About this file

This is Amendment 0002 to a solicitation (W912WJ26QA171) issued by the U.S. Army Corps of Engineers, New England District, for snow removal services at Conant Brook Dam in Monson, Massachusetts. The amendment, effective October 6, 2026, provides responses to eleven industry questions and revises the Performance Work Statement. A deadline of October 8, 2026 at 2:00 PM Eastern has been established for submission of additional questions, with the solicitation closing remaining October 13, 2026 at 2:00 PM Eastern. All other terms and conditions remain unchanged.

The revised Performance Work Statement requires contractors to provide snow plowing and removal services from contract award through April 30, 2027. Snow plowing is required after accumulation of two inches or more, with services performed during normal business hours, weekends, holidays, and after-hours during storm events. Snow removal occurs only at the Technical Point of Contact's request when accumulated snow exceeds 24 inches or restricts travel lanes, and must be completed within 24 hours of notification. The service location covers approximately 34,000 square feet at the entrance and 1,600-foot access road. Snowfall measurements will be determined by the National Weather Service at the East Brimfield Lake Project Office in Fiskdale, Massachusetts. Key requirements include: submission of pre-work documents within 14 days of award (Accident Prevention Plan, Activity Hazard Analysis, SSHO Designation Letter, and First Aid/CPR certificates); employment of a Level 3 Site Safety and Health Officer; maintenance of minimum 16-foot roadway width; daily 7:00 AM accessibility; sufficient equipment for heavy snow loads; and monthly invoicing with payment based on actual services performed. The contract is a total small business set-aside; FAR 52.219-14 does not apply. Contractor personnel providing project management and quality control must attend the mandatory in-person pre-work conference, though subcontractor field personnel may be utilized under prime contractor oversight.

REQUEST FOR INFORMATION:

Question 1: The Performance Work Statement requires a Level 3 Site Safety and Health Officer (SSHO). May the required SSHO be a qualified employee of an identified subcontractor performing the field work, provided the prime contractor retains overall contractual and safety responsibility?

Response 1: A subcontractor would need to meet the requirements of the position and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.

Question 2: For Bid Schedule Item 5, "Snow Removal (On-Call)," please clarify what constitutes one billable "Each" event. Is the contractor expected to provide a single fixed price covering all labor and equipment necessary to complete each Government-requested snow removal event, regardless of hours or volume of snow removed?

Response 2: Snow Removal, 1 Each, shall be a firm fixed-price regardless of hours or volume of snow removed for completion of the task in accordance with the Performance Work Statement, B.

Technical Requirements, 6. b. Snow Removal.

Question 3: The Performance Work Statements state that the Contractor's Project Manager and Quality Control Personnel shall be physically present at the Pre-Work Conference. We plan to perform with a local subcontractor under a teaming arrangement. Our question: Would the Government accept the Project Manager attending the Pre-Work Conference virtually (phone /video), with the subcontractor's on-site supervisor attending in person as the Contractor's designated Quality Control representative?

W912WJ26QA1710002

Response 3: Attendance at the pre-work conference shall be in person only. Reference the Performance Work Statement. The Project Manager and Quality Control Personnel shall have the authority to act of behalf of the Contractor. A subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.

Question 4: May relevant subcontractor past performance, equipment and personnel be included to satisfy the mandatory solicitation survey and technical evaluation?

Response 4: The solicitation survey states when subcontractor past performance, etc. may be included.

Question 5: The survey requests key prime personnel "not subcontractor." Must the prime maintain its own on-site snow-removal personnel, or may prime personnel provide project management and quality control while the subcontractor supplies operators and equipment?

Response 5: The solicitation survey requests information on the prime contractor (vendors) key personnel. The prime can utilize a subcontractor, however, the solicitation survey is not only requesting information on the subcontractor, it is requesting information from the prime contractor. The prime may provide project management and quality control while the subcontractor supplies operators and equipment.

