AMENDMENT 0003
Requests for Information
1. [Company] is interested in submitting a bid for the above project. In reviewing the plans and specs, we are unable to locate Section 00 41 00 Bidding Schedule listed in the table of contents and/or Section 00 80 00 Special Requirements referenced in document ‘W912WJ24B0013’.
Please refer to the Bidding Schedule included in Section 00100, Bidding Schedule/Instructions to Bidders, of the SF 1442 solicitation. Special Requirements are included in Section 00800 of the solicitation.
2. Specification Section 31 05 16 2.1.B, states ASTM A190/A90M for Steel Sheet Pile. Sheet Pile Notes on Drawing S-001 states, ASTM A572, Grade 50. Please clarify.
Reference Specification Section 31 41 16 2.1.B for Steel Sheet Pile publication information.
See revised Drawing S-0001 and S-404.
3. Sheet Pile Note 1 on S-001 states NZ19 sheet pile. All other drawings call out PZ-40 sheet pile, please clarify.
See revised Drawing S-0001 and S-404.
4. Drawing CD102 indicates 4 EA bollard foundations to be removed and demolished with a size of 12’ x 12’ x 4’. Reference drawing CAP-68 shows bollard foundations to be 7’ x 7’ x 3’. Please clarify the dimension of the bollard foundations.
7’x7’x3’ is correct. See revised Drawing CD102.
5. Drawing CD102 indicates a concrete pad and crane davit to be removed and demolished. No dimensions are stated, scaling the drawing shows roughly 13’x12’ pad, would USACE have an idea what the height of this crane pad is and if there is any piling cast within?
There are two davit cane foundations to be demolished. One is 6’x6’x3’ deep. The other is 16’x12’x2’ deep. Both have rebar reinforcement.
6. Drawing CD102 indicates roughly 4,400 SF of concrete pavement removal, what is the thickness of the concrete pavement and reinforcing details contractors should assumed for bidding?
The concrete walkway is 4” of concrete with 10 gauge 6”x6” steel mesh reinforcement on 6” of gravel base.
7. Please clarify details regarding the elevation, size and components of the Catch Basin and Outfall pipe to be removed on drawing CD102.
Assume 4’ diameter concrete structure with a 12” invert 4’ below grade and a 2’ sump below that. Assume RCP pipe. See revised Drawing CD102.

8. On sheet S-001, sheet pile note 5, states “All holes and openings in steel sheet piles must be made watertight by welding all holes and openings after pile installation is completed.” Is the intention of this note to be referencing the picking holes in each sheet that will be used to lift and move the sheet pile which will be removed when cutting sheet piles off to ELE. 14.0? Or is this note referencing the connection point for the waler, which would require welding the nut to the sheet piles, and the bolt head to the nut at each waler/sheet pile connection point? Please clarify.
The intent is to seal any lifting points/picking holes that remain in the sheets. Nuts and bolts should not be welded to the waler or sheet piles.
9. Per specification section 31 23 00, paragraph 2.1.3, the existing fill may only be reused as backfill if it contains “maximum of 10 percent by weight passing No. 200 sieve.” The boring logs provided with the RFP indicate that a majority of the material to be excavated for the installation of the tie rods appears to contain anywhere from 10-35% non-plastic fines. As such, this existing material would not be suitable for reuse as backfill, requiring transportation offsite & disposal, and purchase & importation of suitable new fill material. The existing fill meets all other parameters except the parameter above. Would the USACE consider loosening or lifting this requirement to enable contractors to assume reuse of the existing fill, to the cost benefit of the USACE?
The Government does not intend to loosen or lift the listed requirement. However, bidders will note that the referenced boring logs were performed in 1980 and 1981, prior to the 1984 construction of the existing bulkhead site. In 1984, new gravel fill was used above the existing deadman and tie rods, with a specified requirement of 0-8 percent by weight passing the No. 200 sieve. Reference the 2023 Test Pit Log for the existing fill conditions, which identified only trace fines in the recorded strata and could be reused for backfill.
