About this file

This is Amendment 0002 to solicitation W912WJ25Q0031 for utility building and garage rehabilitation work at Birch Hill Dam in Royalston, MA. The amendment extends the solicitation closing date to February 10, 2025 at 5:00 PM Eastern and provides responses to contractor questions about pricing and requirements.

Key changes include revising Option Tasks 1 and 2 to specify pricing per cubic yard with a maximum of 20 cubic yards for both asbestos containing material (ACM) and polychlorinated biphenyls (PCBs) abatement work. A new Option Task 3 was added for disposal of lead-containing materials that exceed acceptable limits. The amendment clarifies that the buildings are commercial, not residential, which affects lead disposal requirements. Additional safety requirements were added regarding fall protection, including the need for a 24-Hour Competent Person in Fall Protection certification if workers are exposed to fall hazards. The amendment also provides detailed specifications for garage door openers, windows, entry doors, vinyl siding, insulation and other materials to be used in renovating both the 66' x 24' Utility Building and 51' x 25' Maintenance Garage.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUEST FOR INFORMATION

QUESTION 1: How do we price Option Tasks 0001 and 0002 for the abatement of the asbestos containing material (ACM) and Polychlorinated Biphenyls (PCBs) if we do not know how much material will need to be abated?

RESPONSE 1: Option 1 and 2 have been revised to include a price per cubic yard with a maximum of 20 cubic yards to be executed after the sampling has been completed and the Contractor can adequately define the quantity of material to be disposed.

QUESTION 2: Will a fall protection plan be required including a person that is onsite with OSHA fall protection certification?

RESPONSE 2: Please refer to Part I. General, Section 6 of the Statement of Work. If the awarded Contractor engages in activities that expose them or their employees to fall hazards as defined in EM 385-1-1, then a 24-Hour Competent Person in Fall Protection certification that includes a classroom and hands on portion and a Fall Protection Plan will be required to be submitted and approved prior to commencement of work on site. Additional information is included in the revised Statement of Work.

QUESTION 3: The lead test reports included classify these properties as residential. I believe these should be considered commercial and that would follow a different lead paint disposal protocol. Can you please clarify if the buildings are considered residential or commercial?

RESPONSE 3: The buildings are commercial buildings and not residential. The lead test reports that were included as attachments are to provide information to potential vendors, however, removal and disposal shall comply with all requirements of EM 385-1-1 for lead, as well all other Federal, State, and Local requirements pertaining to the disposal of lead containing items that are applicable for buildings of this nature.

QUESTION 4: Please clarify if the buildings are residential or commercial, as this affects the testing requirements and disposal requirements associated with lead waste disposal?

RESPONSE 4: The buildings are commercial not residential. Part I. General, Section 7. Lead Compliance Plan, identifies the work to be performed. Please refer to the Statement of Work for specific requirements for building components that contain lead paint. An additional option task 0003 has been included for the disposal of lead containing materials that exceeds acceptable limits. Upon the provision of test results that identify the quantity of material that is required to be disposed of that exceeds the acceptable levels for disposal of non-hazardous waste the Government may exercise the associated option task.

QUESTION 5: Per lead abatement requirements, is a MA licensed Lead Abatement Supervisor required?

RESPONSE 5: Part I. General, Section 7. Lead Compliance Plan identifies the lead compliance requirements. The awarded Contractor shall comply with the requirements as stated in this section.

I. General

1. Scope of work

Furnish all labor, equipment, and materials necessary to renovate, repair, and rehabilitate the exterior of two buildings at the Birch Hill Dam Project. The two buildings are referred to as the Utility Building and the Maintenance Garage. Due to the age of the buildings, it is a requirement of the contract that the Contractor test the Utility Building and Maintenance Garage for asbestos containing material (ACM) and Polychlorinated Biphenyls (PCBs) only in areas impacted by the work identified in this statement of work. If ACM is identified, then the Government may exercise the optional line item 1 (Asbestos Abatement Option) to properly dispose of all material that contains ACM. If PCBs are identified, then the Government may exercise the optional line item 2 (Polychlorinated Biphenyls Disposal Option) to properly dispose of all material that contains PCBs. Another component of this rehabilitation includes proper removal and disposal of items that contain lead paint (see Lead Inspection Reports for additional information). These items are listed below.

i. Degraded vinyl siding.

ii. Clapboards, corner boards, and trim.

iii. Insulation.

iv. Garage doors and entry door casings and associated trim.
