About this file
This Description of Requirements (DOR) outlines specifications for a fast scanning mirror needed by the Army Corps of Engineers' Geospatial Research Laboratory (GRL) for integration into a high-altitude airborne lidar sensor. The required mirror must be 6"/150mm round, weigh less than 1 lb, have 1064nm optimized wavelength reflectance, and maintain thermal stability from 0°C to 50°C and mechanical stability down to 1/20th of an ATM. Additional specifications include λ/10 wavefront quality and specific stiffness >100 E/ρ.
The procurement will use a lowest price technically acceptable selection approach, with delivery required within 16-24 weeks after order receipt. Delivery will be to USACE ERDC GRL in Alexandria, VA, with George Mitchell (703-795-1010) serving as the POC. The vendor must provide warranty and support coverage for system malfunctions, with electronic invoicing required after equipment acceptance. The mirror will support GRL's ELS3D program research activities involving high-altitude airborne lidar payloads.

Description of Requirements (DOR):
Fast Scanning Mirror Author: Joshua Parker Report Date: 16 January 2025 Organization: Geospatial Research Laboratory, ERDC, USACE Report Title: Procurement of Fast Scanning Mirror
REQUIREMENT
The Geospatial Research Laboratory (GRL) requires a fast scanning mirror for integration into a high-altitude airborne lidar sensor. The mirror will be operated in an extreme environment, and must be able to operate successfully within the environmental constraints and performance requirements as described in Table 1. These performance requirements are derived from modeling of the atmospheric conditions that will be encountered by the device.
GRL performs investigations of imaging lidar for geospatial applications. These research activities include development of high-altitude airborne lidar payloads as part of the ELS3D program. GRL will integrate this mirror into a lidar sensor that will be flown in a high-altitude payload.
System Requirements (Table 1): Table 1 entitled “System Requirements” provides the key specifications we are seeking to satisfy.
Selection Process: The lowest cost technically acceptable approach will be used to select the bid recommended for award. Technical experts at GRL will review each quote offered to GRL in response to this solicitation. To be considered, the vendor’s quote must show that the product will meet and deliver all the specifications in Table 1. Quotes that are ambiguous or are missing required information may not be considered.
