About this file
This is Standard Form 30 Amendment 0002 to solicitation W912WJ26QA175, issued by the U.S. Army Corps of Engineers, New England Division, on September 29, 2026. The amendment provides responses to 24 industry questions (Questions 13-36) regarding a portable sanitation services contract and establishes a deadline of September 30, 2026 at 2:00 PM Eastern for submission of additional questions. The solicitation closing date remains October 7, 2026 at 2:00 PM Eastern. The contract involves cleaning and maintenance of portable toilets at three Cape Cod Canal locations (Sites A, B, and D), with service required three times weekly (Monday, Wednesday, Friday) for seven months. The Government will accept subcontractor performance through named small-business teaming arrangements, with the prime contractor retaining full responsibility for contract management, oversight, and coordination. Cancelled or rescheduled services will result in proportional billing adjustments based on actual services rendered; site visits are optional but failure to visit will not support post-award modification requests. Period of performance begins on the contract award date, with billing commencing one month after unit delivery and on-site placement. Personnel must comply with EM 385-1-1 safety standards, with minimum First Aid and CPR certifications required (at least two certified employees per shift or one certified employee with emergency communication capability for solo work). The solicitation is a total small business set-aside subject to FAR 52.219-6, with DFARS cybersecurity clauses 252.204-7012, -7019, and -7020 incorporated but no CMMC assessment required. Invoices shall be submitted via email to the Technical Point of Contact; personnel access requires only completion of security requirements without PIV credentials.

Solicitation/Contract Form
The following changes have been made:
Miscellaneous text in this section has been added to:
REQUEST FOR INFORMATION
Question 13: The Solicitation Survey allows a named subcontractor with a signed teaming arrangement. May the prime designate qualified employees of that named first-tier small-business subcontractor as its authorized on-site project manager and quality-control representatives for the pre-work conference and field service, while the prime retains full responsibility for contract management, oversight, quality, communications, and invoicing? Or must the prime's own employees perform any particular on-site service or attend the conference in person?
Response 13: Reference the Performance Work Statement. The Project Manager and Quality Control Personnel shall have the authority to act of behalf of the Contractor. A subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.
W912WJ26QA1750002
Question 14: Emergency cleaning (Item 3): What response time is required after the Government requests an emergency cleaning (for example, same day or within 24 hours)? Who will place the request, and by what method (phone or email)?
Response 14: Refer to response 5. The TPOC will notify the contractor by phone or email as needed.
Question 15: Service frequency: The PWS (Section II.1.b.i) requires service three times per week (Monday, Wednesday, Friday). The Bid Schedule describes 12 services per toilet per month (36 per month for three toilets). In months with 13 or 14 Monday/Wednesday/Friday dates, which governs? How should a Federal holiday that falls on a service day be handled?
Response 15: Refer to response 1 included in a previous amendment. Cleaning service dates that fall on a holiday will be allowed to occur on the date immediately following or proceeding the holiday or will not be performed at all. Payment will not be made for services that are not rendered.
Question 16: Closures and payment: PWS Sections I.8 and I.9 allow the Government to close areas and cancel service, and Section I.10 states payment is for actual services performed at the contract unit price. Since Items 1 and 2 are priced per month, will a cancelled service reduce the monthly price? If so, at what per-service rate?
Response 16: A cancelled service will reduce the monthly billable amount resulting in either partial payment, full monthly payment, or no payment depending on when the cancellation occurs. Return to service dates will be coordinated on either a partial mid-month date or beginning of the month date.
Question 17: Weather removal: PWS Section I.9 states the contractor may be required to remove equipment before significant weather events. Is removal and re-delivery included in the monthly unit price, or compensated separately? Approximately how many removal events should offerors anticipate?
Response 17: The contractor accepts financial responsibility for any costs inquired as a result of removing units as requested by the TPOC for a significant weather event. Furthermore, the contract additional assumes the responsibility for damages to personal, private, or federal property that occur as a result of failure to remove contractors equipment from federal property as requested.
Question 18: Period of performance: Does the seven-month period begin on the date of award, or on delivery of the units after the pre-work conference? Is there a required delivery date for the units? Will a partial first or last month be prorated?
Response 18: Period of performance will begin effective on the date of contract award. Billing shall commence after portable toilets have been delivered and been on site for one month. The required delivery date is dependent on approval of the Contractor to commence work by the Government and conduct of the pre-work conference. As such, the Contractor may be required to submit a partial invoice for the last month.
Question 19: Invoicing: PWS Section I.10 directs monthly invoices by email to the Technical Point of Contact, while Section G incorporates DFARS 252.232-7006 (Wide Area WorkFlow) with the routing data table left blank. Which method governs? If WAWF, please provide the document type and DoDAAC routing data.
Response 19: Invoices shall be sent to the Technical Point of Contact. The routing information is intentionally left blank in 252.232-7006 as there is no requirement to use WAWF.
Question 20: Personnel access: FAR 52.204-9 (Personal Identity Verification of Contractor Personnel) is incorporated. Will service personnel need PIV credentials, or are the personnel list (PWS I.5.a), the gate keys (PWS I.8), and the Section H antiterrorism and suspicious activity reporting training sufficient for access to Sites A, B and D?
