About this file
This document is Amendment 0002 to solicitation W912WJ26QA120, issued by the U.S. Army Corps of Engineers (USACE) New England District on July 2, 2026. The amendment provides responses to ten industry questions regarding a gate chamber maintenance and coating project. The solicitation closing date remains July 7, 2026 at 5:00 PM Eastern, and all other terms and conditions remain unchanged. The contracting officer is Jennifer Samela at the KO Contracting Division in Concord, Massachusetts.
The amendment addresses clarifications on work scope, equipment, and compliance requirements. Key responses include: asbestos-containing material (ACM) testing and abatement are the contractor's responsibility if gaskets are disturbed; flood evacuation procedures require 48-hour Government notice; crane load testing is not required, but operational inspections per EM385-1-1 Chapter 16 are mandatory; coating specifications are contained in Section 09 97 02 Part 2; air monitoring must be based on a valid exposure assessment developed by a certified industrial hygienist; confined space rescue plans are the contractor's responsibility based on EM385-1-1 Chapter 34-8.h; painting work is limited to air vents within the gate chamber only; the entire 44-foot spiral staircase requires preparation and painting; and the gatehouse doors measure 3 feet 6 inches wide by 12 feet high (two doors). The amendment also documents site visit attendees from Myles Contracting, Quoddy Builders, AAA Abatement, Blast It Clean, and USACE.

REQUEST FOR INFORMATION:
W912WJ26QA1200002
Question 1: The 1965 flange details show asbestos gaskets at the bolted joints near where wire brushing would occur. Is ACM testing and abatement required if they are disturbed?
Response 1: The Government is unable to verify if the gaskets still exist. Contractor shall provide measures to protect workers and abate if they become disturbed.
Question 2: How often does the chamber need to be evacuated due to flood events? How is standby handled when that occurs?
Response 2: In recent history, only one flood event resulted in approximately four (4) inches of water in the gate chamber. If a flood event was anticipated, the Government would provide the Contractor with 48 hours notice. Once the event has passed and it is safe to return to the gate chamber, the Government will notify the Contractor.
Question 3: Is there an inspection list that for the 5 ton crane available?
Response 3: The Statement of Work does not require the Contractor to perform a load test or certification of the crane. The Contractor's designated Competent Person shall perform operational inspections. Attachment 1_Crane Inspection will be included as a separate attachment. This attachment may be used by the Contractor. The Contractor shall refer to EM385- 1-1 Chapter 16 and follow shift inspection requirements.
Question 4: For the coating, does the Government expect a specific penetrating-epoxy system (hex-chrome-free, US-made, VOC under 85), or is it the Contractor's choice with a submittal? Are there any specifications for the coatings?
Response 4: Refer to Section 09 97 02 Part 2 Products for product specifications.
Question 5: Regarding the residual risk assessment code (RAC), can the Government provide the rating for the confined space lead work?
Response 5: The Government does not provide this information. Per EM385-1-1, the RAC is determined by the risk matrix, or risk management tool, and is used to evaluate the severity and probability associated with a given accident. Reference Chapter 2-6.d of EM385-1-1.
Question 6: Is continuous personal sampling or period sampling required for air monitoring per spec 1.3.2.1?
Response 6: Air Monitoring Plan (Worker Protection Plan) must be developed by the Contractor, specifically the CIH per 09 97 02, paragraph 1.5.1. Air sampling must be representative of employee exposures for each job classification and task performed. The Contractor is responsible for determining the appropriate sampling frequency, duration, and methodology; however, this determination must be supported by a valid exposure assessment rationale. The rationale should consider factors such as the nature of the work, anticipated contaminants, duration and frequency of tasks, variability in exposures, and applicable occupational exposure limits (e.g., OSHA PELs, ACGIH TLVs, NIOSH RELs). The proposed sampling approach is subject to Government review and must demonstrate that it is sufficient to accurately characterize employee exposures and verify compliance with applicable exposure limits.
Question 7: For confined-space rescue, standby attendant, and atmospheric monitoring, does the Government have a plan for this or is the Contractor required to include this in their quote?
Response 7: The Government does not provide the confined space rescue plan, procedures, or personnel. The Contractor is required to submit this in their Confined Space Plan and must be based on the hazards associated with the work that will be performed in the confined space. The Confined Space Rescue Plan must be based on the hazard level which can be found in EM385-1- 1, Chapter 34-8.h.
Question 8: Do the air vents go from the gate chamber floor all the way to the roof? Is the awarded Contractor expected to paint the air vents from their origination in the gate chamber all the way to the roof, or only the portion in the gate chamber? Can you provide total height to be painted (elevation x to elevation y)?
Response 8: The air vents do not go all the way to the roof. The awarded Contractor is only to prepare and paint the air vents in the gate chamber. See page 62 of the Statement of Work and the pictures provided.
Question 9: Does the staircase go from the gate chamber floor to the operating room? Is the awarded Contractor to paint the entire staircase? Can you provide the total height to be painted?
Response 9: The awarded Contractor is responsible for preparing and painting the entire spiral staircase from the gate chamber floor to the gate chamber ceiling. The total height is 44', refer to page 67 of the Statement of Work and the pictures provided.
Question 10: Is it possible to get a manlift through the gatehouse doors? What is the actual opening size (width and height) of the gatehouse doors?
Response 10: The awarded Contractor is responsible for determining equipment access. The actual opening size of the gatehouse doors are: 2 doors, each 3'6" wide and 12' high.
