About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract (Amendment 0004) issued by W2SD ENDIST New England, a U.S. Army contracting division located in Concord, Massachusetts. The amendment is effective as of 10 September 2026, extends the solicitation receipt deadline, and does not require contractor signature for acknowledgment.

The amendment addresses a Request for Information regarding procurement of a pre-engineered pavilion kit with delivery and unloading services. Key specification changes include: extension of the delivery period from 90 days to 210 days to permit spring delivery and allow for laminated beam production; confirmation that a tractor trailer can access and turn around at the site; requirement that all offloaded materials be tarped and secured; specification that roof decking shall be either 2" x 6" or 2" x 8" #1 grade tongue and groove southern yellow pine; confirmation that the roof design is a gable roof with a 3:12 pitch (rejecting a proposed 6:12 pitch); clarification that the procurement covers only supply, delivery, and unloading with no installation labor required; specification of tan/light brown shingle color; and confirmation that base shoes/connections are separate from concrete piers/footings, with the contractor responsible only for providing the shoes and installation drawings. The contractor must supply all materials specified in the Supply Requirement, including roofing materials, and the pavilion must meet specified wind and snow load requirements per manufacturer recommendations.

REQUEST FOR INFORMATION:

Question 1: Unless the laminated beams are a stock item, production can be up to six (6) months, yet the period of performance is only 90 days. Can this be extended? You only have 90 days?

Response 1: The pavilion is to be provided as a pre-engineered kit with all items included. The Government will extend the delivery date to 210 days. This also permits delivery in the spring rather than during the winter when access to the area may be restricted. The delivery will be edited in the Supply Requirement.

Question 2. Is there room for a tractor trailer to turn around at the site?

Response 2: Yes, there is room for a tractor trailer to turn at the site.

Question 3. Do you want the other materials covered onsite as well?

Response 3: Yes, all materials shall be tarped and secured once offloaded.

Question 4: Is there a note/expectation of total number of posts for the pavilion?

Response 4: The number of posts shall be per the pre-engineered drawings to meet the specifications for wind and snow load as required by the supply requirement.

Question 5: Is 2" x 6" tongue and groove roof decking acceptable in addition to 2" x 8" tongue and groove roof decking?

W912WJ26QA1600004

Response 5: Yes, either 2" x 6" or 2" x 8" #1 grade tongue and groove, southern yellow pine is acceptable for the roof decking. The Supply Requirement will be revised.

Question 6: Is the roof to be a gable roof or a hip roof?

Response 6: The roof is to be a gable roof.

Question 7: Is there an existing concrete slab that this structure will be put on?

Response 7: There is currently no existing slab. The Government intends to procure the pre-engineered pavilion kit and all associated components, and then pursue installation (with a concrete slab) in accordance with manufacturer recommendations and instructions.

Response 8: If there is no existing slab, are you pouring a new slab?

Response 8: See response #6 above. The future intent is to install the pavilion on a new slab.

Question 9: Attaching the posts only to the top of the concrete will cause the structure to fail and fall over. Is this the intent?

Response 9: See response #6 above. The intent is to install the pavilion in accordance with the manufacturer's recommendations and installation instructions, however, installation is not a requirement of this procurement.

Question 10: If a slab exists, is the intent to cut the slab so posts are set in the ground and then repour concrete around them?

Response 10: See responses above.

Question 11: Would Eastern White Pine be acceptable in place of the specified Southern Pine /Southern Yellow Pine for the pavilion structure?

Response 11: No, Eastern White Pine is not acceptable. All wood products, laminated beams, etc.

shall be as specified in the Supply Requirement.

Question 12: Please confirm whether the pavilion supplier is required to provide the roofing materials?

Response 12: Quotes shall include all materials as stated in the Supply Requirement. The awarded Contractor is responsible for supplying the pre-engineered pavilion kit and all materials as specified in the solicitation. See revised Supply Requirement.

Question 13: Is installation labor required? Or if the requirement is supply, delivery, and unloading only, is installation not required?

Response 13: This procurement is only for the supply, delivery, and unloading of a pre-engineered pavilion kit and components in accordance with the Supply Requirement. See responses above.

Question 14: For the roofing materials, can you confirm exactly what the items the Government wants included with the pavilion kit, and is there a required shingle color?

Response 14: Reference the Supply Requirement, B. Material Requirements, i-p. Shingle color shall be tan/light brown.

Question 15: Regarding the base shoes, is it correct that the galvanized base shoes/connections are separate from the concrete piers/footings?

Response 15: Correct, the base shoes are separate from the concrete piers/footings. The base shoes hold the post/column and are bolted or connected into the footing per the manufacturer's specifications. See responses above.

Question 16: Is the supplier only required to provide the base shoes/connections and the drawings /details showing how they attach to the concrete footings, with no excavation or installation of the concrete piers required?

Response 16: Correct, see responses above.

Question 17: Would a 6:12 gable roof pitch be acceptable if the pavilion otherwise meets or exceeds all specified wind, snow load, material, and structural requirements?

Response 17: A 6:12 pitch roof is not acceptable. Roof pitch shall be 3:12 per the requirement.
