2. PROJECT INFORMATION:

The new Surgical and Clinical Space Tower to be constructed at the Department of Veteran Affairs (DVA) campus in West Haven, CT is intended to upgrade and consolidate existing clinical and direct patient care spaces to current standards of patient care. General utilities serving the space are also outdated and require updating and upgrading including heating (steam), electrical, and medical gas systems. The following project scope is based upon the recommendations contained in the DVA’s draft Project Book – a document intended to provide a thorough technical evaluation to establish the requirements for the project, covering site and any existing building conditions, utilities, the final Space and Equipment Planning System (SEPS) Program for Design (PFD) baseline, and Preliminary Room Contents (PRC), then used to establish the construction budget. The scope of the project includes the addition of an approximately 162,000 GSF multi (at least three) story tower, the demolition of approximately 40,000 GSF (Buildings 6, 7, 8, 8.5, 9, and 10), and the renovation of approximately 40,000 GSF of space to be vacated in existing buildings. The tower is planned to be constructed north of the main hospital building (Building 1) and be connected to it via direct addition, and multiple corridors and/or catwalks to Buildings 1 & 5 in an area presently occupied by a parking lot and the buildings to be demolished. Major impacts to existing infrastructure include relocation and expansion of multiple utility distribution systems impacted by the new construction, new utility tunnels, additional steam plant and on-site water storage capacity, new electrical substations, parking and road network reconfigurations, and re-grading of site/construction of retaining walls.

Use of swing space and phasing is expected to be needed to minimize impacts to current campus operations. This is a DVA - Major Construction project currently programmed for construction in Fiscal Year (FY) 2024. The value of the construction project is still under development and needs to be validated by the DVA but it is expected to be in the $350M - $450M range. An Environmental Assessment to include building and site characterization for hazardous materials is ongoing.

Proposed space allocation for the tower includes the following (all GSF numbers are approximate and subject to further refinement): Surgical Services (60,000 GSF) to include a variety of Operating Room (OR) spaces such as surgical suites, and general, hybrid, and other specialized ORs; Pathology and Laboratory Medicine Services (34,400 GSF); Intensive Care

Unit (ICU) Services (15,500 GSF); IT Services (2,900 GSF); Pharmacy Services (1,700 GSF);

and a variety of support and circulation spaces to include Logistics Services, Environmental Management Services (EMS), Engineering Services, secondary Sterile Processing Services, and a lobby. In addition to the new tower, the project will include renovation of portions of existing Building 1, 2 and 5 and other buildings as necessary to connect and integrate the new tower with the existing buildings and to relocate staff displaced from demolished buildings. Services to be relocated into the renovated spaces may include Endoscopy, Laboratories, Mental Health Services, administrative offices, and support space. Renovations will include extensive architectural modifications and upgrades to all impacted building systems to include localized seismic upgrades.

Specialized construction requirements include operating rooms, intensive care units, pathology, endoscopy, laboratories, mental health spaces and supporting spaces that meet all DVA infection control standards; associated complex and specialized HVAC and electrical requirements;

medical gas distribution systems, nurse call systems, pneumatic tube distribution systems, medical security, and alarming systems that will all need to be integrated with existing systems;

and management of biological hazardous waste. The new tower will need to integrate seamlessly with the other buildings on campus. New construction and demolition will need to be coordinated with the Connecticut State Historic Preservation Office (SHPO). Site improvements will include access roads, replacement parking, utilities, landscaping, and all other work necessary to provide a complete and usable project. It is expected that the project will be constructed to comply with the 2016 Guiding Principles for Sustainable Federal Buildings (Guiding Principles) and can be certified to meet LEED Silver.

The project includes design services for architecture, landscape architecture, interior design, mechanical engineering (HVAC, controls, and plumbing), fire protection engineering, electrical engineering, civil/site engineering, geotechnical engineering, and structural engineering to include compliance with DVA’s ATFP and physical security and resiliency standards; and the design for medical equipment planning, data/communications, building commissioning, medical gas/process piping and controls, management of hazardous, toxic, and corrosive process liquid and gas, redundant power and information systems, and access control and building security systems.

