About this file
This is a Standard Form 30 Amendment of Solicitation for snow removal services at two U.S. Army Corps of Engineers (USACE) project sites in Royalston, Massachusetts: Tully Lake and Birch Hill Dam. The amendment, issued July 21, 2026, with Solicitation Number W912WJ26QA133, provides responses to industry questions and revises the Performance Work Statement. The closing date remains July 31, 2026 at 2:00 PM Eastern.
The revised Performance Work Statement requires contractors to provide all equipment, materials, labor, and transportation for snow removal and sanding services. Services include snow plowing (approximately 203,522.62 square feet total), shoveling (approximately 3,051.18 square feet total), and sand/salt application across designated roadways and walkways at both locations. Snow removal services must commence automatically after two inches of snow accumulation. Service tiers are defined by storm totals: 2-6 inches equals up to 1 service; 7-12 inches equals up to 2 services; 13-24 inches equals up to 3 services; and 24+ inches equals up to 4 services. Contractors are compensated only for services actually performed, not the maximum tier amount. All services must be completed within 8 hours of storm completion, with priority given to vehicle access by 7:00 AM daily. The contractor must notify the Technical Point of Contact within 24 hours of service completion. The contract period runs September 1, 2026 through August 31, 2027, with one optional year extending through April 30, 2028. Minimum equipment requirements include a 3/4-ton four-wheel-drive truck with 8-foot plow, powered spreader with one-yard minimum capacity, and snow shovel or snowblower. The contractor must submit pre-work submittals including Accident Prevention Plans, Site Safety and Health Officer designation, Activity Hazard Analysis, and CPR/First Aid certifications within 14 days of award. OSHA certifications are not required but all work must comply with OSHA requirements. Site visits can be scheduled by contacting Natural Resource Specialist Dylan Dickson at 978-318-8477 or Dylan.M.Dickson@usace.army.mil.

SUMMARY OF CHANGES
Solicitation/Contract Form Continuation
The following changes have been made:
Miscellaneous text in this section has been added to:
REQUEST FOR INFORMATION:
Question 1: Please confirm whether the contractor is expected to mobilize automatically once on-site snowfall exceeds two inches or only after notification or authorization from the Technical Point of Contact. Please also confirm the required or recommended service-start and completion timeframes for each location.
Response 1: The Contractor is required to commence snow removal services as indicated in the Performance Work Statement after accumulation of two (2) inches of snow. Refer to the revised Performance Work Statement for start and completion timeframes.
Question 2: During a single storm, must the Technical Point of Contact authorize each intermediate plowing service before it is performed, or is the contractor expected to perform additional services automatically as accumulation reaches the stated tiers? If prior authorization is not required, may each completed service be invoiced based on the final documented storm total within the applicable maximum tier? Please also confirm whether shoveling performed with each intermediate plowing service is separately billable and subject to the same storm-tier limits.
Response 2: IV Service Requirements, 1.b. indicates the maximum number of services that the Government will compensate the Contractor for based on the storm total. The Contractor shall not automatically invoice for the maximum number of services. As required by the Performance Work Statement, the Contractor is required to notify the Technical Point of Contact within 24 hours of completion of on-site services. The Contractor shall only be compensated for the total number of services actually performed, for instance, if only one service was completed for a storm that totaled 7", the Contractor would only be compensated for one service, not two. Please refer to the revised Performance Work Statement for additional information. Shoveling is required with each plow service. Shoveling will be compensated as specified for plowing in this response.
Question 3: Are OSHA Certifications required?
W912WJ26QA1330001
Response 3: OSHA certifications are not required, however, all work shall be completed in accordance with OSHA requirements.

