The required response date/time has changed from 03-Mar-2022 01:00 PM to 11-Mar-2022 01:00 PM.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 0005

QUESTIONS AND ANSWERS

Question #1: Does this project require commissioning? If yes, please provide the specifications.

Government Response 1: Yes, this project will require commissioning. See Specification Changes No. 2.

Question #2: Please provide sing-in sheet of job walk attendees.

Government Response 2: See Amendment 0003

Question #3: Since no hazardous materials at the pump station and no contaminated soil expected to be encountered in this work per Amendment #02, Q #07, could the Government waive a requirement for the Healthy and Safety Manager to be a certified Industrial Hygienist?

Government Response 3: The qualification requirements of the Safety and Health Manager have been amended. See Specification Changes No. 3.

Question #4: Please clarify requirements for the Government Field Office per 01 50 00, para

3.9. Will the Government utilize the “ski shop” as a field office or the Contractor must provide the trailer for the Government personnel?

Government Response 4: The Government Field Office requirements have been amended. See Specification Changes No. 4.

Question #5: We kindly request that the bid date for this project be postponed due to the holiday weekend that occurs right before the bid opening. Currently, many suppliers and subcontractors have extended time off and are unable to provide quotes within the present time frame.

Government Response 5: The bid date has been extended. See Amendment 0004.

Question #6: The majority of the geotechnical & soil boring information given in the specs is located far outside the area of the proposed pump station. Please provide boring logs within close proximity to the pump station so that the existing rock elevation can be determined for that area.

For example, please make available boring logs STM-PS-B07, STM-PS-B08 & STM-PS-B09 as shown on Specification pdf page 22 and any other relevant geotechnical information for the location of this project.

Government Response 6: The Geotech Data Report has been updated. See Specification Changes No. 1.

Question #7: Specification Section 01 50 00, paragraph 3.9 states:

“If Government personnel are still utilizing the "ski shop" location as a field office, then a Government field office is not required for this project. Otherwise the contractor shall be responsible for providing a Government field office as described in Task Order W912WJ-20- F0117 GCTO.” Furnishing and maintaining a field office is a significant cost. Please verify if a Government Field office is required to be provided by the GC for this contract in order to maintain fair and balanced bids.

Government Response 7: The Government Field Office requirements have been amended. See Specification Changes No. 4.

Question #8: Since there is no hazardous waste anticipated to be encountered at the pump station location, please elaborate on the role the Safety Manager (Industrial Hygienist) and the Occupational Physician will have on this project. It appears that these two positions are not required.

Government Response 8: The qualifications, responsibilities, and duties of the Occupational Physician are stated in 01 35 26 paragraph 1.6.3. The qualifications, responsibilities, and duties of the Health and Safety Manager are stated in 01 35 26 paragraphs 1.6.1 and 1.6.1.1. The qualification requirements of the Safety and Health Manager have been amended. See Specification Changes No. 3.

Question #9: Does this project require commissioning? If yes, please provide the specifications.

Government Response 9: Yes, this project will require commissioning. See Specification Changes No. 2.

Question #10: Please provide specification for testing and special inspection.

Government Response 10: See Section 01 45 00 Quality Control and Specification Changes No.

2.

Question #11: The company is a supplier of various equipment for Water industry. We intend to bid on this project and provide a quote for various specified items. Question: Section 22 13 29 has specified Chopper pumps; we would like to offer Screw Pumps as an alternative to the chopper pumps for reliability and longevity. The screw pump will meet the design points. Are screw pumps in lieu of chopper pumps acceptable?

Government Response 11: The alternative of submersible screw impeller pumps will be considered if the pumps can meet the performance, speed and motor size specified and indicated, are equal or better in efficiency, pass a minimum 3-inch solid and provide materials of the same performance or better as compared to the materials specified for the chopper pumps.

Question #12: Section 35 45 01; Part 2.5 – 2.5.2.2 Lubrication System; The specification calls for “2” part enclosed line shaft assembly. The upper section shall be fully enclosed grease packed, and the lower section shall be perforated for product lube. Is a fully enclosed grease lubricated line shaft assembly acceptable in place of the grease/water lubricated line shaft assembly being requested?

