About this file
This document is an Amendment to Solicitation W912WJ24B0012 for the Natick Soldier System Center - Building 15 South Wing Barracks Replacement project.
The amendment addresses several RFIs related to the project, including: clarifying the acceptable concrete density specification, confirming the Contractor Superintendent can also serve as the Quality Control Manager, providing details on utility rates and access, and addressing questions about the photovoltaic system requirements and accommodations. The amendment confirms that the allocated roof area can support the 15 kW photovoltaic system, and that the roof structure and lightning protection system can accommodate the additional load. The amendment also extends the offer receipt date but does not change any other solicitation terms. The solicitation is being issued by the U.S. Army Corps of Engineers, New England District, for a construction project at the Natick Soldier Systems Center in Natick, MA.

AMENDMENT 0005
RFI 0005
1. Per composite metal deck table on sheet S-515 lite weight concrete at 110 PCF is being called out. Typical light weight in this market due to the availabilty and type of light weight aggregrate is 115-117 +/- PCF.
Please advise.
Per Specification 03 30 00, Section 2.5.1 allows for a max density of 115pcf. 115pcf density is acceptable.
2. As a follow-up to Questions and Responses 2, 3, and 4 in Amendment 0003, please confirm that the specifications allow the contractor’s Superintendent to also serve as the Quality Control Manager.
See Specification section 01 45 00.00 10 Quality Control , 3.4.2 CQC System Manager
3. Section 01 50 00 page 10 requires “Contractor is responsible for all coordination and payment of temporary utilities required for construction.” What are the rates for use of water, electric, natural gas, and steam (if available) at the Natick SSC?
There is no way for USASSC Natick or the contractor to install a new sub-meter for the water. For that reason, the contractor will use the water free (See response to question 5). The contractor is required to contact the USASSC Natick environment dept. to explain how they are going to mitigate the water consumption/waste/disposal.
The rate for the electrical is an approximated value as a reference only, the rates can change at any time:
FY 22 $0.213817 Kw/Hr.
FY 23 $0.212714 Kw/Hr.
The rate for the natural gas is an approximated value as a reference only, the rates can change at any time:
FY 22 $1.341335 Therms.
FY 23 $1.366518 Therms.
Current rates for 2024 Electric and Natural Gas are not available.
No Steam is available.
4. Please confirm that the response provided to Question 3 in Amendment 0002 indicates that the existing portion of Building 15 to remain can be tapped for temporary electrical service for the contractor’s trailer, resident engineer’s trailer, and project site for the duration of the project.
Confirmed, the contractor is allowed to tap to the existing electrical service in Bldg. 15. See response to question 3 about sub-meter.
5. Section 01 50 00 page 14 requires water and sanitary for the resident engineer’s trailer, from/to utility mains near the site. Is this a firm requirement or is a temporary toilet and source of water acceptable?"
There is no charge for the water. The contractor will be allowed to tap into NSSC water service and the contractor shall provide the equipment/materials to tap into the facility. The contractor shall contact USASSC environment for approval and previous equipment installation. NO wet trailers are allowed. The contractor shall provide and coordinate with US Army SSC Natick environment dept. about water waste and disposal. Portable/temporary toilet is acceptable. The contractor shall coordinate with USASSC DPW
W912WJ24B0012
and the installation for the portable toilets, dry trailer, equipment storage, or any other environmental related issue to prevent catastrophic environmental issues.
6. Please revisit Question and Response 8 in Amendment 0002. The issue is the size of the allocated roof area on drawing EP-103. It will not accommodate enough panels to provide 15 KW. Revising the question: Can other areas of the roof, including to the north of column line J and/or above the stair towers be utilized to provide the full 15 KW?
From the previous response provided in Amendment 0002 Response 8, the allocated roof area can accomodate enough PV panels to achieve the 15Kw. However, should the bidders still question whether the 15Kw can be acheived in the area provided, other areas of the roof may be utilized upon approval from NSSC and provided that clearances are maintained from other rooftop systems (i.e. mechanical equipment).
7. Please confirm that the roof structure and lightning protection system can both accommodate the optional photovoltaic array.
Confirmed, the roof structure has been designed to accomodate the added load of the photovoltaic system.
Bidders should refer to sheet EG 103, keyed note number four for the lightning protection option for the PV system.
