About this file
This is Standard Form 30 Amendment No. 0003 to solicitation W912WJ26QA171 issued by the U.S. Army Corps of Engineers, New England District (W2SD ENDIST), Concord, Massachusetts. The amendment was issued on October 9, 2026, with an effective date of October 8, 2026, and addresses industry questions regarding a snow-removal project.
The amendment provides clarifications on five key topics: (1) bid schedule item categorization for snowfall amounts, specifying that storms of exactly 12 inches fall under Bid Schedule Item #2 (6-12 inches) and storms of exactly 24 inches fall under Bid Schedule Item #3 (12-24 inches); (2) certification requirements, confirming that only certifications marked with an "x" in the solicitation survey are mandatory; (3) personnel qualification, clarifying that a single qualified employee may serve as both Quality Control representative and Level 3 Site Safety and Health Officer if meeting all requirements; (4) snow disposal scope, confirming that snow will be relocated on-site only with no off-site hauling required and that costs should be included in the fixed price; and (5) plowing response time, establishing that upon TPOC notification, the contractor must commence plowing within two hours maximum after the request if a storm reaches the 2-inch plowing threshold. The solicitation closing date remains October 13, 2026, at 2:00 PM Eastern, with all other terms and conditions unchanged. Contracting Officer Jennifer Samela issued this amendment.
