliance with the above, the undersigned agrees, if this offer is accepted within calendar days (60 calendar days unless a different period SOLICITATION is inserted by the offeror) from the date for receipt of offers specified above, to furnish any or all items upon which prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

Is the standard 60 days provided via the SF33 an appropriate validity period for bidder’s proposal? If not, please provide a plug validity time period.

The Government Contract Writing System (i.e., PD2) will not allow change to this field due to a software issue. As such, Block 12 on SF‐33 cover page (i.e., page one of the RFP) has been changed to reflect 120 calendar days, shown via added language to Section L of the RFP.

23 RFP

Page 57 of 119; Technical Exhibit 3A, Academic and Simulator Instruction

Workload Estimates Table

Total Estimated Contract Instructor Hours table; summary section, the "CWD ‐ 1840" entry

What does the 1840 hours of CWD in the next to last totals field include? There does not appear to be any reference or connection in the RFP documents to account for these additional hours requirements. Please provide additional documentation to present the actual RFP requirements that connect to this 1840 hours

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." The 1840 hours identified in Technical Exhibit 3A is based on a full time person being dedicated to development.

24 RFP

Page 57 of 119; Technical Exhibit 3A, Academic and Simulator Instruction

Workload Estimates Table

Total Estimated Contract Instructor Hours table; top headers section, the "Double

Teach Academic Hours" entry

Request the Government provide a definition and an elaboration on the requirements of the Double Teach Academic Hours. What do the hours in this column support/require?

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." The Double Teach hours are associated with providing the block training again. Please be advised that the total number of classes identified in the workload includes remedial classes and other instances where there is a requirement to present the course again.

25 RFP

Kelly F‐16 Estimated Academic Courseware

Workload

New Student Materials/As Estimated per Year & Revised Student Materials/As

Estimated per Year Tables

At Kelly Annex, are the ICW and VR/AR products new additions or are they a replacement of existing training/CWD products?

The Kelly Annex ICW and VR/AR products will require the offeror/awardee to update existing training/CWD products created by the Government.

26 RFP

Morris ANGB‐Workload

Table

Technical Exhibit 3B Morris ANGB Estimated Workoad Data

Will the government provide a breakdown of events at Tuscon? In the past solicitation for F‐16 WSST the government provided lecture hours and device hours.

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." That being said, Technical Exhibit 3B provides the requested information.

27 RFP PWS Sec 5.2.2.8

The contractor shall provide make‐up and remedial instruction for missed classes or failed examinations

Will the Government provide historical data on how much remediation typically occurs per event or lesson?

This allow offerors to better understand the additional effort required.

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." The total number of classes identified in the estimated workload includes remedial classes.

28 RFP Revised Student Materials

Technical Exhibit 3B Morris ANGB Estimated Workoad Data

Since there are two types of pilots being trained at Tuscon should the total of the revised products be divided in half at Tuscon?

No, the workload estimates and products required at Morris are identified in Technical Exhibit 3B. Once again, consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities."

29 Attach 4 ‐CBA Pg. 22; Section 11.5

A seniority list, updated when changed or requested, will be provided to each Shop Steward and an additional copy will be sent to the Union

Request a sanitized version of this list, at both location, to better estimate the productive hours to more accurately determine staffing and fully burdened rates. Data requested is Senority Date and Employee’s Original Service Date (if different from senority date)

30 Attch 9 ‐DD254 Section 13

The provided DD 254 references 2 attachments in Section 13 that were not included with the form:

PWS_WSSTS_Followon_12Apr21.docx SAP_Addendum_Solicitation_Prime_W9133L 21 C XXXX.pdf ‐ LINE 10F

Request the Government provide the referenced documents.

The RFP is unclassified. However, the DD 254 does have SAP requirements that will be provided to the successful offeror/awardee at the time of award.

31 RFP

Para. 5.2 5.6, 5.9.1, and

5.9.2 (Adjudicated Secret with six‐year scope):

With the implementation of Continuous Evaluation, DoD has changed requirements related to SAP programs and the ‘six‐year scope’ requirement. As such, there are numerous cleared personnel outside the ‘six‐year scope’ that are authorized for SAP. Recommend that all entries of, “Adjudicated Secret with six‐year scope,” be changed to, “Adjudicated Secret and meets requirements for SAP.” ‐ (ref:

CE_Deferment_FAQ_update_June2020.pdf (dcsa.mil))

The DD 254 identifies the security requirements, which the offeror/awardee must comply with throughout the period of performance. You are correct in that DoD has changed this requirement. Once again, all contractors are required to comply with the current security requirements.

32 PWS Pg. 40; Para. 5.10.1.1

"Contractor shall provide a qualified Foreign Disclosure Representative IAW DAFMAN 16‐ 201 section 2.11 and provide proof of training (Deliverable #37)."

