Miscellaneous text in this section has been modified to:
REQUEST FOR INFORMATION:
Question 1: The solicitation requires experience that is "similar in nature, size, and complexity" to the scope of felling approximately 403 trees near power lines and gaging stations. Will prime past performance that includes landscaping services, window cleaning, and septic pumping, performed for the federal government, be considered relevant past performance?
Response 1: No, past performance of landscape services, window cleaning, and septic pumping would not be considered relevant as these services are unrelated to the requirements for large scale, potentially hazardous tree removal. As included in the question, relevant past performance is work that of a similar scope, complexity, technical difficulty, and dollar value.
Question 2: If a vendor provides a formal teaming arrangement with a subcontractor who possesses specific large-scale tree removal experience, will that subcontractor's past performance be considered to satisfy the technical "similarity and complexity" requirements as outlined in Evaluation Step 4 (iii)?
Response 2: If a vendor provides a sufficient teaming arrangement as indicated in the solicitation and solicitation survey, past performance of a subcontractor can be considered. The solicitation survey affords vendors the ability to indicate if the past performance included is their own, or that of a subcontractor. The Government reserves the right to review and verify teaming arrangements and past performance references.
Question 3: Can the debris that is no larger than the local acceptable burn limit be burned on site if all local and state regulations are followed and the Contractor maintains responsibility for this and obtains all pertinent permits?
Response 3: Burning on site is not permitted. Any debris such as cut logs, slash, or any other vegetative debris the Contractor is unable to, or prefers not to chip shall be removed from the site and disposed of in accordance with State and local laws.
W912WJ26QA1340006
Question 4: What responsibility does the Contractor have if removing trees may require damage to surrounding trees?
Response 4: The Contractor shall prevent damage to the surrounding trees to the maximum extent practicable. Methods of tree removal shall be outlined in the Tree Maintenance and Removal Plan and discussed at the pre-work conference. Disposition of trees that are not marked for removal, but are damaged shall be discussed with the Technical Point of Contact. At a minimum any debris shall be removed, however, the Contractor may be required to remove the damaged trees in their entirety if they are no longer sound.
Question 5: Can the Contractor create roads and alter the landscape to provide access? Can skid roads be made to access these areas?
Response 5: No, the Contractor may not create skid roads or alter the landscape to provide access.
Question 6: Will the access point identified in the maps be plowed?
Response 6: Access points will not be plowed. Snow will be removed up to the gates in the parking lot where the access point to each section begins.
Question 7: Can you confirm whether any bid, performance, or payment bond is required, and whether there is a minimum commercial general liability or worker's compensation level needed for award or performance.
Response 7: No bonding, bid, payment, or performance is required. No minimum commercial general liability or worker's compensation levels are required by the solicitation; however, State regulations may require the Contractor to carry liability and worker's compensation insurance.
Question 8: Survey items 8 and 9 require a named subcontractor and teaming arrangement be submitted with the quote, but the solicitation does not specify a format. Would a signed teaming arrangement between the prime and named subcontractor, signed by both parties at the time of submission, satisfy this requirement, or does the Government require a specific form or particular content?
Response 8: There is no required form or content for a teaming arrangement. The teaming arrangement shall adhere to the requirements of the solicitation survey and shall include a confirmation from the subcontractor that they are willing to complete the work required by the solicitation in conjunction with the prime. A teaming arrangement, signed by both parties citing agreement to perform the work contemplated by this solicitation is acceptable.
Question 9: Can trees that are not tagged for removal be removed to allow better access to the larger trees being removed?
Response 9: The Contractor shall outline proposed removal of unmarked trees for access to larger marked trees in the Tree Maintenance and Removal Plan. Proposed removal of unmarked trees shall be reviewed and approval is at the discretion of the Technical Point of Contact. The removal of unmarked trees shall be kept to a minimum, shall only be considered when access to marked trees is beneficial, and shall be approved in advance by the Technical Point of Contact.
Question 10: Can trees be felled into the water located at the downstream area if removed once felled?
Response 10: Yes, trees can be felled into the water located at the downstream area. All debris shall be removed once felled. Methods of tree removal shall be outlined in the Tree Maintenance and Removal Plan and discussed at the pre-work conference.
Question 11: Is it possible to have the power line that is running to the small concrete building in the woods taken down for the project?
Response 11: No, the power line shall not be taken down for the project.
Question 12: Are all of the approximately 403 trees currently marked and countable in the field? Will any be marking be completed after award?
Response 12: All trees that are to be removed are currently marked. No trees will be marked after award.
Question 13: The Performance Work Statement requires non-chippable material to be removed off site. Is there a designated on-site staging area or chip broadcast area we should plan around, and are there any local disposal or tipping constraints the Government is already aware of?
Response 13: Wood chips may be broadcast into the adjacent wooded areas where possible or brought off site. All debris removed from the site must be disposed of in accordance with State and local laws. Staging areas shall be designated by the Technical Point of
Contact. Determination of local disposal or tipping constraints is the responsibility of the vendor /awarded Contractor.
Question 14: Are there any additional requirements or regulations on removing trees that could be infected with disease or parasites?