Government Response 12: A fully enclosed grease lubricated line shaft is acceptable. See Specification Changes No. 8.

Question #13: Drawing C-102 is named “Pumping Station Proposed Site Plan.” Please confirm this site plan is part of the 100% design documents and not, in fact “proposed.”

Government Response 13: This confirms the signed and stamped sheet 00C-102 included with the 100% design set is the Pumping Station Site Plan.

Question #14: Drawing C-102, Note #5: Please confirm the details of the existing pumps & motors to be salvaged, i.e.: manufacturer, capacity, size, weight.

Government Response 14: The existing Platt Street pump station is equipped with two 7.5 HP vertical shaft pumps with design capacity of 2,900 gpm (6.5 cfs) at 14 feet total dynamic head.

Each pump is equipped with a 19.7 HP, 850 rpm, 208-volt, 3 phase, 60 hertz submersible electric motor. The pumps are installed on a slide rail configuration that allows for removal through the roof hatches.

Question #15: Spec Section 22 13 29 references the lining of the chopper pump be manufactured by Belzona Supermetalglide. Please confirm that similar lining materials, which achieve the same intent, will be acceptable.

Government Response 15: Similar linings are acceptable but must meet the specified material requirements. See Specification Changes No. 6.

Question #16: For both the pumps specified in Section 22 13 29 and 35 45 01, please confirm that basis of design pump. It appears that there may not be one pump manufacturer which meets all specified requirements.

Government Response 16: Pumps specified under Section 22 13 29 must be from a single manufacturer. Pumps specified under Section 35 45 01 must be from a single manufacturer.

Question #17: Architectural drawings show exterior masonry walls on elevations, precast panels on wall sections while structural drawings call for tilt-up panels. Please clarify.

Government Response 17: The exterior wall elevations (see Keynotes 03250.12A and 03250.12B) on sheets 01 A-201 and 01 A-202 show the required form liner pattern for the precast wall panels as specified on the structural drawings and in specification section 03 45 33.

Refer to Specification Changes No. 7 and Plan Changes No. 1.

Question #18: Are any shoring requirements for this project? If yes, please provide details.

Government Response 18: The Contractor’s means and methods will determine whether shoring is required during construction. The Contractor is required to hire a Professional Geotechnical Engineer, licensed in the State of Connecticut, for shoring design and inspection as specified in Section 31 23 00.00 20 item 1.8.1. The shoring and sheeting plan shall be submitted prior to construction for review as required in Section 31 23 00.00 20 item 1.4. The Contractor shall remain responsible for the adequacy and safety of the means, methods, and sequencing of shoring construction.

Question #19: Drawing A-602 points to structural drawings for reinforcement of tilt-up panels but there are no details on the structural drawings showing this reinforcement. Please clarify.

Government Response 19: The wall reinforcing shall be designed and detailed by the Precast Wall Panel manufacturer and signed and sealed by the registered design professional who prepared the design as required in specification section 03 45 33 item 2.1.1.2; and the reinforcing shall be detailed by the Precast Wall manufacturer as required in specification section 03 45 33 item 2.1.1.2b(3).

Question #20: Can the physical copy of the bid guarantee be submitted to the Government only from the apparent low bidder?

Government Response #20: Bid Guarantess must be submitted in accordance with the Bid Opening Solicitation Instructions on pages 4-5.

Question #21: Drawing C-504 depicts details for the installation of the soil stockpile area and the decontamination pad. The water from these are called to be pumped to the wastewater treatment plant. Please confirm the necessity for these installations and temporary facilities, as Amendment #2 provided the response to question #7 that “Hazardous waste has not been found at the pump station location and is not anticipated to be encountered in this work.”

Government Response 21: The details on Sheet 99C-504 may be used if required as described in sections 02 11 14 and 02 13 00.

As noted in section 02 11 14, item 1.1.1, the Contractor shall pre-characterize excavation areas to determine if excavated material will be handled as impacted or non-impacted as defined in section 02 11 14 item 1.2.1, and this will dictate the need for stockpiling as described in section 02 11 14. Stockpile information shown on Sheet 99C-504 is conceptual and the Contractor may propose alternative configuration subject to USACE approval.

