About this file

This document provides an amendment to a federal solicitation for repair work on the Fairhaven Sector Gate at the New Bedford Hurricane Barrier. The U.S. Army Corps of Engineers, New England District is seeking bids for repairs to damage caused by an allision in May 2020. The scope of work includes removing existing fenders and debris, replacing a damaged gate guide and support strut, installing new composite fenders, and demonstrating functionality of the gate. The period of performance is 125 days with an estimated budget between $500,000 and $1,000,000. The solicitation is set aside for certified small businesses and provides responses to contractor questions on permitting requirements, specification clarifications, inspection and testing needs, disposal responsibilities, and whether confined space or lead paint work is involved.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUESTS FOR INFORMATION

1. I have a question on permits, environmental, as it relates to removing marine growth, please provide what applies.

Response: Divers would be removing any marine growth, algae, mussels, etc. These are not protected species and are incidental to removal of the debris. Any impact is anticipated to be negligible to minor and do not require further permitting under NEPA.

2. Specification section 01 35 26 states that an SSHO cannot be the CQC Manager. Specification section 01 45 00 states that the CQC Manager can be the SSHO. Please clarify this difference.

Response: Specification section 01 45 00 is incorrect. SSHO cannot be the CQC Manager.

3. Please clarify whether the NDT of welds is for shop welds, field welds or both.

Response: It is for both. Refer to SECTION 05 50 14, STRUCTURAL METAL FABRICATIONS, para. 2.4.2.2 which states: "Perform as designated or described in the sections of these specifications, the nondestructive testing of shop and field welds covering the particular items of work."

4. Please clarify whether the coating thickness testing applies to shop coating, field coating or both.

Response: The coating thickness testing applies to both shop and field coating, so as to determine the total coat system thickness required by the specs.

5. Please clarify touch up requirements for field touch up of coating with respect to field drilled bolt holes, welds, and damaged coating. Specifically, will field touch up of coating need to meet the same specifications as shop coating with respect to preparation, number of coats and/or immersion time?

Response: Yes, touch up painting shall be the same preparation, types of paint, number of coats, thickness of coat, immersion time, etc.

6. What will the required spacing be for the galvanized threaded rods to be drilled into the concrete abutment? For the 2 pcs. of composite fenders to be attached to the abutments.

Response: There are four pairs of existing anchors currently supporting the fenders on the abutments. The current sets of anchors appear to be spaced about 4.5' to 5.0' apart, however, the contractor shall field verify all dimensions prior to work. New anchors shall be installed offset from the existing anchors, as described in the current set of contract documents.

W912WJ21B0004

7. The specification section 01 11 00 /1.1 reads “All steel and fenders that are removed shall be stored at the project site”. Is this correct?

Response: Yes.

8. Is the GC not responsible for disposal, transportation, tipping fees, loading, and unloading of the items removed for replacement?

Response: Correct. Contractor is only responsible for removing and placing them at a location on site as directed by the COR.

9. Is confined space work expected?

Response: No.

10. Is lead paint removal work expected?

Response: These are new members to be painted in the shop; so no lead work is expected.
