Amendment 0002: Response to RFI

1. Could you please explain the role of the Building Physicist? We have seen this term synonymous with a shielding expert, but I also understand the role can be more extensive to include air quality etc. We don’t want to make any assumptions.

RESPONSE: The role of the building physicist is intended to provide input as to extent of radiological and other types of shielding required for spaces such as x-ray, MRI, CT, Mammography, Dental, Operating Rooms, etc.

2. Can resume projects go back ten years (default SF330 rules), or should we keep to seven years - like the Section F projects?

RESPONSE: Requirements for resumes are as presently written in the synopsis/solicitation.

Pg. 7

“… In the SF330, the firm shall identify its small business team members to include role and responsibilities for this contract. The firm shall indicate its commitments to utilizing small businesses on its team….”

Question 3: Our understanding is that the firm/offeror will be required to be submit the Small Business Contracting Plan at the time of selection/award, and it’ll not be included in the SF330 submission. In the SF330, the firm/offeror will only indicate its small business team members including roles and responsibilities and extent of participation for this contract. Kindly confirm if this is correct.

RESPONSE: Yes. See also amendment #1 issued on 2 August 2021.

4. SELECTION CRITERION

Pg. 6

“…. If the project/s is/are not a federal project or a CPARS report is not available, the firm shall complete Part I of the PPQ, send it to the customers for these five projects as applicable, request that they complete Part II of the PPQ and return to the firm, and submit it with the SF330 submission…”

Question 4: Will a PPQ be considered acceptable if it’s previously filled out and signed by a client representative who has since retired? Kindly advise.

RESPONSE: Yes.

5. SUBMISSION REQUIREMENTS

Pg. 10, Para 4

“…The SF330, Part I, shall have a page limit of 90 pages (past performance questionnaires and CPARS will not count towards the 90-page limit). A page is one side of an 8 ½” x 11” sheet of paper. 11” x 17” (single side) pages may be used to provide graphical information or images that do not fit well on an 8 ½” x 11” sheet but this counts as two pages. Front and back cover and section dividers do not count toward the page limit…”

Question 5: Please confirm if the offeror can include a cover letter as part of its SF330 submission and exclude it from the 90-page total page count limit.

RESPONSE: A cover letter may be included and won’t count against the page limit. However, the letter should not include any information considered critical to the firm’s submission as it will not be evaluated by the Government.

6. In the Combined Synopsis/Solicitation, Paragraph 1 (page 2) states, “The Small Business Subcontracting Goals are measured as a percentage of the total subcontracted dollars.” Selection Criterion h (page 7) states, “Extent of small business participation will be measured as a percentage of the total anticipated contract effort…” Please clarify how you will measure small business participation on this contract.

RESPONSE: See response to this question provided on amendment #1 issued 2 August 2021.