DAFMAN 16‐201 section 2 ends at 2.10. Can you please clarify what section this is in accordance with? DAFMAN 16‐201 dated 19 January 2021 addresses 2.12.

Section 2.11 references Foreign Disclosure Representatives.

33 RFP

Section B ‐ Supplies or Services and Prices pg 2‐17

The three primary CLINs ‐ US Air Force Pilot Production, Taiwan FMS Support and International FMS comprise all contractor services to be priced, with each one indicating "In accordance with PWS." However, the PWS is vague in terms of how the non‐instructor labor (Courseware Development, Scheduling, IT support, etc.) is to be distributed across these three CLINs. Can the government provide further detail on the desired allocation of the support activities to these CLINs?

The PWS is consistent with Performance Based Acquisition. To that end, offerors are required to propose their Staffing Approach to meet the requirements of the PWS and the solicitation. Therefore, it is incumbent on the offeror to propose the distribution of its labor across the CLINs consistent with its Staffing Approach. Once again, the Government has provided workload estimates, but as referenced above, "This information provided is for historical background only. It is not a guarantee of workload quantities."

34 PWS 1.4.5.7 22 Is ADLS still the current medium to complete DoD assigned training? ADLS replacement site is called myLearning.

35 PWS 1.4.15 25

PWS 1.4.15 refers to 30‐day Phase In and Phase Out Periods. However, the contract pricing structure does not include a separate 30‐day Phase In period. Can the government clarify whether contractor pricing should allow for a 30‐day Phase In within the base year (i.e., 1 month Phase In and 11 months of performance)?

Yes, the "Phase In" is included within the FFP CLINs identified in the solicitation, and must be priced by the offerors within the identified CLINs.

36 PWS

5.1.4 and Technical Exhibits

3A and 3B 29, 55 and 62

PWS 5.1.4 indicates a ratio of 40% US students and 60% FMS students, but the workload estimates in Technical Exhibits 3A and 3B only show FMS Pilot production at Morris ANGB. Can the government confirm that the 40/60 ratio only applies to Morris ANGB?

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." That being said, Morris is the only site with FMS requirements. Kelly does not have FMS requirements.

37 PWS 5.8.5 and 5.9.1 38

PWS 5.8.5 refers to Instructor Certification letters to be submitted to the COR for each contractor I/SME, and includes "(See Paragraph 5.9.1)." PWS 5.9.1 refers to Datalink & Weapons Director operations at Kelly Annex.

What are the certification requirements for the Weapons Director to provide Blue Force Command and Control during live missions?

5.9.1 reference will be removed and is reserved.

38 PWS 5.11 41

Would the government expand upon the requirements associated with the statement "all aspects" from the following sentence in paragraph 5.11: "Contractor shall coordinate with outside agencies on all aspects of the IMS attendance of a training course."

All aspects refers to International Military Student training to include schedule, progress and grading.

39 PWS Technical Exhibits 3A and 3B 55 and 60 The Variances and Mission Load paragraph for both sites contain reference to a base year of 11 months, but the base year is 12 months in Schedule B and the pricing worksheet. Can the government clarify?

Base year is 12 months. "11" reference is hereby removed from "Variances and Mission Load" paragraphs.

40 PWS Technical Exhibits 3A and 3B 55 and 60

The Additional Support paragraph for both sites contain reference to a "CI/SME Additional Support CLIN" to be used whenever training requirements exceed normal workload, but this CLIN does not appear in Schedule B or the pricing worksheet. Can the government clarify?

Additional support is not part of the scope of the source selection. If a contract modification for short term additional I/SME support is needed it will be an additional CLIN incorporated via contract modification.

41 PWS Technical Exhibit 3B 63 Would the government confirm in the Courseware Development Table that the estimated number of new syllabus requirements is 47?

The reference to 47 was an error. The reference is 4 and has been changed accordingly.

42 RFP Attachment 2 Staffing Table

Columns F and G of the Staffing Table prompt the contractor to provide qualifications, certifications, education and experience levels for each proposed position. Minimum qualification and experience levels for instructors and various support positions were previously called out in the PWS, with new‐hire resumes to be approved by the COR. Is it the government's intention to eliminate government set minimum qualifications and experience in favor of contractor‐defined minimums?

This is a performance based services acquisition, the contractor shall propose the qualifications, certifications, education, and experience levels they feel will meet the requirements and allow for successful operation of the contract. That being said, paragraph 1.4.7 of the PWS identifies minimum qualification requirements for the I/SMEs.

43 RFP

Section B ‐ Supplies or Services and Prices pg 2‐17 CLINS 5004 and 5005 include funding levels that are consistent with a full year values from the previous option periods. Is the intent of the government to fund these CLINS at the full year values from the previous Travel and Parts and Repair cost?

CLINs 5004 and 5005 are 50% of a full year, not a full year. As such, the extended descriptions within Section B CLINs 5004 and 5005, the dollar amounts therein, have been changed to show "not to exceed $30,000" and "not to exceed $50,000" respectively.