Facilities will be designed as permanent construction in accordance with the DVA Technical Information Library (TIL) design criteria. Exceptions may be made for temporary facilities that may be needed to meet swing space requirements. The A-E will be directed to follow DVA, USACE, and CENAE requirements for design documents to include DVA PG 18-15-A-E Submission Requirements -Volume B-Major New Facilities, Major Additions, and Major Renovations. Construction cost estimates shall be prepared using the latest version of the U.S.

Army Corps of Engineers’ Micro-Computer Aided Cost Engineering System (M-CACES) system – 2nd generation (aka M II) cost engineering software as provided by the Government and licensed to the firm. Specifications shall be produced using DVA’s Master Spec format for technical specifications and Uniform Facilities Guide Specifications for Division 1 sections through the use of the specification software (SPECSINTACT). Use of Building Information Modeling (BIM) for drawing production is mandatory. All BIM models shall be developed using Autodesk Revit per the DVA’s BIM Standards. Primavera P6 shall be used for developing detailed construction schedules and MS Project for more basic design and constructions schedules. ProjNet (DrChecks) (https://wwwprojnet.org) shall be used for comment resolution of design review submittals.

3. SELECTION CRITERIA: The selection criteria are listed below. Factors are listed in descending order of importance (first by major criterion and then by each sub-criterion). Criteria

(a) through (f) are primary factors. Criteria (g), (h) & (i) are secondary factors and will only be used as “tie-breakers” among firms that are essentially technically equal.

Primary Factors:

(a) Specialized Experience and Technical Competence. Firms should demonstrate Specialized

Experience and Technical Competence in:

(1) Development of DBB or D-B documents for medical facilities of comparable size (> 130,000 GSF) and complexity that include surgical (full variety of OR types) services and at least pathology or ICU services. Provide at least 3 examples of a DBB project and at least 1 example of a D-B project for which the A-E developed the solicitation documents.

(2) Development of DBB or D-B documents for the demolition, modification and/or renovation of existing medical facilities to include departmental relocation, construction phasing, and utilization of temporary facilities or swing space that allows for continuity of medical operations. Note in each medical facility project description the method and extent to which safety infection control measures were addressed.

Do not submit the same person for more than one discipline.

(c) Work Management and Teaming: A proposed management plan shall be presented in Part I, Section H of the SF330 that references the organization chart provided in Part I, Section D of the SF330, and briefly addresses the A-E’s management and philosophical approach for executing this project and its approach for ensuring the quality of the work performed by the firm and its subcontractors. The plan shall include information on: team organization, quality control procedures, cost and schedule control, communication protocols, and coordination of in-house disciplines and consultants. The plan shall also include any relevant experience of the prime firm and their subcontractors working together on similar projects, if applicable.

The SF330 shall clearly indicate the primary office where the work will be performed and the staffing at this office. Section C, Section F, and Section G will also be used to evaluate this criterion.

(d) Past Performance. The firm shall demonstrate a good record of past performance on contracts with respect to quality of work, management, cost control, compliance with performance schedules, and ability to manage subcontractors. Assessment against this criterion will be determined primarily by evaluating ratings performed in Contractor Performance Assessment Reporting System (CPARS), the Government-wide evaluation reporting tool for all past performance reports on contracts, or via those provided in Past Performance Questionnaires (PPQs). In reviewing past performance information, the evaluation board will consider the relevancy of the past performed work in addition to how well the firm performed. Positive references from customers and other verifiable information as to exemplary performance may also be considered as provided in Part I, Section H of the SF330. With their SF330, the firm shall provide the CPARS report or PPQ for each of the first five projects identified in Section F of the SF330, as these projects should be the most relevant project examples provided.

