About this file
This is Amendment 0003 to solicitation W912WJ26QA168, issued by the U.S. Army Corps of Engineers (USACE) New England District on October 7, 2026. The amendment provides responses to industry questions regarding snow removal and sanding services at the Hopkinton facility. The solicitation closing date remains October 13, 2026 at 2:00 PM Eastern, and all other terms and conditions remain unchanged.
The amendment addresses ten questions and responses covering operational and administrative requirements. Key clarifications include: dispatch authorization for sanding and salting operations under CLIN 0003 will be issued via written or verbal notification with expectation of same-day service; pre-work conference attendance by the Prime Contractor's Project Manager and Quality Control personnel must be in person only; snow storage is limited to the East side of the Hopkinton Main Lot with no secondary storage location designated, though USACE will manage snowbank pushback if necessary; unescorted site access is available prior to 6:00 AM for crew dispatch; gate keys will be provided at the pre-work meeting; subcontractor personnel may be designated as Project Manager, Quality Control Personnel, or Level 3 Site Safety and Health Officer if qualified; prime contractors should list only their own management staff in survey questions 5-6, with subcontractor personnel listed in questions 8-9; no minimum insurance coverage requirements are specified; payment is based strictly on services performed with no guaranteed minimum services; and contractors are not responsible for snow removal prior to approval and acceptance of all pre-work submittals, with no specific anticipated award date established.

REQUEST FOR INFORMATION:
QUESTION 1: PWS Part 4.4.c states that sanding and salting operations under CLIN 0003 are performed on an as-needed basis upon Government authorization. Could the Government clarify whether dispatch authorization will be issued via written directive or verbal notification, and what the required response time window is following notification?
RESPONSE 1: The Government will communicate with either written or verbal notification, with the expectation that sanding will occur on the same day that the storm occurrs.
QUESTION 2: PWS Section C.8 requires the Prime Contractor's Project Manager and Quality Control personnel to attend the Pre-Work Conference. Is virtual/remote attendance permissible for Prime Contractor corporate management alongside on-site subcontractor field leadership?
RESPONSE 2: Per section I.8. Pre-Work Conference, "The Contractor's Project Manager and Quality Control Personnel shall be physically present at this meeting." Attendance at the pre-work conference shall be in person only. If the Prime Contractor designates subcontractor personnel as the Project Manager and Quality Control Personnel to act on behalf of the Prime Contractor and attend the meeting physically, the subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.
QUESTION 3: PWS Part 4.4.a and Exhibit A specify that snow from the Hopkinton Main Lot must be stored on the East side to prevent blocking the West side drainage area. In the event of severe, cumulative winter storms exceeding primary storage capacity, where is the designated secondary snow disposal location?
RESPONSE 3: There is no secondary snow storage. If deemed necessary, USACE staff will push back snowbanks as needed to make room.

QUESTION 4: PWS Part 1.8 and 1.11 outline site access and key custody protocols. Will gate keys be issued during the Pre-Work Conference, and is 24/7 unescorted site access guaranteed to enable crew dispatch prior to the mandatory 6:00 AM opening deadline?
RESPONSE 4: Keys will be provided at the prework meeting. Unescorted access is available prior to 6am for a 6am opening deadline.
QUESTION 5: Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
RESPONSE 5: Please refer to section II.2. Submittals, of the solicitation for a list of the required pre-work submittals.
QUESTION 6: PWS I.6.d states the Contractor shall "employ" a Level 3 SSHO who is present at the site. Consistent with Amendment 0002, Response 2 (subcontractor personnel designated as PM and QC), may the prime likewise designate a qualified employee of its teamed subcontractor as the SSHO on ENG Form 6282?
RESPONSE 6: Yes, as long as the designated subcontractor employee meets the requirements of a Level 3 SSHO.
QUESTION 7: Solicitation Survey Questions 5-6 ask for the prime's own key personnel, not subcontractor staff. If the prime provides management and oversight and a teamed subcontractor provides the field crews, should the prime list only its own management staff in Q5-6, and the subcontractor's crew in Q8-9 with the teaming letter?
RESPONSE 7: As stated on the survey, only prime personnel available for this project should be listed in Question #5. Contractors are permitted to list subcontractor personnel in Questions #8-#9.
QUESTION 8: What minimum insurance coverage (general liability, automobile, workers' compensation) will the awardee be required to carry?
RESPONSE 8: There are no insurance coverage requirements included.
QUESTION 9: Is there a minimum guaranteed number of services or minimum payment if the season's snowfall is light, or will payment be strictly per completed service?
RESPONSE 9: There is no minimum guaranteed number of services. Payment will be made based on services performed.
QUESTION 10: What is the anticipated award date? If a storm occurs after award but before the pre-work submittals are accepted, how will the Government handle snow removal for that event?
RESPONSE 10: There is no specific anticipated award date. The Contractor is not responsible for performing snow removal services prior to the approval and acceptance of all pre-work submittals.