Question 6: Does FAR 52.219-14 apply, and if so, may a similarly situated small-business subcontractor's performance be counted toward compliance?

Response 6: As a total small business set-aside, 52.219-14 is not applicable and therefore not included in the solicitation.

Question 7: Application of Deicing / Anti-Icing Materials (Salt/Sand): Performance Work Statement (PWS) Sections B.1 and B.6 outline requirements for snow plowing and snow removal, but do not explicitly address the application of chemical deicers, salt, or sand/abrasives on the entrance area and access road. Could the Government clarify whether deicing/sanding is required or permitted under this contract? If required, should the cost of deicing materials be included within the per-event snow plowing CLINs (CLINs 1-4) or will a separate CLIN be added?

Response 7: Application of sand/salt is not included in this requirement.

Question 8: Reconciliation of NWS Weather Station vs. On-Site Snowfall Measurement: PWS Section B.6.c.v specifies that snowfall totals will be determined by the National Weather Service (NWS) Weather Forecast Office in Boston/Taunton, MA. Given the geographical distance (~70 miles) between Boston/Taunton and Monson, MA, localized snowfall accumulations at Conant Brook Dam may differ significantly from regional reporting. How will USACE reconcile instances where on-site accumulation reaches or exceeds the mandatory 2-inch plowing trigger, but official NWS reported totals reflect a different depth category?

Response 8: Refer to the revised Performance Work Statement. Snowfall totals will be determined based on measurement at the East Brimfield Lake Project Office, Fiskdale, MA.

Question 9: Mobilization Response Window for On-Call Snow Removal (CLIN 5): PWS Section B.

6.b states that CLIN 5 (Snow Removal - On-Call) will occur at the request of the Technical Point of Contact (TPOC) when accumulated snow exceeds 24 inches or restricts travel lanes. What is the Government's required mobilization and response timeframe from the receipt of the TPOC's directive to the commencement of heavy snow relocation equipment on site?

Response 9: Services shall be completed within 24 hours of notification that the snow removal, on call, task is required.

Question 10: Off-Hours Site Access and Gate Operations: PWS Section B.4 notes that the Contractor will be issued a project access key and must lock/unlock gates and utilize warming devices to thaw frozen padlocks when necessary. Will USACE personnel be present on site during overnight, weekend, or holiday storm events, or is the Contractor required to maintain sole responsibility for gate security and lock management outside normal operating hours?

Response 10: The Contractor is solely responsible for gate security and lock management at all times, not only during overnight, weekend, or holiday storm events. If the Contractor opens a gate, then they shall be responsible for closing the gate, etc. unless directed otherwise by on-site project personnel present at the time.

Question 11: Designation of Level 3 Site Safety and Health Officer (SSHO): PWS Section A.5.d mandates a Level 3 SSHO designated on ENG Form 6282 to oversee safety implementation on site. In a Prime-Subcontractor relationship, does the Government permit an experienced and qualified Subcontractor Site Supervisor/Lead Operator to be designated as the Level 3 SSHO via ENG Form 6282, provided they satisfy all EM 385-1-1 Chapter 2 competency and training requirements?

Response 11: See response 1 above.

Question 12: Designated Snow Storage Boundaries Prior to Heavy Relocation: PWS Section B.6.

a.iii requires pushing back snowbanks to maintain a minimum 16-foot clear roadway width along the 1,600-foot access road. Are there specific pre-approved snow dumping or stacking zones on government property along the shoulder area, or must all snow exceeding physical shoulder capacity immediately trigger a CLIN 5 heavy removal call?

Response 12: Review the Performance Work Statement. The Contractor shall have sufficient equipment that meets the minimum requirements as stated. The Contractor is responsible for effectively plowing to maintain minimum roadways. Failure to do so does not trigger the snow removal, on call, task for clearing shoulders. The snow removal task shall only be performed upon request from the TPOC.
