RESPONSES TO REQUEST FOR INFORMATION (RFIs)

Q1 Can EMT be used rather than rigid conduit in the gatehouse?

A1 No, the project intent is to utilize rigid metallic conduit within the gatehouse as specified.

Q2 What is the process for if the existing conductors can't be pulled out of the conduit?

A2 The conduit and manhole system along the dam was scoped/inspected in October 2022.

No issues were found with the existing conduit condition and no complications are anticipated with removal of the existing conductors. If conductors are unable to be removed from the embedded conduit(s) within and around the gatehouse, the conflicts shall be brought to the attention of the Contracting Officer.

Q3 Will the existing conduit be used?

A3 It is the intent of this project to reuse existing conduit for routing of all new conductors, both within the gatehouse and exterior (dam conduit/manhole system), to the fullest possible extent.

Q4 Will the contractor need to ball and brush following conductor removal?

A4 Refer to Specification Section 33 71 02, Subpart 3.4 "UNDERGROUND CONDUIT AND DUCT

SYSTEMS" for conduit cleaning requirements.

Q5 How long can the electrical be offline?

A5 East Brimfield Dam personnel confirmed the maximum outage duration at the gatehouse will be 24-hours. 72-Hour advanced notice shall be provided for all service interruptions as noted in the contract documents.

Q6 Can the contractor setup a temporary generator at the gatehouse to maintain operations?

A6 The contractor may utilize a temporary generator as a means for backup power to maintain operations when utility power is unavailable for the periods exceeding the 24-hour maximum outage.

Q7 Is the depth of the handholes known?

A7 Refer to Informational Drawing, Sheet 45 for handhole dimensions.

Q8 Are there requirements for the specific type wiring, i.e., THHN or XHHW?

A8 Yes, requirements for wiring type are outlined in Specification Section 26 20 00, Paragraph 2.5.3.

Q9 300 gauge wiring will not fit a 100 amp breaker. Please confirm the wiring size.

A9 Conductors along the dam have been upsized to limit voltage drop in accordance with the UFCs. Splices down to the maximum conductor size accepted by the circuit breaker lugs can be made in accessible locations near the 100A breakers within the utility building panelboard/GHDP to allow the conductors to land at either end of the run.

Q10 Please confirm a full coordination and arc flash study including the utility building and project office needs to be performed for this project.

A10 Confirmed, provide in accordance with UFGS 26 05 73 Power System Studies.

Q11 Please confirm every breaker in GHDP panel needs to have a 100 amp frame regardless of trip size.

A11 Confirmed, that is the intent in distribution panel GHDP.

Q12 Please confirm a fall-of-potential test is needed for the grounding system, if so at what buildings will it need to be performed for?

A12 Intent is for the grounding system test to be performed on the gatehouse system in accordance with Paragraph 3.5.4 of UFGS 26 20 00.

Q13 To install the new panelboards in place of the existing would necessitate a shut down longer than 24 hours. Will a temp generator need to be provided?

A13 See responses to Q5/Q6 for additional information.

Q14 Please confirm the Buy American requirement.

A14 Confirmed, project will utilize domestic materials and products. See FAR 52.225-9 and FAR

52.225-10.

Q15 Please confirm SD-04 Sample Submittals will not be required for this project.

A15 No sample submittals are expected as part of this project.

Q16 Can you please provide specifications & drawings for the switchboard, lighting panel, and any other equipment involved in the upgrade?

A16 Refer to attached excerpt from the Specifications for the Construction of Dam and

Appurtenant Structures for additional information. Document includes Section No. 13 Interior Electrical Work and Section No. 14 Exterior Electrical Work.

Q17 Can you please provide the existing site pictures of the current switchboard, lighting panel, conduit routes, and any other relevant features? Any additional documentation or specifications pertinent to the project scope.

A17 Refer to attached photo pages for additional information.