Response 20: PIV credentials will not be issued by the Government for this contract. Personnel list and completion of security requirements are sufficient.
Question 21: Spill Prevention Plan (PWS II.2): Is there a required format or governing standard for the Spill Prevention Plan, and how many days after award is it due?
Response 21: Refer to response 7 .included in a previous amendment
Question 22: Questions and answers: Is there a deadline for questions, and will answers be posted as an amendment on SAM.gov?
Response 22: The deadline for questions is now established as Wednesday September 30, 2026 at 2:00 PM Eastern. All responses are provided via amendment. Amendments are posted to SAM.
gov.
Question 23: Could you please confirm whether a site visit is optional or required for quotation eligibility?
Response 23: Site visits are not mandatory, however, failure to conduct a site visit will not be grounds for a modification for perceived additional work caused by unfamiliarity with site conditions and requirements post award.
Question 24: Must proof of insurance be submitted with the quotation, or only by the apparent awardee after award?
Response 24: Proof of insurance is not required by the solicitation.
Question 25: Must licenses, permits, or waste-disposal documentation be included with the quotation, or may they be provided after award?
Response 25: Refer to the solicitation survey for additional information. Permits and waste-disposal documentation, such as the SPP, do not need to be included with the quotation.
Question 26: May the prime contractor submit a quotation using a qualified local portable-sanitation company as its subcontractor?
Response 26: Refer to the solicitation survey and sections L and M of the solicitation for additional information. Yes, a prime may submit a quotation with the intent of using a qualified local portable-sanitation company as its subcontractor.
Question 27: If so, are any subcontractor capability statements, licenses, or other technical documents required with the quotation?
Response 27: Refer to the solicitation survey and sections L and M of the solicitation.
Question 28: Block 27a lists FAR 52.212-3 and 52.212-5, but neither appears in the document.
Are they part of this solicitation? Also, does FAR 52.219-14 (Limitations on Subcontracting) apply?
Response 28: Block 27a lists FAR 52.212-1, 52.212-4, FAR 52.212-3 and FAR 52.212-5. The Revolutionary FAR Overhaul has removed FAR 52.212-3 and 52.212-5; therefore they are not included; however, FAR 52.212-1 and 52.212-4 are included. FAR 52.219-14 is not applicable to this solicitation.
Question 29: Is an insurance certificate or any minimum coverage required with the quote or at award?
Response 29: Refer to response 24.
Question 30: What start date do you expect, and will the three sites (A, B and D) be accessible through winter? Can the pre-work conference be held by phone or video?
Response 30: Refer to response 3 for anticipated start date. Cape Cod Canal field personnel maintain access to the units through the winter. If units are not accessible, the contractor shall immediately notify the Technical Point of Contact. The pre-work shall be held at a time and location agreeable to the Government and Contractor, this may include via phone or virtually.
Question 31: Amendment 0001 references insurance certificates as a post-award submittal. Could you please confirm the required insurance types/limits and any certificate-holder or additional-insured requirements?
Response 31: The response to Question 10 in amendment 0001 is hereby clarified. Beyond the Spill Prevention Plan and training as required by Section H, no other submittals are required. Reference response 24.
Question 32: The Solicitation Survey identifies First Aid/CPR as applicable. Could you please confirm whether certification is required for all onsite service personnel or only a designated employee/supervisor, and when it must be in place?
Response 32: All work shall be completed in accordance with EM 385-1-1. For shifts with multiple employees, provide at least two employees that are certified to administer First Aid and CPR.
When employees work alone, they must be certified in First Aid and be provided an effective means of communication to call for assistance in the event of an emergency. Minimum First Aid and CPR qualifications are outlined in EM 385-1-1, Chapter 3-3.
Question 33: The RFQ incorporates 52.219-6 (February 2026) but does not list 52.219-14. Please identify any applicable subcontracting limitation, its exact clause/deviation, calculation base and compliance period. May a named small-business field subcontractor supported by a signed teaming confirmation perform the field services, and how are its employees and any lower-tier work treated?
Response 33: Clause 52.219-6 is included as the acquisition is a total small business set-aside. Clause 52.219-14 is not applicable.
Question 34: Will performance involve covered defense information or a contractor information system subject to DFARS 252.204-7012/7019/7020? Please identify any assessment or submission required before award for this field-service scope.
Response 34: Clauses 252.204-7012, -7019, and -7020 are required to be included in the solicitation. Clause 052.204-7021 is not included, therefore, no CMMC level or assessment is required.
Question 35: Amendment 0001 Q4 describes approximately 40-gallon accessible tanks. Is a 33-gallon tank acceptable in an otherwise compliant ADA unit, or should a different model be supplied?
Response 35: The requirement is for approximately 40 gallon tanks. The requirement does not include an exact tank size.
Question 36: Amendment 0001 Q3 says the start date is not yet available. Is there any update on award-to-start timing or permitted mobilization?
Response 36: No, the response remains the same.
