About this file

This document is an Amendment to a Solicitation for a Marine Construction contract to replace the west sheet pile bulkhead at the Cape Cod Canal East Boat Basin in Sandwich, Massachusetts. The amendment responds to Requests for Information (RFIs) regarding the proposed use of precast concrete deadman walls and clarifies the required corrosion protection for the tie rods. The original Solicitation is for a project to install approximately 440 linear feet of new steel sheet pile bulkhead, including new concrete deadmen, tie rods, and waler system, as well as replace lighting, bollards, fencing, sidewalks, and other site features. Key tasks include installing a temporary bike path, cutting off the existing sheet piles 10 feet below grade, and backfilling the space between the old and new bulkhead. The project is being solicited by the U.S. Army Corps of Engineers, New England District, with a solicitation number of W912WJ24B0013. The amendment provides clarification in response to contractor questions, but does not fundamentally change the scope of the original solicitation.

AMENDMENT 0001

Requests for Information

1. For the concrete deadman walls, would USACE accepts a pre-cast alternate with the same dimensions, concrete strength and steel reinforcement?

The contractor may submit precast concrete variations or value engineering proposals to the cast-in-place deadman.

Note that the deadman is designed to act as a unit, distributing applied loads and USACE would expect precast segments to be moment and shear connected.

2. Drawing S-001, Note 3 under “Paint Notes” indicates that all steel elements connected to the waler must have coal tar epoxy paint applications. On the same drawing, note 6 under “Tie Rod Notes” states All tie rods to be hot dip galvanized. Please advise if tie rods are to galvanized or coated with coal tar epoxy.

The tie rod must be hot dipped galvanized and will have a duplex corrosion protection system. Refer to the 31 41 16 and 09 97 02 specifications. The hot dipped galvanized tie rod must have coal tar bitumen treated fiber tape as indicated in the S-001 Tie Rod Notes. Per the S-001 Paint Notes, coal tar epoxy paint will be applied where the fiber tape cannot be applied.
