About this file
This document provides an amendment to a solicitation for environmental services at a former defense site in Rhode Island. The U.S. Army Corps of Engineers, New England District is issuing a request for proposal for an in-situ thermal remediation effort at the Former Nike Battery and Disaster Training Village Area. This is a small business set-aside with a NAICS code of 562910 and size standard of 750 employees. The solicitation is for a best value, firm-fixed price single award task order contract with a ceiling of $25 million over five years. The amendment extends the proposal acceptance period to November 15th, provides responses to request for information questions on regulatory review timelines, project management costs, and the power supply, and clarifies that offerors are responsible for determining power requirements.

RFIS AMENDMENT 0006
1. Can you please provide insight on the duration that should be anticipated for regulatory review of documents such as the RAWP by RIDEM and USEPA Region 1 based on prior project experience to inform the refinement of the project schedule?
Response: For planning purposes proposals should assume 45-days for stakeholder review and comments.
2. Please advise how project management, regular meetings, monthly status reporting, and other similar tasks associated with the period of work for Option Task 6 – ISTR Implementation should be carried. Should these costs be carried in tasks 001A – 001C or should these costs be carried in option task 005B?
Response: Pricing for project management, regular meetings, monthly status reporting and other similar related tasks should be carried in the appropriate option sub-task; Option Task 6.1 or Option Task 6.2.
3. We would like to request a 10-day extension for the proposal due date in response to the duration associated with obtaining responses to questions.
Response: Please see Amendment 0005.
4. Given the response to Amendment 0004 - RFI 8 to questions about electrical service and assumptions which reads: “Response: Preliminary results of the power study are not available. Due to the stated uncertainties about the power supply available from National Grid, Offeror’s should develop methods and prices for producing electric power for the thermal remedy using portable generators”, we respectfully request an additional 4 days be added to the response date (27 June to 1 July 2022) so that we have adequate time to properly scope and price this item and incorporate it into our offer. This item includes significant fuel use and potential storage requirements as well as additional permitting considerations that are well beyond those of the scoped backup power generator.
Response: Please see Amendment 0005.
5. USACE issued questions and answers in Amendment 004, including the following: 8. Based on
Appendix G of the DAR, it is suggested by National Grid that there is enough service for a 2.5MW load without any negative effects on the local grid service. Are preliminary results from the power study available to provide additional insight into the available power supply at Babcock Road? If no preliminary results are available and a supplemental power supply by portable generators could be required (as specified in the PWS), please specify the supplemental load requirement that would be required by the government as contractors cannot speculate on the actual service load provided to Babcock Road.
Response: Preliminary results of the power study are not available. Due to the stated uncertainties about the power supply available from National Grid, Offeror’s should develop methods and prices for producing electric power for the thermal remedy using portable generators.
However, the Revised Performance Work Statement, also issued as part of Amendment 004 states the following:
1) Power availability
a) Based on discussions with the utility company, National Grid, it is assumed that the thermal treatment zone can be treated using available power and a nominal sized supplemental generator if needed. However, it is the Contractors responsibility to determine the power requirements for the ISTR TCH system and identify the most economically responsible manner to bring power to the Site if required.
Use of the word “should” in the Q&A response indicates that bidders must provide pricing for power supply by generators to be considered compliant, following Instructions to Offerors and Evaluation criteria (Page 68 of the RFP; Section M - Evaluation Factors for Award; C. Evaluation Factors). However, the use of generators to power the site will not result in the most economically responsible approach to providing power. Please clarify whether bidders must include a bid based on the use of generators or if bidders may determine power requirements and select the most economically responsible manner to bring power to the site.
Response: Power on the site is not provided. It is the Offeror’s responsibility to determine if power is needed, how to provide it, and how to price it. A revised response to Amendment 0004 RFI 8 is provided below.
Revised response to Amendment 0004 RFI 8:
Question: Based on Appendix G of the DAR, it is suggested by National Grid that there is enough service for a 2.5MW load without any negative effects on the local grid service.
Revised Response: The availability of power at Babcock Road is unknown and will not be known until the power study referenced in the Seed T.O. and in the responses to RFI questions. The correspondence between AECOM and National Grid presented in Appendix G of the DAR does not indicate that there is enough service for a 2.5 MW load, but rather it describes some requirements for permanent services (as opposed to temporary services such as that being inquired about) larger than 2.5 MW.
The language cited in the Revised Performance Work Statement from Section 6.6.2, the 1st Task Scope Element on “Power Availability”, is legacy text that was written when more information from the power study was expected to be available. Since the power study has not yet been performed, and USACE does not know what power service is currently available, nor what the price would be to bring sufficient power to the site for electrical thermal remediation, Offeror’s may develop methods and prices for producing electric power for the thermal remedy using portable generators.