IV. SERVICE REQUIREMENTS:
1. Service Requirements - Definition
a. One service is defined as a single completion of all requirements for each task described in section 4, Service Tasks below.
b. Snowstorms over 2" in total may require the number of services as indicated below. Snowfall is measured by project staff on site and is documented daily. The general guidelines are as follows:
i. 2" to 6" storm = up to 1 service
ii. 7" to 12" storm = up to 2 services
iii. 13" to 24" storm = up to 3 services
iv. 24" and greater storms = up to 4 services
c. The table above lists the maximum number of services the Government will pay for based on the storm total. Additional snow removal services performed by the Contractor at their own discretion will not be reimbursed by the Government.
d. Storm totals will be determined by measurement at the Project Office, with the amounts rounded to the nearest whole inch.
e. If the Government Technical Point of Contact requests additional plowing, that work shall be considered a separate service and invoiced as such.
f. All on-site services must be reported to Technical Point of Contact via email or text within 24 hours of the service having taken place.
g. The Contractor shall only be paid for work fully completed. If a partial service is rendered, payment will be adjusted according to percent of area completed. Partial service is defined as completing anything other than all designated locations as identified in Service Locations. The information in b. above indicates the maximum number of services the Government will pay for based on storm total; the Contractor is only authorized to request payment for the actual number of services performed each storm, up to the maximum number of services identified above. The Government will not accept any invoices that list the maximum number of services if the Contractor did not perform the maximum number of services to accomplish work.
2. Site Access
a. The Contractor will be provided a key for access to both Birch Hill Dam and Tully Lake dam road gates.
b. If the Contractor is required to unlock and open a gate to plow, then the Contractor will be required to secure the gate when the plowing is completed unless project personnel are present and state otherwise.
c. The Contractor may have to use a warming device to thaw frozen locks to gain access to areas in this contract.
d. Upon the completion of this contract, the Contractor will return the key to project staff before final payment is made.
3. Property Damage
a. In the event that property does become damaged, it is the Contractor's responsibility to immediately notify the Technical Point of Contact to report the damage.
b. Parking lots shall be plowed to within one to two feet of wooden fences and/or rock borders as necessary so that no damage to fence or rocks is incurred.
c. It will be the responsibility of the Contractor to coordinate with the Technical Point of Contact to agree upon an appropriate way to repair damaged property at no cost to the Government.
4. Service Tasks
a. Task 1: Snow Plowing (approximately 203,522.62 square feet total)
i. The Contractor shall plow snow from all paved surfaces shown in Figures 1-6.
ii. Snow shall be pushed beyond the edge of pavement
iii. Upon completion of plowing all pavement shall be neatly scraped clean, leaving no measurable snow.
iv. Snow shall not be pushed against garage doors, entrance doors, fenced gates, dumpsters, or culverts.
v. DO NOT BACK BLADE THE SLOPED DRIVEWAY NEXT TO BASIN OFFICE. This makes it difficult to shovel down to pavement and creates an icy surface.
Service Schedule:
Generally, all services shall be completed within 8 hours after completion of a snowstorm, unless otherwise directed. The service priority shall be to plow and shovel snow to provide vehicle access to offices and garage bays by 0700 daily.
The Contractor shall coordinate timing of each service with the TPOC.
b. Task 2: Shoveling (approximately 3,051.18 square feet total)
i. Snow shoveling is required with each plowing service.
ii. The Contractor shall shovel snow at all building entry and garage doors, walkways, stairs, oil and propane fill pipes, culverts, and dumpsters as shown in Figures 1 - 6.
1) Entrance and garage doors shall be cleared of snow beyond swing of door and beyond each side of door frame. METAL ROOFS OVER THE GARAGE
DOORS MAY RELEASE SNOW AT ANYTIME. THESE DOORS
SHOULD BE SHOVELED LAST.
2) Walkways and stairs shall be cleared of snow their full length and width; THIS INCLUDES THE
SLOPED DRIVEWAY NEXT TO THE BASIN OFFICE.
3) Culverts shall be cleared of snow beyond the full diameter of the culvert.
4) The dumpster at Tully shall be shoveled along the front and sides a width of 2 feet.
5) Kiosks shall be cleared to provide access to the brochure racks.
6) The entrance gate at Birch Hill Dam shall be cleared approximately 3 feet in circumference around both lock posts.
iii. Areas to be shoveled shall be clear to the existing pavement or concrete. If the areas are icy upon completion of shoveling, walkway salt/sand mix shall be spread to melt existing ice and prevent additional icing or hazardous conditions.
