About this file
This document provides responses to questions from offerors on an amendment to a solicitation for architect-engineering services. The solicitation seeks firms to provide various engineering disciplines including building physics, physical security, and security design. Clarification was provided on the itemization of work and costs in proposals for prime contractors and subcontractors. The scope of work for a certified value specialist involves leading a value engineering study. The related federal contract opportunity is for an indefinite delivery/indefinite quantity single award task order contract for Department of Veterans Affairs architect-engineering services in Connecticut, issued by the U.S. Army Corps of Engineers, New England District.

Amendment 0003: Response to RFI
1. Can you please detail the requirements sought for the Building Physicist discipline?
RESPONSE: See response provided in Amendment #2 dated August 4th, 2021.
2. Can you please detail the different requirements sought for the Physical Security Engineer/Specialist and Security Analyses and Design Engineer discipline?
RESPONSE:
• Physical Security Engineer/Specialist - Trained professional with specialized knowledge and experience on physical building security and measures to include hardening and surveillance.
• Security Analyses and Design Engineer - Design professional (engineer or architect) able to assess security vulnerabilities and knowledgeable of building security design standards to meet project requirements – such as those required for facility access control. (note – this response has been re-worded slightly from response provided in Amendment #1)
3. May we get clarification on the wording of the page 8 paragraph 6 line 4, “…total contract value of the A-E contract and the itemized value of the work performed and their role by the firm and any team subcontractors to be used on this contract…”
Full paragraph: In the SF330, Part I, Block F, Box 24, provide the following information for each project:
month/year the firm’s work started and completed; type of product developed (e.g., full design for Design-Bid- Build or ECI procurement; prepared RFP for a Design-Build procurement; Designer of Record on a Design- Build procurement; study; or other), total contract value of the A-E contract and the itemized value of the work performed and their role by the firm and any team subcontractors to be used on this contract; physical size of the designed facility; construction cost as applicable; and customer point-of-contact who can be reached for references (phone number and email address). If a sample project is a federal procurement, include the applicable contract number.
I read this as the government is asking for an itemized value of the contract work performed by the proposing firm in its role and also an itemized value of the contract work performed by any of the team subcontractors too in the same project. Please confirm
RESPONSE: “I read this as the government is asking for an itemized value of the contract work performed by the proposing firm in its role” RESPONSE: YES “and also an itemized value of the contract work performed by any of the team subcontractors too in the same project.”
RESPONSE: YES, though the total value of the work by any subcontractors need not be itemized individually. Please confirm.
Example: Contract value = $5M. Prime firm ABC provided architectural & PM services = $3.5M; team subcontractors HJK (fire protection) and XYZ (civil) = $0.3 M.
4. May we get an updated copy of the PPQ.pdf? It appears as if the form’s fields were jumbled on page 5. I attempted to correct the form table here if this helps.
RESPONSE: Re-uploaded on August 4th, 2021.
5. Item 5 paragraph 6 states, “In the SF330, Part I, Block F, Box 24, provide the following information for each project… total contract value of the A-E contract and the itemized value of the work performed and their role by the firm and any team subcontractors to be used on this contract…” Would the VA please clarify if, for each submitted project, it is requesting the contract amount for each subcontractor that will also be on this team?
RESPONSE: Please see response to this question on this amendment above.
6. Would the VA please clarify the scope of work expected for the Certified Value Specialist?
RESPONSE: A Certified Value Specialist CVS) is a professional who has achieved the certification as a CVS by the Society of American Value Engineers (SAVE) who will be tasked with facilitating and leading a Value Engineering study for the project.
