REQUIREMENT
The Geospatial Research Laboratory (GRL) requires a fast-scanning mirror for integration into a high-altitude airborne lidar sensor. The mirror will be operated in an extreme environment and must be able to operate successfully within the environmental constraints and performance requirements as described in Table 1. These performance requirements are derived from modeling of the atmospheric conditions that will be encountered by the device.
GRL performs investigations of imaging lidar for geospatial applications. These research activities include development of high-altitude airborne lidar payloads as part of the ELS3D program. GRL will integrate this mirror into a lidar sensor that will be flown in a high-altitude payload.
System Requirements (Table 1): Table 1 entitled “System Requirements” provides the key specifications we are seeking to satisfy.
Selection Process: The lowest cost technically acceptable approach will be used to select the bid recommended for award. Technical experts at GRL will review each quote offered to GRL in response to this solicitation. To be considered, the vendor’s quote must show that the product will meet and deliver all the specifications in Table 1. Quotes that are ambiguous or are missing required information may not be considered.

Equipment Warranty: The vendor is requested to provide information explaining their equipment warranty and support policies to cover system problems or malfunctions inherent to the system. Equipment that fails to perform as described may be returned to the vendor for inspection or troubleshooting; the vendor shall address all equipment malfunctions inherent to the system that are discovered during acceptance testing and during any warranty period.
Delivery Details: For shipping, the laser will be shipped to USACE ERDC GRL, ATTN: George Mitchell 703-795-1010, 7701 Telegraph Road, Alexandria, VA 22315.
The delivery POC is George Mitchell, phone 703-795-1010, email george.p.mitchell@usace.army.mil. ***PLEASE NOTE*** Delivery will be made on a military installation and delivery driver may have to have cursory background check done at the gate to gain access. Delivery required 16-24 weeks upon receipt of order.
Invoicing: ERDC GRL requires that the vendor electronically deliver the invoice for the entire contract to the government POCs listed in the contract after ERDC GRL has received, inspected, and accepted the equipment delivery.
