About this file

This document is a Standard Form 30 Amendment to Solicitation W912WJ25BA001 for the Winhall Brook Campground Restroom Renovation project. The amendment (Amendment 0002) provides responses to six Requests for Information (RFIs) submitted by potential bidders, addressing technical and logistical questions about the project. Key clarifications include: confirmation that the electrical contractor must replace the transformer at the Northside Restrooms, a requirement to maintain two separate roles (SSHO/QC and Super) despite the project's limited scope, and details about concurrent bridge widening work anticipated to be completed in late April 2025.

The solicitation involves renovating three restrooms at the Winhall Brook Campground in Londonderry, Vermont, which were damaged in July 2023 storms. The renovation work includes updates to fixtures, interior spaces, and construction of new shower stalls requiring roofline alterations. The government has specified that existing exterior wood framing should remain unless specifically noted on drawings, and that while the campground is closed, the area remains accessible by foot during daylight hours. The amendment emphasizes that bidders must strictly follow specifications and that no additional site visits will be conducted.

SUMMARY OF CHANGES

Amendment 0002 is necessary to provide Block 14 (Description of Amendment/Modification):

responses to RFIs.

QUESTION 1: The spec calls for a project sign. Will one be required as the campground is closed and there is no thru traffic?

RESPONSE 1: Bidders shall follow requirements within the specification.

QUESTION 2: Are we replacing the transformer at the Northside Restrooms? The spec calls for it, but in the demo notes in the spec it says to retain the transformer.

RESPONSE 2: At the Northside restroom, the electrical contractor shall demolish and replace the existing 37.5kVA, 480V-120/240V, 1, 3W Transformer within the restroom's utility closet. The existing pole(s), pole-mounted 7.2kV-240/480V, 1, 2W+G Transformer, and aerial secondary feeder conductors to the restroom are anticipated to remain.

QUESTION 3: The spec call for two hats, SSHO/QC and a Super. Due to the limited size/scope can this project be done with one hat?

RESPONSE 3: No

QUESTION 4: Can we get some info on the bridge work to determine how it may impact our project?

(Any scheduled road shutdowns, are they removing the bridge or closing it at any time, etc.)

RESPONSE 4: The work for this project included widening the approach for vehicles using the bridge.

The widening work in contract W912WJ24C0011, issued to Lucianos Excavating, Inc., is anticipated to be completed in late April 2025.

QUESTION 5: Is there any existing exterior wood scheduled to be replaced on the restrooms?

RESPONSE 5: Framing should remain unless indicated on drawings. Roofs that are being replaced should be demolished, including the wood sheathing (replaced with new sheathing), but the framing should remain unless noted otherwise.

QUESTION 6: Can I get contact info for the Ranger that was at the site meeting? I may need to stop by one more time as my subs have questions.

RESPONSE 6: The Government does not intend to conduct additional site visits. The campgrounds are open and accessible by foot during daylight hours.