44 RFP Attachment 2 Staffing Table

For positions with multiple employees proposed for a single labor category (e.g., Instructor/SME) should each employee be listed separately, or would a single line description with quantity assigned to Prime and/or Sub in the Role column suffice? For example, if 15 I/SMEs are proposed would the government prefer 15 separate line entries, or one I/SME line with an entry in column B such as Prime ‐ 10, Sub ‐ 5 to account for the total staffing planned for that labor category?

One I/SME line with an entry in column B such as Prime ‐ 10, Sub ‐ 5 to account for the total staffing planned for that labor category would be sufficient, as long as the sub and prime define the labor category with the same qualifications, certifications, education, and experience levels. If they differ in those areas, then there would need to be two entries, one for prime and one for subcontractor.

Attachment 2 ‐ Staffing

Table Should the Staffing Table be submitted as a stand‐alone Excel spreadsheet, or can it be pasted into a Word document (as a .jpg) to be submitted as part of the Technical Volume?

Staffing table shall be a PDF.

46 PWS

5.2, 5.4.2, 5.4.3, 5.5, 5.6, 5.7, 5.9.1, 5.9.2, 5.9.3, 5.9.4, 5.9.5, 5.9.6, 5.9.7, 5.10.1, 5.11, 5.12.1 5.12.14

29, 33, 35, 37, 38, Some positions have the clearance requirement listed as "SECRET," while others have it as "Adjudicated SECRET". Is there a difference? Should they all be "Adjudicated SECRET? All personnel must have adjudicated Secret clearances.

Additional program access will be required for the personnel that will have access to SAP data.

47 RFP A2C ‐ last paragraph 110 Are Summary Section and Narrative discussion (A.2.c) excluded from page limits? No, the Summary Section and Narrative Discussion are not excluded from the page limits.

48 RFP

Volume IV ‐ Small Business

Participation Plan

Can you please clarify why a Small Business contractor would need to provide a Small Business Participation Plan when all contractors participating in this solicitation as prime contractors will need to be a small business since this is a 100% Small Business Set‐Aside?

We are operating in accordance with current Army/NGB policy. Moreover, this information will assist in verifying any successful awardee satisfies the Limitations on Subcontracting clause of the solicitation.

49 RFP

Section B, CLINs 0001, 1001, 2001, 3001, 4001, and 5001

2, 5, 8, 11, 14, & 17 of 121 Since Taiwan's FMS support tranisitions into the contract beginning in Aug 2022, should the Quantity be changed to 11 months in the base period?

No, the period of performance for this CLIN should reflect 12 months.

50 RFP Section B, CLIN 0002 2 of 121

Both paragraphs reference the Contractor Training and Certification Plan? These appear to be duplicates.

Also, the TCP is referenced as Deliverable #31 and #33. Which paragraph and deliverable is correct?

The paragraph 5.8.1 deliverable is notification of implementation within 90 days of the start date.

Paragraph 5.8.4 is the actual plan to be submitted within 30 days of implementation.

51 PWS Para 5.8.1 and 5.8.4 39 of 121 Discusses CC, ICL. At end of para there is a reference to Para 5.9.1. Para 5.9.1, though, deals with Datalink and Weapons Director support. Is the reference correct?

Reference was done in error. Reference has been removed.

52 PWS Para 5.8.5 40 of 121 Charts show an entry for Courseware Development Report. However, there is no explanation elsewhere in the PWS for this line item. Was this explanation omitted?

Courseware Development Plan is provided at PWS paragraph 5.3.1.

53 PWS

Technical Exhibit 3A & 3B, Plans, Reports and other Products, Courseware

Development Report line

60 and 64 of 121

Charts show an entry for Master Topic Index Report. However, there is no explanation elsewhere in the PWS for this line item. Was this explanation omitted?

Consistent with the RFP, "This information provided is for historical background only. It is not a guarantee of workload quantities." That being said, the Master Topic Index Report is a simple list of classes taught and has been added as PWS paragraph 2.1.17.

54 PWS Phase‐In /Phase‐Out 1.4.15

What specific documents /files (i.e., courseware ) is the out‐going contractor required to provide the incoming contractor?

Both sites have electronic and hard copy courseware. All are on the military installation to be inventoried and transferred to the new vendor.

55 PWS Phase‐In /Phase‐Out

1.4.15

Who is responsible for inventorying Government Furnished Equipment (GFE)? The current vendor and a government representative are responsible for the initial inventory. New vendor is responsible to inventory before accepting responsibility for any equipment.

56 PWS Phase‐In /Phase‐Out

1.4.15

When will the Gov't provide the incoming contractor a list of incumbent personnel and seniority dates? Pursuant to FAR Part 22, the Government Procuring Contracting Office does not get involved with the administration of the Collective Bargaining Agreement (CBA) as it is an agreement between the Union, labor, and a given contractor.
