About this file

This document contains responses to questions regarding a solicitation for architect-engineering services. The solicitation is for an Indefinite Delivery Indefinite Quantity task order contract to provide design services to the Department of Veterans Affairs Connecticut Health Care System. Key details include that the contract will be a single award and awarded by the Department of the Army Corps of Engineers Engineering District New England. The responses clarify that small business participation will be evaluated based on the total anticipated contract value, not just subcontracted amounts. They also provide more details on the expected scope of work for several key personnel roles. No specific small business participation goals are stated other than that greater small business participation will be viewed more favorably. Clarification is also provided that examples sought under the selection criteria refer to preparing solicitation documents for design-build projects, not construction drawings and specifications.

Amendment 0001: Response to RFI’s

1. The subject RFP includes conflicting statements regarding Small Business Subcontracting Goals:

On Pg. 2, Para 2, it states “The Small Business Subcontracting Goals are measured as a percentage of the total subcontracted dollars.", while on Pg. 7, under (h), it states "Extent of small business participation will be measured as a percentage of the total anticipated contract effort ..."

As soon as possible, please clarify whether the subcontracting goals will be evaluated as a percentage of the subcontracted value, or the total contract value. The Government's response may impact an offeror's teaming approach; therefore, a timely response is critical.

RESPONSE:

The two statements are not conflicting; the information requested varies due to how and when the information will be provided.

Part h (on page 7) is part of Section 3 – SELECTION CRITERIA. Small Business and Small Disadvantaged Business (SDB) Participation is a Secondary Factor in the Selection process. This factor will be used to evaluate extent of small business participation using the information that has been requested in the synopsis.

The other reference to Small Business participation is from Section 1 – CONTRACT INFORMATION (2nd paragraph on page 2). Here we are stating that the SELECTED FIRM – upon receipt of a request for proposal - will need to submit a Small Business Subcontracting Plan and that the goals they include in the plan will be measured as indicated in the synopsis.

2. Can you please give more information about the scope of work expected to perform the following key personnel?

a. Infection Control Specialist

b. Security Analyses and Design Engineer

c. Sustainability Manager

d. Commissioning Specialist

RESPONSE:

a. Infection Control Specialist – Architect, Engineer, or Scientist knowledgeable of the protocols for design or medical spaces to meet infection control requirements for both new construction and renovation components to meet applicable guidelines.

b. Security Analyses and Design Engineer – Design professional (engineer or architect) able to assess security vulnerabilities and knowledgeable of building security design standards to meet project requirements.

c. Sustainability Manager – Architect or Engineer overseeing compliance with project sustainability requirements.

d. Commissioning Specialist – Architect or Engineer to serve as primary design team member for compliance with commissioning requirements.

3. Is it acceptable for the commissioning specialist to be an independent member of the architecture firm not associated with the MEP design firm?

RESPONSE: The commissioning specialist can be from any member of the A-E firm’s team.

4. In selection criterion secondary factor, (h) Small Business and Small Disadvantage Business Program, it states that the extent of the small business participation will be measured as a percentage of the total anticipated contract effort. Can you please let us know what percentage is excepted to achieve the goal?

RESPONSE: There are no specific small business goals. The greater the participation of small businesses the greater the consideration of how the firm will be evaluated for possible selection.

5. Is there a limit on the number of pages for an individual project sheet in Section F?

RESPONSE: No

6. For Selection Criteria 3.(a)(1), please clarify if “development of D-B documents” refers to designing a facility under a D-B procurement, i.e., Designer of Record preparing drawings and specifications, or if it refers to preparing an RFP for a D-B project.

RESPONSE: Refers to preparing an RFP for a D-B project.

7. For Selection Criteria 3. (a)(1), the last sentence states “Provide at least 3 examples of a DBB project and at least 1 example of a D-B project for which the A-E developed the solicitation documents.” Please clarify if the solicitation documents for a D-B project refers to the drawings and specifications for construction, i.e., the 100% design or IFC set.

RESPONSE: Refers to preparing the RFP for solicitation to a D-B contractor.

8. After looking over the PPQ for the DVA combined synopsis/solicitation, I noticed that some text is cut off or misaligned. I’m concerned that the formatting could prevent our evaluators from accurately rating our performance.

Would it be possible for you to send me a new copy of the PPQ?
