About this file
This is Amendment 0003 to Solicitation W912WJ26QA160 issued by the U.S. Army Corps of Engineers New England District for a pre-engineered pavilion kit for Northfield Brook Lake in Thomaston, Connecticut. The amendment extends the response due date from September 11, 2026 to September 14, 2026 at 2:00 PM Eastern and revises the supply requirement based on contractor and industry questions and responses.
The solicitation requires supply, delivery, and unloading of one pre-engineered 30' x 44' open-air pavilion kit meeting Connecticut building codes for a minimum ground snow load of 35 psf and wind speed of 120 mph. The structure must be a free-standing glued laminated beam pavilion with clear interior space, pressure-treated southern pine columns and beams (APA/EWA certified), minimum 7'-6" eave height, 3:12 roof pitch, #1 grade southern yellow pine tongue-and-groove roof deck (either 2" x 6" or 2" x 8"), #1 grade southern yellow pine fascia, galvanized steel hardware connections, fiberglass-based asphalt shingles over recycled felt underlayment, and hot-dipped galvanized base shoes for concrete footing connections. The amendment extends the delivery schedule from 90 to 210 days from contract award, establishes Monday through Friday 7:00 AM to 3:30 PM delivery hours, clarifies that the contractor must supply all roofing materials and base shoe connections, and specifies tan/light brown shingle color. The contractor is responsible for obtaining all necessary permits and complying with USACE safety requirements (EM 385-1-1) and OSHA standards. Invoices must be submitted with company letterhead matching System for Award Management (SAM) registry data. The Government will not provide unloading assistance.

REQUEST FOR INFORMATION:
Question 1: Unless the laminated beams are a stock item, production can be up to six (6) months, yet the period of performance is only 90 days. Can this be extended? You only have 90 days?
Response 1: The pavilion is to be provided as a pre-engineered kit with all items included. The Government will extend the delivery date to 210 days. This also permits delivery in the spring rather than during the winter when access to the area may be restricted. The delivery will be edited in the Supply Requirement.
Question 2. Is there room for a tractor trailer to turn around at the site?
Response 2: Yes, there is room for a tractor trailer to turn at the site.
Question 3. Do you want the other materials covered onsite as well?
Response 3: Yes, all materials shall be tarped and secured once offloaded.
Question 4: Is there a note/expectation of total number of posts for the pavilion?
W912WJ26QA1600003
Response 4: The number of posts shall be per the pre-engineered drawings to meet the specifications for wind and snow load as required by the supply requirement.
Question 5: Is 2" x 6" tongue and groove roof decking acceptable in addition to 2" x 8" tongue and groove roof decking?
Response 5: Yes, either 2" x 6" or 2" x 8" #1 grade tongue and groove, southern yellow pine is acceptable for the roof decking. The Supply Requirement will be revised.

Response 8: If there is no existing slab, are you pouring a new slab?

Question 9: Attaching the posts only to the top of the concrete will cause the structure to fail and fall over. Is this the intent?
Response 9: See response #6 above. The intent is to install the pavilion in accordance with the manufacturer's recommendations and installation instructions, however, installation is not a requirement of this procurement.
Question 10: If a slab exists, is the intent to cut the slab so posts are set in the ground and then repour concrete around them?
Response 10: See responses above.
Question 11: Would Eastern White Pine be acceptable in place of the specified Southern Pine /Southern Yellow Pine for the pavilion structure?
Response 11: No, Eastern White Pine is not acceptable. All wood products, laminated beams, etc. shall be as specified in the Supply Requirement.

Response 12: Quotes shall include all materials as stated in the Supply Requirement. The awarded Contractor is responsible for supplying the pre-engineered pavilion kit and all materials as specified in the solicitation. See revised Supply Requirement.
Question 13: Is installation labor required? Or if the requirement is supply, delivery, and unloading only, is installation not required?
Response 13: This procurement is only for the supply, delivery, and unloading of a pre-engineered pavilion kit and components in accordance with the Supply Requirement. See responses above.
Question 14: For the roofing materials, can you confirm exactly what the items the Government wants included with the pavilion kit, and is there a required shingle color?
Response 14: Reference the Supply Requirement, B. Material Requirements, i-p. Shingle color shall be tan/light brown.
Question 15: Regarding the base shoes, is it correct that the galvanized base shoes/connections are separate from the concrete piers/footings?
Response 15: Correct, the base shoes are separate from the concrete piers/footings. The base shoes hold the post/column and are bolted or connected into the footing per the manufacturer's specifications. See responses above.
Question 16: Is the supplier only required to provide the base shoes/connections and the drawings /details showing how they attach to the concrete footings, with no excavation or installation of the concrete piers required?
