About this file
This is Amendment 0003 to solicitation W912WJ26QA175, issued by the U.S. Army Corps of Engineers, New England District on September 30, 2026. The amendment provides responses to industry questions regarding First Aid/CPR staffing requirements, monthly pricing deductions for cancelled services, and payment terms for the seven-month period of performance.
Regarding staffing requirements, the Government clarifies that personnel employed by a named, qualified sanitation subcontractor may satisfy First Aid/CPR certification requirements when documented in a signed teaming arrangement and refers offerors to the solicitation survey for additional detail. For monthly pricing deductions, the Government specifies that there is no fixed calculation formula; instead, total payment for cancelled or unperformed services will be based on the percentage of monthly services actually completed. Regarding compensation structure, the Government confirms that the seven-month period of performance is anticipated to result in payment for six full months of portable toilet services plus a partial month, with compensation based only on actual work completed. The solicitation closing date remains October 7, 2026 at 2:00 PM Eastern. All other terms and conditions of the original solicitation remain unchanged.

REQUEST FOR INFORMATION:
Question 37: First Aid/CPR staffing: Amendment 0002 states that for a shift with multiple employees at least two must hold First Aid and CPR certification, and a lone worker must hold First Aid certification and have an effective way to call for help. The survey indicates subcontractor certificates may be considered when a suitable signed teaming arrangement is provided. May personnel employed by a named, qualified sanitation subcontractor and assigned to the contract's field crew satisfy these First Aid/CPR staffing requirements when documented in a signed teaming arrangement?
Response 37: Refer to the solicitation survey.
Question 38: Monthly-price deductions: Amendment 0002 requires fixed monthly pricing for routine service, but states that canceled services reduce the monthly billable amount without specifying the calculation. Please provide the formula the Government will use for deductions when one or more scheduled visits are canceled (for example, whether the deduction is a pro-rata amount based on scheduled service visits in that month).
Response 38: There is no specified calculation. In general, for cancelled or unperformed services, the total payment will be based on the percentage of monthly services actually completed.
Question 39: Will the contractor be paid for seven full monthly periods, or should offerors anticipate six full months plus a prorated partial month? In other words, does the seven-month quantity represent billable months or calendar months from award?
Response 39: As the awarded Contractor is required to provide submittals, submittals are to be approved prior to the delivery of portable toilets, and the period of performance is seven months
W912WJ26QA1750003
from contract award, it is anticipated that the total payment will be based on six (6) full months of portable toilet services and a partial month of portable toilet services. The Government only pays for actual work completed.