The decontamination pad is shown in the event the contractor’s equipment or personnel come into contact with impacted material as defined in section 02 13 00 item 1.2.1.

Question #22: Drawing E-003 shows new electrical service being provided to existing pumps (per Note #1). Existing pumps are called to be removed and turned over. Please confirm new service to these pumps is required. It appears that this service is not required.

Government Response 22: Components of the electrical service for the existing pump station will be removed and/or abandoned during the work. However, the existing pump station needs to be operational at all times until the new pump station is completed, tested, started up and turned over. If the Contractor can maintain electrical service to the existing pump station without running the line from the new pump station to the existing pump station, then the electrical service from the new pump station to the existing pump station may be deleted. See Plan Changes No. 3.

Question #23: Please provide specifications for the reflected ceiling.

Government Response 23: There is no specification for the “Reflected Ceiling Plan”. Drawing 01 A-103 shows the arrangement of items which are located below the roof, including, but not limited to, mechanical equipment, light fixtures, steel joists, roof hatches.

Question #24: Regarding the proposed Pump Station, please confirm the following:

a. The exterior concrete surfaces do not receive any paint/coatings.

b. The interior vertical concrete surfaces are to be coated with high performance architectural latex as per the Interior Concrete Paint Table in paragraph 3.12.2 of Specification Section 09 90 00.

c. All horizontal concrete surfaces except for the Electrical & Pump Room floors are to receive a heavy-duty floor topping only as per 3.11 of spec Section 03 30 00.

Government Response 24: This confirms that items “a.”, “b.” and “c.” are correct.

Question #25: Please confirm that the project is exempt from sales/use tax and that the government will provide documentation to the successful offeror to share in the exemption as stated in FAR 52.229-3 “Federal, State, and Local Taxes,” which is included in the Solicitation.

Government Response 25: It is the contractor’s responsibility to determine tax liability. After contract award, the Contractor may complete and submit the applicable Sales Tax Exemption form based on the appropriate state and recommendations from the contractor’s accounting/tax advisor and send it to the Contracting Officer for review and signature.

Question #26: In regard to onsite management personnel, can the duties of the superintendent, quality control manager, and site safety health officer be fulfilled by one individual meeting the relevant qualifications?

Government Response 26: These are independent positions. Per Section 01 35 26 Subparagraph 1.6.7.1.1.1, “The SSHO may not serve as the Quality Control Manager. The SSHO may not serve as the superintendent.” Per Section 01 45 00 Paragraph 3.4.2, “The CQC System Manager may not serve as Project Superintendent.”

Question #27: Per Section 02 81 00, “if impacted material is encountered, the contractor shall adjust to change in conditions and be able to handle, transport and dispose of the material.”

Please confirm this occurrence will be a change to the Contract in accordance with FAR 52.236- 2 Differing Site Conditions. Should offerors carry an allowance of an expected quantity of impacted soils, or assume, as the specification suggests, that no impacted/contaminated material is anticipated.

Government Response 27: Hazardous waste has not been found at the pump station location and is not anticipated to be encountered in this work. Encountering impacted material would be classified as a differing site condition.

Question #28: Please confirm that all water generated/handled on site must be treated for impacted suspended solids via an on-site water treatment plant in accordance with Section 02 24 50 Part 2.1: “The WTP(s) shall be designed to treat all water generated during excavation/restoration dewatering, sediment dewatering and decontamination water.”

Government Response 28: This work is not expected to generate impacted water during work activities except for suspended solids. The contractor shall provide and maintain a water treatment plant per Section 02 24 50.

Question #29: Specification 09 90 00, 1.4.2 calls for SSPC QP1 certification. Considering relatively insignificant scope of work for painting, would the Government waive this requirement to increase competition?

Government Response 29: The qualification requirements for the contractor performing the work under Section 09 90 00 titled “PAINTS AND COATINGS” have been amended. See Specification Change No. 5.
