Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (NOV 2021)

1. The National Guard Bureau (NGB) Directorate of Acquisitions, Operational Contracting Division (AQ-C) hereby issues Request for Proposal (RFP) / solicitation W9133L22R1002 in support of the Army National Guard (ARNG) Chief Surgeon’s Office (CSG) for Centralized Credentialing and Privileging Services.

2. This requirement is being competed in accordance with Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation, as a full and open, unrestricted competition, with no small business set-aside. The Government intends to make an award without conducting discussions; however, it reserves the right to conduct discussions and request supporting pricing information as needed/required.

3. The Government intends to issue a single firm-fixed price (FFP) award for a six-month with four one-year (12-month) options in accordance with FAR 52.217-9, Option to Extend the Term of the contract, for a total of five years 54 months. In addition, the resulting award will include an option for a six-month extension in accordance with FAR 52.217-8, Option to Extend Services.

4. Award shall be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government. All contract line item numbers (CLINs), as provided in the Price Matrix (Attachment 0002), will be evaluated as part of the award decision for this requirement. The Government reserves to make no award, depending on the quality of proposals received, prices submitted, and the availability of funds. An award under this solicitation in no way requires the Government to obligate additional dollars or exercise any options.

5. The Contractor is required to meet all contract performance requirements in accordance with the Performance Work Statement (PWS), Attachment 0001. If the requirements take more staffing than proposed (without a change by the Government), the Contractor is required to provide additional staffing at no increase in price, until all contract performance requirements are satisfactorily met.

6. All efforts shall be performed in accordance with Attachment 0001. The specific portions of the Contractor’s technical proposal that exceed any of the Government’s requirements provided in the Schedule or PWS (including, but not limited to dates, performance, values, and/or any other measurable criteria) are hereby incorporated by reference with the same force and effect as if they were given in full text, and supersede the Government’s threshold requirements that were exceeded and/or the Government’s objective requirements that were met and/or exceed.

Moreover, the Government reserves the right to incorporate any other aspect of the successful offeror’s proposal into the contract at its sole description. Acceptance of the successful Offeror’s proposal does not waive any of the requirements set forth in the resulting contract and corresponding attachments.

7. All documents must be handled in accordance with the markings and restrictions contained on each document. If an Offeror does not receive an award from the RFP, the Offeror agrees to immediately destroy all documents associated with this solicitation. In addition, the Offeror must notify any and all subcontractors and/or affiliates provided this information for the purposes of proposal development to do the same.

8. All communications regarding this RFP shall be in writing and shall start at the lowest level (the Contract Specialist); the points of contact (POCs) are as follows:
