About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Winhall Brook Campground Restroom Renovation project. Amendment 0006 provides responses to five Requests for Information (RFIs) addressing technical specifications and project requirements. Key clarifications include: (1) restroom locations are to be treated as wet locations due to regular cleaning, (2) detailed specifications for propeller-type overhead fans including occupancy sensor controls and air change requirements, (3) confirmation that electric water shutdown valves are not part of the project scope, (4) guidance on subcontractor licensing (no Vermont license required for federal project), and (5) confirmation of an existing asbestos survey showing no asbestos-containing materials in the restroom structures. The amendment does not change the overall contract terms and is issued by the U.S. Army Corps of Engineers New England District for restroom renovations at Ball Mountain Lake in Londonderry, Vermont.

SUMMARY OF CHANGES

Section 01 00 00 - General Requirements

The Requirements text has been modified to:

Amendment 0006 is necessary to provide responses to Request for Information (RFIs).

QUESTION 1: Does everything need to be rated for damp/wet location?

RESPONSE 1: Per NFPA 70, a damp location is a location protected from weather and not subject to saturation with water or other liquids but subject to other moderated degrees of moisture. These restrooms fall within this category (outside of the shower areas which are wet locations); however, restroom interiors are regularly cleaned by hosing them down, so these spaces need to be treated as a wet location.

QUESTION 2: What are the specifications for the new fans?

RESPONSE 2: Amend Technical Requirements, Part 2 Products as follows:

A. Insert subparagraph 2.35 titled PROPELLER TYPE OVERHEAD FANS:

Provide propeller blade, overhead type fans, installed with appropriate clearance for temporary personnel passage. Refer to electrical guidelines, specifications, and plans for electrical maximum connection capacity. Refer to manufactures recommendations for installation and coordination guidelines with all other trades. Final finish size, color, and equipment shall be by coordinated with COR and Operations Project Manager.

Fans shall have occupancy sensor control with automatic shut off of fifteen (15) minute runtime intervals.

(See electrical specifications for further information). Fan shall have singular speed and be sized for no more than seven (7) air changes per hour for each structure. Equipment shall be residential type in style, performance, and connections to the structure in all manners per manufactures recommendations. Low profile design may be required in certain areas.

QUESTION 3: Is the electric water shutdown valve part of the scope?

RESPONSE 3: Specifications include power requirements for automatic flush valves throughout the restrooms electrically but not an electric water shutdown valve.

QUESTION 4: Will subcontractors be required to be licensed in the state of Vermont or just the state they are incorporated in since this is a federal project?

RESPONSE 4: USACE does not require a Vermont license, however, contractor is responsible to comply with state and local regulations.

QUESTION 5: Have you conducted an asbestos survey report? If so, can you please provide us with the report? If not, do you intend to conduct one before the bid date or the period of performance?

RESPONSE 5: Refer to Specifications, Section 01 11 00, Part 1 General, 1.2 Work Covered by Contract Documents, that states, The existing facilities have been sampled and tested for the presence of lead and asbestos. There are no asbestos-containing materials present in the restroom structures. Lead has been found in the paint coatings applied to two items at the restrooms, the water well pipes and privacy fence

brackets, however these items are not involved in the renovation work and the Contractor shall not disturb them.
