About this file

This is Amendment 0002 to a federal solicitation (W912WJ26QA160) issued by the U.S. Army Corps of Engineers' New England District for the procurement of a pre-engineered pavilion at Northfield Brook Lake in Thomaston, Connecticut. The amendment is effective September 3, 2026, with a closing date of September 11, 2026 at 2:00 PM Eastern.

The amendment addresses five industry questions and revises the delivery schedule from 90 days to 210 days from contract award to accommodate pre-engineered kit production timelines and permit spring delivery rather than winter delivery when site access may be restricted. Key specifications for the 30' x 44' open-air pavilion include a glued laminated beam structure meeting Connecticut building codes for minimum 35 psf ground snow load and 120 mph wind speed requirements; pressure-treated southern pine columns (APA/EWA certified, CCA 0.4 pcf); factory-sealed laminated beams; either 2" x 6" or 2" x 8" #1 grade tongue-and-groove southern yellow pine roof decking; minimum 7'-6" eave height with 3:12 roof pitch; fiberglass-based asphalt shingles over recycled felt underlayment; ASTM A572 steel hardware connections; and hot-dipped galvanized base shoes for concrete footer connections. The contractor is responsible for all materials delivery and unloading at the site during Monday-Friday, 7:00 AM to 3:30 PM hours, and must provide invoicing to the Technical Point of Contact with company letterhead matching System for Award Management (SAM) registry data. The amendment clarifies that vendors must complete the mandatory solicitation survey in its entirety and review Sections L and M for evaluation criteria, with failure to comply resulting in non-responsive quote determinations.
