3RFPSection L - A.1.b. AND Table 2107 and 109Each volume shall be submitted electronically via DoD SAFE... Each volume shall be clearly labeled with its Title and a copy number (e.g., copy 1 of 5). All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt, etc., and provided on CDs or DVDs. Files shall be in read-only format, using PDF files.
Table 2 states we offerors are to submit only one digital copy via DoD SAFE, but paragraph A.1.b. directions appear to be written for proposals multiple digital and hard copies. We would appreciate clarification on labeling documents with copy numbers when there is only one copy requested. Further, we would like to know if we may submit our documents in their "native format" to DoD SAFE, or must we submit a zipped file using only WinZip software?DRAFT RFP has been revised, and Section L has been updated within the released, formal RFP.

We have submitted other proposals via DoD SAFE that have required us to request a passcode from the Contracting Agency. 5RFPSection L - A.2.c(i) [Volume 1 instructions]111 and 112First paragraph of section (Page 111): Certifications and Representations – Each offeror shall complete (fill-in and signatures) the solicitation sections indicated below using the file (without modification to the file) provided with the RFP. An authorized official of the firm shall sign the SF 33, which includes all of the Sections (Sections B through K) of its offer, all certifications requiring original signature and any solicitation amendments, which shall constitute the original copy of the offeror’s proposal. An Acrobat PDF file shall be created to capture the signatures for submission. This Volume shall identify and explain any exceptions or deviations that the offeror is taking with any of the solicitation terms. Additionally, any assumptions used in the proposal preparation must be also identified and explained.

Last paragraph of section (Page 112): Solicitations, Offer and Award Documents and Certifications/ Representations shall not be addressed separately from that submitted in VOLUME I – SOLICITATIONS, OFFER AND AWARD DOCUMENTS AND CERTIFICATIONS /REPRESENTATIONS.

The instructions for Volume 1 are confusing. Is this volume to be made up of multiple files, or just one (1) file consolidating all the varied requirements listed in the instructions? In paragraph 1, we are told not to modify the 121-page PDF file containing the SF33 and Sections B-K, but in the last paragraph, we are told not to address items separately; yet we are still required to address team member identification, EEO, VETS-4212, Security Clearance, etc. We would really appreciate clarification on the structure and required files for this volume.DRAFT RFP has been revised, and Section L has been updated within the released, formal RFP.