Response 14: The Contractor shall comply with any applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract. It is the Contractor's responsibility to determine the requirements or regulations that must be adhered to if trees are infected with disease or parasites.
Question 15: Are there any septic systems near the access points? Are there weight ratings on the roads?
Response 15: No, there are no septic systems near the equipment access points. There are no weight limits on the equipment access roads. The weight rating for the spillway bridge on Coldbrook Road is 17 tons for 3type, 25 tons for 3S2 type, and 30 tons for 3-3 type.
Question 16: Do bumper trees on skid roads need to be removed?
Response 16: The Contractor shall prevent damage to the surrounding trees to the maximum extent practicable. The Contractor may be required to remove the damaged trees in their entirety if they are no longer sound.
Question 17: Can wood chips be utilized to create roads or fill in holes in roads for safer access?
Response 17: Wood chips may be used as long as piles do not exceed one foot in height or seventy-five feet in diameter.
Question 18: Can low hanging branches on trees along access points be pruned to allow for equipment access?
Response 18: Yes, low hanging branches only along equipment access points identified in the maps can be pruned.
Question 19: Since the existing power line will remain in place during the project, are there any Government-required utility coordination procedures, minimum-clearance requirements, shutdown procedures, or other restrictions that contractors should account for when planning and pricing work near the line?
Response 19: The existing power line will not be energized and will be locked out of service during the duration of the work. If the power line is damaged as a result of contractor's operation, the contractor is responsible for restoring the power line to its original state.
Question 20: Is the Qualified Tree Worker required to be onsite throughout all tree-removal operations, or only during activities requiring their direct supervision under EM 385-1-1?
Response 20: A Qualified Tree Worker must develop a Tree Maintenance and Removal Plan according to paragraph 31-7 in EM385-1-1, conduct inspections according to paragraph 31-5 and identify and verify all safety precautions have been met prior to commencement of work.
Question 21: May the required Level 2 SSHO perform another project role while also fulfilling SSHO responsibilities, provided the individual meets all required qualifications and remains onsite as required?
Response 21: Yes, the Level 2 SSHO may perform another project role as long as they are fulfilling their full SSHO responsibilities, and are qualified to serve in other roles.
Question 22: The solicitation restricts cutting trees and vegetation greater than 3 inches DBH to November 1, 2026 through March 31, 2027, while the overall period of performance extends through April 14, 2027. Should contractors plan to complete all tree cutting and removal by March 31, with April 1-14 available for cleanup, restoration, inspection, and closeout activities?
Response 22: The contractor shall remove all woody vegetation after November 1st 2026, and before March 31st, 2027. Cleanup, restoration, inspection and closeout activities can be completed after March 31st, 2027 and before April 14th, 2027
Question 23: Can we restrict public access to an area for safety purposes?
Response 23: Yes, public access can be restricted. Specific posting and timeline of restrictions shall be reviewed in pre-work conference.
Question 24: Can equipment be left onsite?
Response 24: Yes, equipment can be left onsite. The contractor is responsible for protecting any stored equipment and materials. Specific staging areas will be designated by the Technical Point of Contact and discussed during the pre-work conference.
Question 25: Can timber mats be used to establish temporary roads? Can material be added to create roads?
Response 25: Timber mats can be used to create temporary access to sections. Mats shall be removed at the completion of work. Material besides wood chips cannot be added to the landscape to create roads.
Question 26: If equipment access roads are washed out, can the contractor add material to improve equipment access roads?
Response 26: Yes, the contractor can add material to improve already established equipment access points noted on the maps if the roads are washed out. No additional material shall be added to grassy areas. Specific locations will be discussed during the pre-work conference.
Question 27: Can the contractor plow and sand access roads?
Response 27: Yes, the contractor can only plow and sand the equipment access roads identified in the maps.
Question 28: Can the contractor move the dirt piles on the edges of the section 3 equipment access road?
Response 28: No, the contractor shall not move dirt piles.
Question 29: Are there other access points to the site besides going over the spillway bridge?
Response 29: Yes, the sites at Barre Falls Dam can be accessed via Coldbrook road off of Route 122 in Oakham, MA. This access point is a dirt road and is not guaranteed to be open to the public year-round. Contractor is responsible for verifying with Massachusetts DOT for any weight restrictions on non-USACE property.
Question 30: Does having a timber harvesting license count towards acceptable credentials for a Qualified Tree Worker?
Response 30: No, a timber harvesting license does not count as acceptable credentials for a Qualified Tree Worker. Credentials for a Qualified Tree Work are stated in the Performance Work Statement and in EM 385-1-1 as referenced in the Performance Work Statement.
Question 31: The PWS states that the Contractor shall employ a Level 2 SSHO, while the solicitation survey permits subcontractor teaming arrangements and certification plans. May the required Level 2 SSHO and First Aid/CPR personnel be employees of the prime's named subcontractor, or must those individuals be direct prime contractor employees?
Response 31: The Level 2 SSHO may be an employee of the subcontractor; however, documentation that the SSHO has the authority to act on behalf of the prime contractor is required.