NOTE: The most recent CPARS report is to be provided for any federal contract unless a specific explanation is provided as to unavailability of a CPARS rating; do not submit a PPQ when a completed CPARS is available. If the project/s is/are not a federal project or a CPARS report is not available, the firm shall complete Part I of the PPQ, send it to the customers for these five projects as applicable, request that they complete Part II of the PPQ and return to the firm, and submit it with the SF330 submission. No sealed envelope is required. A blank PPQ can be found attached to this synopsis/solicitation. The firm shall provide the full contract number and task order number (if applicable) for any Federal contract listed in Section F of the SF330. The evaluation board may seek and consider past performance information from other sources but is not required to if none is available from CPARS or if no PPQ is provided. Other sources of information the evaluation board may consider include interviews with organizations and Government personnel familiar with the firm’s performance. If little to no relevant past performance data (CPARS reports, PPQs, or information in Section H) is available for the five most relevant projects, the firm may be given a neutral evaluation regarding past performance. CPARS reports or PPQs shall be placed at the end of Part I of the SF330 (they will not be counted towards the page count).

(e) Knowledge of the Locality. The board will evaluate the firm’s demonstration of their knowledge and experience with local geologic and subsurface features, environmental conditions, climatic conditions, local construction methods, local construction costs, and permit requirements as applicable to the project location. The basis of the evaluation will be the information in Sections E, F, and H of the SF330.

(f) Capacity to Accomplish the Work. The firm should demonstrate the capacity to execute 75% of the value of the contract over the initial 3 years of the ordering period and then for multiple years of ongoing construction support. A firm shall be evaluated on the available capacity of key personnel from the prime firm and its team based primarily through a review of each firm’s Part II submission and any information provided in Section H as to their methods for managing workload.

Secondary Factors:

(g) Geographic Proximity. Location of the firm’s office(s) as well as those of their team in the general geographical area of the project will be considered.

(h) Small Business (SB) and Small Disadvantaged Business (SDB) Participation. The firm shall indicate its commitments to utilizing small businesses on its team. The small business program includes utilization of SBs and SDBs to include Woman- Owned Small Business (WOSB), HUBZone Small Business, Service-Disabled Veteran- Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB). Extent of small business participation will be measured as a percentage of the total anticipated contract effort, regardless of whether the small business concern is a prime contractor, sub-contractor, or joint venture partner; the greater the participation the greater the consideration.

(i) Volume of DoD A-E Contract Awards. Firms shall indicate in Section H of the SF330, the volume of DoD A-E contracts awarded to the prime or Joint Venture (JV) in the last 12 months. The information will be verified and updated during the interviews with the most highly qualified firms. The equitable distribution of DoD A-E contracts among firms will be considered.

4. SELECTION PROCESS: If there are a large number of interested firms, a Pre-selection Board may be utilized. The Pre-selection Board, if used, will review and evaluate the SF330s and send a list of the highly qualified firms to the Selection Board for further evaluation. The Selection Board will then evaluate the SF330s to develop an initial ranking and determine which firms are to be interviewed. As part of the interview phase, the firms considered most highly qualified (minimum of three) may be given more detailed information developed previously for the project along with some questions as to their approach to managing specific technical or programmatic challenges and other questions. The firms to be interviewed will be requested to provide a presentation either at CENAE headquarters in Concord, MA or via teleconference of up to 60 minutes in length using PowerPoint slides that addresses the questions, along with an overview of their management and technical approach for executing the design of this project.

Time will then be allotted for questions from the Selection Board. No architectural/design materials are being solicited for this presentation. Stipends will not be provided. Final ranking of the most highly qualified firms will then be made by the Selection Board based upon all information provided.

5. SUBMISSION REQUIREMENTS: Interested firms able to perform this work must submit Parts I and II of the SF 330 for the prime firm (or joint venture). Part II of the SF330 must also be submitted for each consultant and if a joint venture, for the joint venture entity. Please note that a separate Part II is required for each branch office of the prime firm and any subcontractors that will have a key role in the proposed contract. If a joint venture is being utilized, a copy of the joint venture agreement is to be included in Part II.
