About this file

The document is a Questions and Answers (Q&A) file for a U.S. Army Engineer Research and Development Center (ERDC) solicitation for a compact, stand-alone X-ray diffraction (XRD) system. The solicitation (W9132T25QA004) is a small business set-aside opportunity seeking a XRD system with specific technical requirements, including a sample magazine with over 20 sample positions, compatible specimen holders (51.5 mm or 40 mm diameters), and software capabilities for phase identification, quantitative analysis, and crystal structure analysis.

Key details include an extended offer due date of August 25, 2025, and clarifications that the original specifications have been amended to be more flexible. The procurement does not include training or a service contract, and the vendor must provide their own computer. Vendors are expected to submit a technical description with product literature demonstrating compliance with solicitation requirements. Responses should be submitted via email to CERL-CT-QUOTES@usace.army.mil, with telephone responses not being accepted.

Yes, this is a small business set-aside

1. Will a due date extension be provided if clarification response is delayed?

Yes, the solicitation has been extended and now closes on 25 August 2025

1. A vendor brand of the XRD detector is described, is this intended to be a lockout specification or is alternative system acceptable?

That was not the intention. Amendment 1 includes a description of requirement revision that was done to make the requirement more open.

1. LYNXEYE XE, what is the minimal EV required for energy discrimination?

We are not restricted to LYNXEYE XE detector. That specification is no longer listed in the amended description of requirement.

1. Calcium Channel – is a standalone EDXRF in place of a Calcium Channel an acceptable alternative to the Calcium Channel? More versatility.

Yes, that would satisfy the amended description of requirement.

1. Sample magazine. What is daily sample volume? Is an adapter to load 40mm holders into a 51.5mm holder acceptable?

Daily sample volume varies. The amended description of requirement specifies that the sample magazine should have more than 20 sample positions for easy operation. Specimen holders should have industry standard diameters of 51.5 mm (2’’) or 40 mm (1.6‘’). An adapter is acceptable.

1. Automation interface, please describe. Is this for automatic data evaluation or for an automated sample preparation/loading system?

Automation interface for an automated sample preparation.

1. Computer. Will COE provide a computer or supplier?

No (refer to amended description of requirement)

1. Software. Please describe all software and libraries that are required for data evaluation, such as Search Match, Rietveld Refinement, libraries, etc.

Software should perform phase identification, quantitative analysis, crystal structure analysis.

1. Is a robot-based sample changing system an acceptable configuration?

No.

1. Training. Please describe training expectations.

Not applicable. This procurement does not include a training component

1. Service Contract. Please describe expectations.

Not applicable. This procurement does not include a service contract component.
